Brown Act. Among other things, the Brown Act requires that the General Plan Update Steering Committee agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Committee and items not on the agenda but are within the subject matter jurisdiction of the General Plan Update Steering Committee. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. Please Note: You can submit your questions and comments in writing for the General Plan Update Steering Committee to consider by mailing or delivering them to the City of Newport Beach General Plan Update Steering Committee at 100 Civic Center Drive, Newport Beach, CA, 92660. Alternatively, you can send them by electronic mail at GPupdate@newportbeachca.gov. In order to ensure adequate time to review comments, please submit any written comments no later than 5:00 p.m. on Wednesday in order to give the Committee adequate time to review your submission. The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. August 21, 2023 Page 2 General Plan Update Steering Committee Meeting I.CALL MEETING TO ORDER – 6:30 p.m., or soon thereafter II.WELCOME AND ROLL CALL III.PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on agenda and non-agenda items generally considered to be within the subject matter jurisdiction of the Committee. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Committee has the discretion to extend or shorten the speakers’ time limit on agenda or non-agenda items, provided the time limit adjustment is applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the silent mode. (This item includes written correspondence received that is not related to items on the agenda.) IV.CURRENT BUSINESS Meeting Minutes of July 19, 2023 (Attachment 1 - Draft Minutes)a. Recommended Action: Review and approve the minutes of July 19, 2023 Land Use Element Policy Revisions for Housing Element Implementation (Attachment 2 - Revised Policies) b. At the June 19, 2023, GPAC Land Use Element Subcommittee meeting, the Subcommittee conducted a final review of the proposed changes to the Land Use Element’s policies that are necessary to implement the adopted 6th Cycle Housing Element for the 2021-2029 planning period. At the July 19, 2023, GPAC meeting, the GPAC raised questions about the inclusion of Banning Ranch and increase density limits in each focus areas. The GPAC voted to send the Policy Matrix back to the Land Use Element Subcommittee for further discussion. At the July 26, 2023, Subcommittee meeting, the members in attendance discussed the policies and the revisions are attached. Additionally, they supported the removal of Banning Ranch from consideration for housing development. At the August 21, 2023, GPAC meeting, the entire committee held a discussion and formed recommendations for the GPUSC’s consideration. Recommended Actions: (1) Review the GPAC’s recommendation, discuss and consider supporting the revisions (or modified revisions), and recommend that they proceed to the Planning Commission for study session on September 21, 2023, for further input and, ultimately, to the City Council for review and consideration; and (2) Consider recommending that the City Council remove development potential from Banning Ranch when reviewing the Land Use Element update, or other direction, as appropriate. Potential Future Speakers or Topics for GPACc. Recommended Action: Discuss and provide guidance on which speakers should be sought to make a future presentation to the GPAC. Also provide guidance on which specific topics should be placed on a future GPAC agenda for discussion. Report from Outreach Subcommittee Liaisond. Recommended Action: Receive a report from the GPUSC Outreach Subcommittee Liaison.
