Brown Act. Among other things, the Brown Act requires that the General Plan Update Steering Committee agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Committee and items not on the agenda but are within the subject matter jurisdiction of the General Plan Update Steering Committee. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. Please Note: You can submit your questions and comments in writing for the General Plan Update Steering Committee to consider by mailing or delivering them to the City of Newport Beach General Plan Update Steering Committee at 100 Civic Center Drive, Newport Beach, CA, 92660. Alternatively, you can send them by electronic mail at GPupdate@newportbeachca.gov. In order to ensure adequate time to review comments, please submit any written comments no later than 5:00 p.m. on Wednesday in order to give the Committee adequate time to review your submission. The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Committee has the discretion to extend or shorten the speakers’ time limit on agenda items, provided the time limit adjustment is applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the silent mode. (This item includes written correspondence received that is not related to items on the agenda.) IV.CURRENT BUSINESS Meeting Minutes of May 3, 2023 (Attachment 1 - Draft Minutes)a. Recommended Action: Review and approve the minutes of May 3, 2023 Update on the Consultant for the Comprehensive Update (Attachment 2 - Revised Scope of Services) b. Staff will provide a brief update on the progress with entering into an agreement with Dudek for consulting services on the comprehensive update of the General Plan. Recommended Action: None. Update on the Implementation of the Housing Elementc. Staff will provide a brief update on the implementation of the Housing Element, including the environmental impact report (EIR) preparation, scoping meeting, and traffic analysis. Recommended Action: None. General Plan Advisory Committee (GPAC) Applicants to Fill One Vacancy (Attachment 3 - Applications) d. Recommended Action: Discuss each GPUSC member’s individual list of most-qualified and best-suited candidates and, if appropriate, identify the one most qualified applicant for recommendation to the City Council as an appointment to the GPAC. Consideration of an Attendance Policy for GPAC Memberse. Recommended Action: Consider making a recommendation to the City Council that the GPAC members must not miss a certain number of consecutive meetings or similar policy. Land Use Element Goals and Policies Related to Banning Ranchf. At the June 5, 2023, GPAC Land Use Element Subcommittee meeting, there was a robust discussion what changes should be made to the Land Use Element’s goals and policies related to Banning Ranch given the acquisition of the property by the Trust for Public Land. At the June 12, 2023, GPAC meeting, the entire committee held a discussion and formed a recommendation for the GPUSC’s consideration. Recommended Action: Review the GPAC’s recommendation, discuss and consider forming a recommendation to the City Council on Banning Ranch. June 26, 2023 Page 3 General Plan Update Steering Committee Meeting Identification of an Outreach Subcommittee Liaisong. Staff recommended the GPAC form the Outreach Subcommittee to help guide City staff and consultants on outreach and engagement. Recommended Action: Discuss and identify one member who will serve as a GPUSC liaison to the GPAC Outreach Subcommittee.
