Add to that list the Open House of the Newport Harbor Lawn Bowling Club tomorrow (Saturday, May 13) from 9 a.m.-3 p.m. Courtesy of Newport Harbor Lawn Bowling Club The many colors and designs of lawn bowls Chances are you've driven by the Club a thousand times and every time thought, boy, that would be fun to check out or do. It's located on the southwest side of San Joaquin Hills Road, just past Roger's Gardens heading up the hill towards Newport Coast. It's really one of the best -kept secrets in town... and that, actually, is unfortunate. The club has 230 members and has been around 85 years, with the last 50 years at their present location. Here's the issue they're fighting, after two back-to- back 25-year leases, the city is questioning if it's the best use of that parcel of land and is now only considering a much shorter lease and a potential end to the club's location. This Open House is to show off what they're all about! They'll have the place spruced up; there will be some food on their patio; you'll have the opportunity to get out on the green and bowl; mix & mingle with club members and perhaps even get a pointer or two. Personally, I like the diversity. While I want pickleball for the masses, I also want to make certain we continue on with our local lawn bowling. Here's hoping you might take a swing by tomorrow and check them out. 0 Courtesy of Newport Harbor Lawn Bowling Club Club chef Brian Stewart is hard at work feeding the masses on a recent weekend Here are some other things you may not know: —Bowls of one sort or another date all the way back to origins in Egypt and the Roman Empire. Lawn bowling can be traced to 12th century England and later was perfected in Scotland. —This club was founded on the Balboa Peninsula back in 1939 and moved to their present site when The Irvine Company gifted the land in 1971. —Newport Harbor is part of the national body's (Bowl USA) Southwest Division, which alone is comprised of 27 clubs, of which they are the second largest after only Laguna Beach. —Newport Harbor has hosted multiple national championships and US Opens over the years. The U.S. Open is, in fact, returning this year with Southern California clubs playing host from October 7-14. Newport will feature prominently in their events — likely hosting for all seven days. —Newport Harbor has, for the last four years, been home to both the Women's and Men's National Champions (Anne Nunes and Charlie Herbert) and has the distinction of being the home to the most national champions, most U.S. Open champions and most Team USA international competition bowlers (selected by Bowls USA) of any single club in the U.S. over its history. The club's leadership, whom I met with last week, knows the challenges of promoting what they have. After all, with the pickleball craze seeking any and all parcels of available land around for expansion opportunities, city officials would be remiss to not take a hard look here at this club's use. Attendees had the opportunity to receive free lessons, have their questions answered, enjoy lunch from the grill and were able to sign up for membership. Membership fees are $250 per year, but during the Open House and through the end of May they are $200. Members may invite guests, have a key to the facilities and access the two greens. Members are active in all tournament activities and encouraged to participate. It is Bowls USAT"^'s premiere event, welcoming hundreds of players from across the U.S. and around the world. Champions are crowned in Women's Singles, Pairs and Fours and Men's Singles, Pairs and Fours. It is a great opportunity to see bowls played on a very high level. Played by kings, American lawn bowling first appeared in 1725 when British officers installed bowling greens in the colonies. The sport's popularity faded during the Revolutionary War but was revived a century later, eventually spreading to Golden Gate Park in San Francisco in 1899 and to L.A. a few years later. I caught up with board member Andrew Dufresne to learn more about the Newport Harbor Lawn Bowling Club in Corona del Mar. A: Lawn bowling is a derivation of the Italian game, bocce. Much like bocce, players roll out a smaller ball (in our game it's called the Jack) and then they roll their bowls in alternating fashion, and once they're all rolled, whoever is closest gets one or more points. There are two major differences between bocce and bowls. First, in bowls, you play on a leveled grass or artificial surface called a green, and second in bowls, the bowls themselves are unevenly weighted so that they curve as they travel on the green. This adds an extra layer of skill and challenge to the game. The game itself can be played as singles, pairs, triples or four -versus -four or rinks. Fun fact: The winter sport, curling, was invented as a cold -weather version of lawn bowling. Q: What's the history of the Newport Harbor Lawn Bowling Club? A: Newport Harbor Lawn bowling club was established in 1939, so we're celebrating 80 years this year. The original location was at the site of the current VFW on Balboa Peninsula and was moved to the current location in Corona del Mar in the mid- 70s to accommodate the growing membership. Q: How many