Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Tom Sandefur, Assistant City Engineer, tandefur@newportbeachca.gov PHONE: 949-644-3321 TITLE: Goldenrod Pedestrian Bridge Improvements Project — Notice of Completion of Contract No. 8871-1 (23R12) ABSTRACT: On January 24, 2023, the City Council awarded Contract No. 8871-1, Goldenrod Pedestrian Bridge Improvements Project, to Diamond Construction and Design (Diamond Construction) of La Habra, California. The project consisted of replacing the planters, irrigation, wooden arches, and lighting on the Goldenrod Pedestrian Bridge. The work is now substantially complete and staff requests City Council acceptance and closeout of the contract. RECOMMENDATIONS: a) Accept the completed work and authorize the City Clerk to file a project Notice of Completion; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release the Faithful Performance Bond one year after acceptance by the City Council. DISCUSSION: Overall Contract Cost/Time Summary Award Contract Final Cost at Total Contract Percent Contract Cost Amount Completion Change Amount Change $ 158,223 $ 154,898 -($3,325) -(2.1) % Allowed Contract Time (days) 40 Actual Time Under (-) or Over (+) 0 The work necessary for the completion of this contract consisted of completely removing the existing wood on the bridge making up the planters and wooden arches; installing and waterproofing new planters and arches; planting new plants and installing associated irrigation systems; and installing new lights and conduits. 4-1 Goldenrod Pedestrian Bridge Improvements Project — Notice of Completion of Contract No. 8871-1 (23R12) September 12, 2023 Page 2 The contract has been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original Bid Amount: Actual Cost of Bid Items Constructed: Total Change Orders: Final Contract Cost: $ 158,223.00 $ 154,898.00 $ 0.00 $ 154,898.00 The total cost of the bid items constructed was reduced because the top of the bridge concrete barrier that the planter sits on was sound and did not need remedial concrete repair work, so that item of work went unused. One no -cost change order was issued to cover a supply chain time delay in receiving the irrigation controller from the manufacturer. A summary of the project schedule is as follows: Estimate Start of Construction per Annual Baseline Schedule January 2, 2023 Actual Start of Construction per Notice to Proceed April 4, 2023 Extended Contract Completion Date Inclusive of Extra Work August 16, 2023 Actual Substantial Construction Completion Date August 16, 2023 The project is currently in the plant maintenance period and the contractor continues to be responsible for maintaining the planter and ensuring the health of the plants. It should also be noted that painting work on the bridge is scheduled for this fall and was not included in this project as it will require a separate contractor specialized in performing said work. Additionally, minor concrete repairs on the path will be performed by Public Works maintenance staff in the coming months. FISCAL IMPACT: The Goldenrod Pedestrian Bridge Improvements Project was included in the FY 2022-23 Capital Improvement Program (CIP) Budget. Funds for the construction contract were expended from the following budget accounts. Account Description General Fund ENVIRONMENTAL REVIEW: Account Number 01201927-980000-23R 12 Total: Amount $ 154,898.00 $ 154,898.00 On January 24, 2023, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Class 1 Section 15301(d) (maintenance of existing public facilities involving no expansion of existing use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. 4-2 Goldenrod Pedestrian Bridge Improvements Project — Notice of Completion of Contract No. 8871-1 (23R12) September 12, 2023 Page 3 NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
