Brown Act. Among other things, the Brown Act requires that the General Plan Advisory Committee agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Committee and items not on the agenda but are within the subject matter jurisdiction of the General Plan Update Steering Committee. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. Please Note: You can submit your questions and comments in writing for the General Plan Advisory Committee to consider by mailing or delivering them to the City of Newport Beach General Plan Advisory Committee at 100 Civic Center Drive, Newport Beach, CA, 92660. Alternatively, you can send them by electronic mail at GPupdate@newportbeachca.gov. In order to ensure adequate time to review comments, please submit any written comments no later than 5:00 p.m. on Tuesday in order to give the Committee adequate time to review your submission. The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. NOTICE REGARDING PRESENTATIONS REQUIRING USE OF CITY EQUIPMENT Any presentation requiring the use of the City of Newport Beach’s equipment must be submitted to the Community Development Department 24 hours prior to the scheduled meeting. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Committee has the discretion to extend or shorten the speakers’ time limit on agenda items, provided the time limit adjustment is applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the silent mode. (This item includes written correspondence received that is not related to items on the agenda.) IV.CURRENT BUSINESS Meeting Minutes of June 12, 2023 (Attachment 1 - Draft Minutes)a. Recommended Action: Review and approve the minutes of June 12, 2023 Land Use Element Policy Revisions for Housing Element Implementation (Attachment 2 - Revised Policies) b. At the June 19, 2023, GPAC Land Use Element Subcommittee meeting, the Subcommittee conducted a final review of the proposed changes to the Land Use Element’s policies that are necessary to implement the adopted 6th Cycle Housing Element for the 2021-2029 planning period. Recommended Action: Review and discuss the revision. Recommend to the GPUSC that the revisions proceed to the Planning Commission and, ultimately, City Council for review and consideration. Introducing Dudek as the Consultant for the Comprehensive General Plan Update c. The City’s agreement with Dudek has been executed for consulting services related to the comprehensive General Plan update. Dudek will provide a brief introduction and will share preliminary findings on the topic best practices in sustainability and resiliency in general plans. Recommended Action: Receive presentation and provide input on the sustainability and resiliency evaluation effort. Brief Overview of City’s Budget and Demographicsd. City staff will provide a short overview of the City’s budget for fiscal year 2023-2024, as well as information on Newport Beach’s demographics. Recommended Action: Receive presentation. Subcommittee Updates (Attachment 3 - Latest Subcommittee Roster)e. Since the previous GPAC meeting, several subcommittees have held meetings. Recommended Action: Share and discuss updates from each subcommittee. Review the Subcommittee Roster and identify any changes.
