Newport Beach City Council If you revise the JW noise contour map to allow for housing development directly under the flight path there is a long list of negative, even disastrous, consequences to Newport Beach while doing absolutely nothing to affect the local housing supply and demand equation, the hopelessly flawed assumption behind the Housing Element mandate. There is no limit to demand for housing in NB and coastal California and also no limit to problems from increased congestion, demands on highways, infrastructure, public services, water, schools, environment, quality of life, etc from increased population that are completely ignored in the Element mandate and the statewide elimination of single family zoning. Hopefully the absurdity of this plan is obvious to voters and every elected official who supports it will soon be replaced but we will all have to live long term with their mistakes. Jim Auster and Merrilee Bliss 20401 Bayview Ave Thanks Mike for going to the meeting and letting all of us know what happened and what we need to do as a group to voice our objections to dumping a lot of the burden of the Housing Element in and around our neighborhood. Don't forget neighbors, if the noise contour is changed, this could also open up the flood gates to changes at JWA with more noise, no curfew or even expansion of the airport in the future. At this meeting and as expected, the Commission Members voted to approve the Airport Land Use Commission's Staff recommendation to KEEP the current Existing JWA Noise Contours and New Housing Sites map, see ATTACHEMENT 1. By doing so, they REJECTED the City of Newport Beach's request to alter the Proposed JWA Noise Contours and Housing Sites map, see ATTACHMENT 3. Mr. James Campbell, Deputy Community Development Director of the City of Newport Beach, was present and was representing the City of NB and spoke in support of the City's request as shown in ATTACHMENT 3. 1 did address the Commission and Mr. Campbell and stated very clearly that I and a large number of my fellow Neighbors do NOT support the City's request/map as noted in their ATTACHMENT 3. The good news here is that the ALUC Commission rejected the City's request and is on record as doing so. The bad news is the City Staff is Planning to recommend to the NB City Council to, "Override" the ALUC Commissions decision at a future City Council meeting, see attached Notice from the City of NB. Mr. Campbell informed the audience that this issue was being pulled from the City Council Agenda for 8/22/2023 and would instead be added to the 911212023, City Council Agenda. In my opinion, the City of NB is trying to adjust the current JWA Noise and Contours and Housing Sites as you can see from ATTACHMENT 3. Their goal is to add more housing in their new 60 dB CNEL zone, and they want the authorization to add more housing in their new 65 db CNEL zone. If you look at ATTACHMENT 3, that the City Staff wants, you will see a major impact to our Neighborhood and the immediate surrounding areas. This includes the golf course area, Mesa, Birch, Bristol, Orchard, Orchid, Zenith, etc. What's next: We must push the NB City Council to vote against this issue. We need to send emails in advance of the meeting to the City Council asking them to not move forward with this. We MUST attend the NB City Council Meeting in force to show that our Neighborhood is against this. This is not a time to think that someone else will carry the ball. Again, please, we MUST show up in person, in force and speak up on this issue with the NB City Council. We all love our Neighborhood, it's worth all of us showing up in person for a couple of hours at a NB City Council Meeting. We believe this issue will be on the N13 City Council Agenda on 911212023. This next meeting is with a group called the "Airport Land Use Commission" to whom the City of Newport Beach is presenting their request to have this Commission approve their new proposed contours. Per the Commission's current Agenda, the Commission is not recommending approval of the proposal. Unfortunately, the Clty Council can still override this on 08/22/23, but the Staff Report for this Item gives a really good background and overview of this topic to date, if anyone is interested and wants to better understand this issue. Unfortunately, I think the only way you can submit comments/questions/concerns is to actually appear at 4:00 PM at the Thursday meeting in person. See the Agenda for the location. For those of you who have contact with city council members, I would think now is a good time to reach out to them requesting they do not approve any changes to the airport noise contour maps. Now it goes to the NB City Council for a vote on 8/22/23. Attached is the Agenda with all the information. Also, attached is the Planning Commission's staff report listing their BS reasons to change the noise contour to allow for housing at the golf course on Mesa right under the flight path along with the noise contour maps. To send an email to ALL the members of the City Council about changing the noise contour --- citycouncilCcDnewportbeachca.gov Please email your concerns and objections to changing the noise contour. Our neighbourhood should be very concerned about changing the noise contour. Change it once, it can be changed again and again. Expansion of the airport, curfews, you name it could be in play in the future by changing the noise contour. Also, other residents in the surrounding neighborhoods can also email the NB City Counsel to object so pass it along to your friends and family. See the attached staff report to read more about this. There is an argument that where a contour bisects a parcel, that parcel should not be deemed eligible for building. It is prudent that our neighborhood pay attention to the matter now at planning commission level and write to the planning commission with our concerns if we want to preserve the golf course as is. It is unacceptable to alter those contours for any reason. The city fought long and hard to bring this area into its sphere of influence to uphold the quality of life in our city and limit any future expansion of the airport. To reverse course on this now seems very suspect in my opinion. Who on the council will directly or indirectly benefit from the altering of these noise contours? There is also the issue of the city trying to satisfy its responsibility to meet the affordable housing mandate by dumping additional housing at a higher density disproportionately into our neighborhood. There will be many environmental impacts as well as increased traffic congestion if the city goes ahead with its proposal. This will also affect the quality of our area which is both an environmental and recreational jewel for the citizens of both our city and the surrounding areas to enjoy .
