•October 2017 – Increased enrollment & use of 1499 Monrovia Avenue as
off-site parking
•September 2021 – 1499 Monrovia Avenue zoning change from RM to PI
•November 2021 – Increased enrollment to 305 students & 35 staff
Use of both 1499 Monrovia Ave and 883 West 15th Street
Authorized offsite parking at Coastline Community College

•Project will increase daily trips by 174 over the current condition
•Project must be analyzed with UP2021-037 which results a combined
increase of 434 average daily trips & therefore traffic study required
•Traffic Study prepared by LSA Associates, reviewed & accepted by City Traffic
Engineer
No impacts to Level Of Service (LOS) at the 8 primary intersections studied
Chapter 15.40.030(A) (Traffic Phasing Ordinance) of the NBMC requires projects
that generate over 300 new trips within a 24-month period prepare a Traffic Study.

Off-Site Parking
1.The parking facility is located within a convenient
distance to the use it is intended to serve.
2.On-street parking is not being counted towards
meeting parking requirements.
3.Use of the parking facility will not create undue
traffic hazards or impacts in the surrounding area.
4.The parking facility will be permanently available,
marked, and maintained for the use it is intended to
serve.
Increased Enrollment
1.The use is consistent with the General Plan and any
applicable Specific Plan;
2.The use is allowed within the applicable zoning district and
complies with all other applicable provisions of the Zoning
Code and Municipal Code;
3.The design, location, size, and operating characteristics of
the use are compatible with the allowed uses in the vicinity;
4.The site is physically suitable in terms of design, location,
shape, size, operating characteristics, and the provision of
public and emergency vehicle (e.g., fire and medical)
access and public services and utilities; and
5.Operation of the use at the location proposed would not be
detrimental to the harmonious and orderly growth of the
City, or endanger, jeopardize, or otherwise constitute a
hazard to the public convenience, health, interest, safety, or
general welfare of persons residing or working in the
neighborhood of the proposed use.
