The following documentation is required to complete the application: 1. The subject property is located within the Coastal Zone and is subject to review under Title 21, Local Coastal Program Implementation Plan. Please update your written project description to include a request for a Coastal Development Permit (CDP) in addition to the Tentative Parcel Map (TPM). The appropriate application deposit is already shown as paid in the CiViC online portal. 2. Please confirm the average slope of the lot. This is relevant to making the appropriate California Environmental Quality Act (CEQA) determination for the project. Newport Beach Municipal Code (NBMC) Section 20.70.020.S defines slope as: “Slope” means land gradient, described as the vertical rise divided by the horizontal run, and expressed in percent or ratio. Slope is determined using the following equation: Slope = (V/H) x 100, where: V = vertical distance between the highest elevation and lowest elevation of a straight line drawn perpendicular to the sloping surface; H = horizontal distance of a straight line drawn perpendicular to the sloping surface.” PA2023-0117 Page 2 Should the average slope of the lot exceed 20%, additional CEQA review may be required prior to the application being deemed complete. 3. Sheet 1 – Identify the survey coordinate system used for preparation of the parcelmap. 4. Sheet 1 – Provide the property address on the parcel map. 5.Sheet 1 – Provide condominium note to explain the purpose of the parcel map.Suggested language is as follows, but should be updated by the surveyor as needed to reflect the project scope: “Condominium Note: The purpose of this parcel map is to create an airspace subdivision for two (2) residential condominium units, with common ownership of the underlying parcel.” Upon verification of completion, the application will be processed and scheduled for a Planning Commission Hearing. Please be advised that this list of conditions of approval does not guarantee that staff will be able to make all of the required findings to approve the application in a positive manner. All draft conditions are subject to modification, and additional conditions may be recommended as the application undergoes additional review. Planning Division To be determined Building Division 1. Separate utilities are required for the two units, including fire sprinklers. Fire Department 1. NFPA 13D Fire Sprinkler System is required. 2. Each unit shall have their own dedicated water meter for the fire sprinkler system. Public Works Department 1. A parcel Map shall be recorded. The Map shall be prepared on the California coordinate system (NAD83). Prior to recordation of the Map, the surveyor/engineer preparing the Map shall submit to the County Surveyor and the City of Newport Beach a digital-graphic file of said map in a manner described in Section 7-9-330 and 7-9-337 of the Orange County Subdivision Code and Orange County Subdivision Manual, Subarticle 18. The Map to be submitted to the City of Newport Beach shall comply with the City’s CADD Standards. Scanned images will not be accepted. 2. Prior to recordation of the parcel map, the surveyor/engineer preparing the map shall tie the boundary of the map into the Horizontal Control System established by the County Surveyor in a manner described in Section s 7-9-330 and 7-9-337 of the Orange County Subdivision Code and Orange County Subdivision Manual, Subarticle 18. Monuments (one inch iron pipe with tag) shall be set On Each Lot Corner unless otherwise approved by the Subdivision Engineer. Monuments shall be protected in place if installed prior to completion of construction project. 3. All improvements shall be constructed as required by Ordinance and the Public Works Department. 4. An encroachment permit is required for all work activities within the public right-of-way. 5. Reconstruct any existing damaged concrete curb, gutter, and sidewalk along the Heliotope Avenue frontage and any existing damaged concrete alley panels. PA2023-0117 Page 2 6. All existing overhead utilities shall be undergrounded. 7. Existing brick pavers within the parkway on Heliotrope Avenue shall be removed and replaced with landscaping. 8. The existing street tree within the parkway of Heliotrope Avenue shall be protected-in-place. 9. Each unit shall be served by its individual water service/meter and sewer lateral/cleanout. Each water meter and sewer cleanout shall be installed with a traffic-grade box and cover. 10. In case of damage done to public improvements surrounding the development site by the private construction, additional reconstruction within the public right-of-way could be required at the discretion of the Public Works Inspector.
