Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Andy Tran, Senior Civil Engineer, atran@newportbeachca.gov PHONE: 949-644-3315 TITLE: Water Well Rehabilitation — Tamura Deep Well (Project No. 24W15) — Award of Contract No. 9328-1 City of Newport Beach (City) staff received construction bids for the Tamura Deep Water Well Rehabilitation project and requests City Council approval to award the construction contract to General Pump Company, Inc. of San Dimas, CA. This project will rehabilitate the Tamura Deep water well with mechanical and chemical treatment, and will install a stainless -steel liner to restore and maintain water production. RECOMMENDATIONS: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c), Class 2 (reconstruction of existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment; b) Approve the project plans and specifications; c) Award Contract No 9328-1 to General Pump Company, Inc. for the total bid price of $817,024 for the Tamura Deep Water Well Rehabilitation project, and authorize the Mayor and City Clerk to execute the contract; and d) Establish a contingency of $81,000 (approximately 10 percent of total bid) to cover the cost of unforeseen work not included in the original contract. DISCUSSION: The Tamura Deep Water Well is one of four City water wells and is an integral part of the City's water supply system. This well's pumping capacity has significantly declined over the past year due to new holes in the well casing, which are allowing sand to enter the pump. Installation of a new stainless -steel liner will prevent sand from entering the pump and extend the life of the well. 6-1 Water Well Rehabilitation — Tamura Deep Well (Project No. 24W15) — Award of Contract No. 9328-1 September 12, 2023 Page 2 At 10 a.m. on August 15, 2023, the City Clerk opened and read the following bids for this project: BIDDER TOTAL BID AMOUNT Low I General Pump Company, Inc. 1 $ 817,024.00 The City received one bid for this project. The low bidder, General Pump Company, Inc., possesses a California State Contractor's License Classification "C-57" (Well Drilling Contractor), as required by the project specifications. A review of references for General Pump Company, Inc. shows satisfactory completion of similar contracts for the City and other municipalities. Although the City only received one bid, the bid is balanced and below the Engineer's Estimate. General Pump Company is very familiar with the City's water wells as the company has successfully completed many water well rehabilitation projects for the City in the past 20 years. Well rehabilitation projects require a highly specialized contractor's license classification (C-57). There are only a few contractors in Southern California that are qualified to bid on this type of work. The City typically only receives a few bids for well rehabilitation projects. Bidders were required to attend one of two mandatory pre -bid meetings. A total of five potential bidders attended the mandatory meetings. The low bid was 25.7 percent below the Engineer's Estimate of $1,100,000. The difference between the low bid and the Engineer's Estimate was primarily attributed to the lower bid prices for the new well liner and the rebuild and reinstallation of the City's pump. The contractor's familiarity with the City's water wells may also have contributed to the favorable bid prices. The proposed project includes removing the existing motor and pump, conducting down well video surveys, wire brushing, chemical treatment, mechanical treatment, installing a new stainless -steel liner, installing the rebuilt permanent pump, and performing test pumping. Pursuant to the Contract Specifications, the contractor will have 80 consecutive working days to complete the work. Work is scheduled to start in November 2023 during low water demand months. The project plans and specifications will be available for review at the September 12 City Council meeting or upon request. FISCAL IMPACT: The adopted Capital Improvement Program (CIP) budget includes sufficient funding for the award of this contract. The CIP budget for this project included in the FY 2023-24 Budget is $900,000. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c), Class 2 (reconstruction of existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because this project has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
