Item V. COMMITTEE ANNOUNCEMENTS OR MATTERS WHICH
MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR
DISCUSSION, ACTION OR REPORT
At their March 28, 2023, meeting, our City Council will be reviewing the City’s General Plan
Annual Progress Report, which they need to approve submitting to the state by April 1.
A draft copy of this document was reviewed by our Planning Commission as Item 4 at their
March 9 meeting.
The APR is a City’s self-reporting of the successes and failures of its adopted general plan.
In Newport Beach, the APR focuses on our execution of our Implementation Program (Chapter
13 of our General Plan) as well as the state-required reporting of progress on meeting housing
goals.
It seems fundamental to me that any group charged with updating a policy document, as the
GPAC is, should begin by reflecting on how the preceding document has fared:
What worked? What did not? What could be improved?
Reviewing the APR, including weighing its accuracy, would seem a good starting point.