people are members, and how does a newcomer get involved? A: We currently have approximately 280 active members. New members can join at any time of the year, and we do offer pro -rated memberships as our membership years run from January 1 to December 31 of every year. A. Our Social Committee holds a member event every month and they range from bowling plus food to board or card games and parties. We also have a regular, year-round, schedule of social bowling, club tournaments and divisional tournaments as we're a top club in the U.S. Southwest Division of BowlsUSA. Q: What is your favorite thing about lawn bowling? A: This is a tough one to answer because I've been bitten by this bug in a bad way. My favorite thing about the game itself is that it's a very easy game to pick up and play socially, and a very difficult game to master. My favorite thing about the social aspect of the game is that it is age and gender neutral, able to be played by people of all ages, and gender really doesn't play a factor in comparing one bowler's skill to another. We have 90-plus-year-old members who play every Saturday and do so at a pretty high-level of play. They enjoy digging into what God says in his Word and then discussing that together in their table groups. With approximately 150 women meeting each week, this group is a wonderful place to find encouragement, community and care in a Christ -centered way. Newcomers are welcome at any point during the study sessions which meet from September to May with most of December off. It is the only group within the OASIS Senior Center that is exempt from the 55-year-old minimum age limit. The purpose of the club is, in addition to getting active seniors out on the water, to teach the basic principles of sailing. Marty Schultz, Hospitality Chair SAGE HILL To Whom It May Concern: I am writing to speak of my positive interaction and experience at the Newport Harbor Lawn Bowling Club. I reached out to the club in the spring of 2023 in hopes of exposing students from Sage Hill School to this sport that is played around the world. The club's president arranged a fun (and free!) morning for the students where they were taught the strategies and rules of the game by some of the best lawn bowlers in the USA. Students learned the history of the game in addition to the rules and etiquette, and then spent hours enjoying the sport. One 11th grade student who participated last spring, Arjun Gagger, actually stopped me on the first day of school just last week to tell me that the lawn bowling day was one of his 'best memories from his sophomore year.' Students all had a great time, and the club generously had a contest where the parents of two lucky winners were provided free year -long memberships. The club is also looking to start a high school 'league' for the local high schools. I look forward to working with them to get teams from Newport Harbor High School, Corona del Mar High School, and Sage Hill School to get this inaugural league started. The club's passion for the sport is contagious and I know that we can grow the program to other high schools in the area. The officers and members at the club have always been welcoming, and I especially appreciated their focus on bringing people of all ages and genders to compete together. The club is a wonderful addition to our community and one that Sage Hill looks forward to supporting and partnering with in the future. If you have not played at the club, I encourage you to do so as soon as possible. I am now a member there and I know that you will want to join, too, once you get out there. I am a member of the Newport Harbor Lawn Bowling Club; a former member of the Board of Directors of the Newport Harbor Lawn Bowling Club; and one of the members serving on the committee to renegotiate the club's lease with the city. I have been involved in thousands of negotiations in my career, and I can honestly say that I have never felt more frustrated with the conduct of the parties sitting at the other side of the table. Sean Levin, the point man for the City in these negotiations, has been condisending and dismissive of our concerns. He has lied to us on multiple occaisions and his overall performance has been unethical and unprofessional. Because I have found the negotiating posture of the City to be so unreasonable, I have taken some time to investigate the origins of the lease and to research the policies being applied and their application under the General Plan of the City of Newport Beach. Having researched these issues, Mr. Levin's conduct becomes more alanning, not less. The donation of the land for what was then called Jasmine Creek Park was required by the city as part of the entitlement process to approve the housing development proposed by the Irvine Company at the time. The Minutes from the City Council Meeting of June 7, 1971 [copy attached as Exhibit 1 ] specifically state that: "$40,000 expenditure in1971-72, Parks and Recreation Projects, and the acquisition of a park site in Harbor View Hills for Senior Citizens lawn bowling was approved in principle with the proviso that Senior Citizen Activities be included in the City's recreation programs and that the staff come back