I. CALL TO ORDER – The meeting was called to order at 10:00 a.m. Staff Present (Remote): Benjamin M. Zdeba, AICP, Zoning Administrator Joselyn Perez, Associate Planner II. REQUEST FOR CONTINUANCES None. III. APPROVAL OF MINUTES ITEM NO. 1 MINUTES OF JULY 13, 2023 Action: Approved IV. PUBLIC HEARING ITEMS ITEM NO. 2 Bland Residence Coastal Development Permit (PA2021-285) Site Location: 125 and 125 ½ East Bay Front Council District 5 Joselyn Perez, Associate Planner, provided a brief project description stating that the request is for a coastal development permit to allow the demolition of an existing two (2)-unit dwelling and the construction of a new 2,252-square-foot, three (3)-story single-unit dwelling with a 169-square-foot junior accessory dwelling unit (JADU), and an attached 405-square-foot, two (2)-car garage. Ms. Perez provided the zoning of the property, discussed coastal hazards and design adaptations, detailed specific requirements for the JADU that will be captured in a future deed restriction, and clarified how the project complies with Housing Crisis Act of 2019 as the project does not result in a loss of density. Applicant Michael Aquino of William Heffner Studios, on behalf of the Owner, stated that he had reviewed the draft resolution and agrees with all the required conditions. Zoning Administrator Zdeba directed Ms. Perez to include the size of the existing units to be demolished to the project description in the resolution and requested that Condition of Approval No. 6 be revised for consistency with other conditions that are prior to the issuance of a building permit. Zoning Administrator Zdeba opened the public hearing. One member of the public, Mr. Jim Mosher, spoke and stated that he questioned minimum size requirements for a JADU, the design of the third floor, the note regarding the elevator under separate review and permit, and suggested minor corrections to the resolution. Ms. Perez explained the lack of a minimum size requirement for the JADU and clarified the gross floor area of the third floor. Zoning Administrator Zdeba added that the elevator being under a separate permit is typical as the architect usually has not selected the elevator equipment this early in a project. The note references it as a deferred submittal for building permits. Zoning Administrator Zdeba closed the public hearing.
