Why would the city allow someone to take that long to build, and allow a 3‐year extension, when the
owners have done nothing to show that they are moving forward in good faith, and with intent to
complete the project on time?
Rick knows…he’s been there countless times. They have not be progressing on the house, since June of
2020, when they almost burned it (along with our home, and the Sizemore’s home) down. Why are they
being allowed to request a 3‐year extension when they haven’t done anything for the past 3+ years?

The 3‐Year Ordinance was effective around June 2019 so it established that all permits
issued prior to June 1, 2019 have a 3‐Year Limit from that date.

Tonee,
It seems incredible to me that the owners of 3235 Ocean are allowed to apply for a 3
year extension of a permit that has already run for 3 years (we moved in 3 years ago and
the house was well underway, so they’ve been working on this project for at least 4
years already…not sure where the time prior to 3 years back is accounted for).
Why would the city allow such a massive 36 month extension? Newport is going to let
the developer take 7+ years to build a house in one of the most heavily trafficked areas
in the entire city? How about a 6‐12 month extension request and see if they actually
do any work (no one has been there doing work for 6 months…and prior to that it was
over a year). Years of rotted siding, trash in the yard, overgrown plants, vagrants
trespassing on the unkempt property, a serious construction fire, mudslides, view
blockage and general eyesore to everyone who happens to be in the vicinity…what have
the owners done to earn respect and get the city to entertain such an extension? I
thought there were consequences for taking too long to build a home in Newport. It
sure doesn’t appear that way.
Without question, their inability to complete the project is due to their incompetence
and unprofessionalism…not due to lack of time.
We will be at the public meeting next week to voice our concerns.

The 3-Year expiration date is from the initial permit issuance date for a
project. It carries over to any subsequent permit issued for the project; it
does not change.
The hearing on 5/24 is for extension of the 3-Year expiration date.
The permit reissuance is for when a permit expires due to being more
than 180 days of inactivity (not having a qualified inspection) or when
there is a change in contractor/design professional.

I have a question regarding 3235 Ocean Boulevard. Looking at the
permit records I noticed that Permit XR2023-0602 was issued on March
3, 2023. I can not see the copy of the permit but the description says that
it "replaces expired permit X2018-0411." Did their original permit already
expire and did the City issue a replacement permit? If so, what is the
hearing for on May 24, 2023 if the City has already issued them a
permit?

City Hall in our Corona Del Mar Conference Room.