with methods of funding $40,000 from the Building Excise Tax Fund." September 12, 2023 Page 2 Furthermore, the Grant Deed from the Irvine Company [copy attached as Exhibit 2] not only specifically designates the park for Lawn Bowling but includes a rough diagram of the lawn bowling greens and requires the city to build the Lawn Bowling Club subject to the approval of the exterior design by the Irvine Company. We are told that the property is subject to City Counsel Policy F-7 for income properties, requiring an analysis of the highest and best use of the property. I believe that the Lawn Bowling Club would be exempt from this policy as it is not income property. However, if it does apply Section E. states that: "However, in some circumstances the City may determine that use of a property by the public for recreational, charitable or other nonprofit purpose is preferred and has considerable public support, in which case the City may determine that non- financial benefits justify not maximizing revenue from such property. In such circumstances, the City has a vested interest in ensuring that the lessee of such property operates the activities conducted on or from the property in the manner that has been represented to the City throughout the duration of any lease or contract with the City." For 84 years the Newport Harbor Lawn Bowling Club has provided a service to the senior community of Newport Beach. We have received support from the community, particularly the Senior Community. Finally, there hasn't been any evidence provided which would indicate that this is no longer true. We have been told repeatedly that there is a "perception" that the club is not used very much. We have worked hard to fight this "perception" however that is a difficult proposition when we have never been told where this perception originates. Furthermore, the Newport Beach Municipal Code Section 19.52.040 requires 5 acres of park for every 1000 residents. With well over 200 members the Lawn Bowling Club is servicing a healthy percentage of its service area, particularly in its target market, the senior community. Finally, Mr. Levin appears to either be ignorant of the provisions of the Newport Beach General Plan (most unlikely) or simply chooses to ignore them when negotiating with the Lawn Bowling Club. The following Recreation Program Policies are relevant to these negotiations. Newport Beach General Plan — Recreation Program Policies. R4.6 Self Sustaining Adult Recreation Programs. Design adult programs to be self-sustaining in nature, covering all direct expenses and administrative overhead costs. Newport Harbor Lawn Bowling Club has met these criteria for 84 years. R4.7 Senior Programs. Provide quality services and programs which meet social, recreational and health needs of the senior population. With over 75 percent of our memberships being seniors, Newport Harbor Lawn Bowling Club provides a healthy outdoor recreational activity that provides social interaction as well, recreational and competitive pursuits. September 12, 2023 Page 3 R 4.8 Optimization of Senior Programs. Maintain and form partnerships with other organizations in order to optimize the services and programs available to seniors in the community. Newport Harbor Lawn Bowling Club has partnered with the City of Newport Beach for 84 years and is very motivated to continue that relationship. R 4.9 Priority Usage of Senior Programs. Give priority usage to senior programs before other uses are allowed in facilities that are designated for senior services. Jasmine Creek Park was designated as a senior citizens park and was required to include lawn bowling greens. The city has never done anything to change this designation, so as it currently sits Jasmine Creek Park is a senior citizen park that is required to include lawn bowling facilities. In light of these directives in the General Plan, it would appear that the city's position in these negotiations is somewhat heavy handed. To my knowledge, the only other senior service provided to the senior community by the city is the Oasis Center. The Oasis Center is a wonderful facility; however, it does not provide outdoor low impact athletic opportunity to members of the senior community. The Lawn Bowling Club provides a wonderful opportunity for people of all ages to enjoy friendly competition, camaraderie, and outdoor social interaction. Lawn Bowling is uniquely suited to the senior community in that anyone can play. We in fact have several members who are still playing well into their 90's. You would think that after an 84-year partnership serving the community and specifically the senior community the city would be interested in maintaining that partnership rather than eliminating it entirely. After an 84-year partnership, the City of Newport Beach felt it was appropriate to offer the club a 1-year lease. During our meeting to discuss the basis for such an offer Mr. Levin made several representations that were either evasive or simply false. Examples of these misrepresentations are as follow: When asked why after 2 consecutive 25-year leases, the city was being so aggressive, he responded by informing us that many of the leases to organizations like ours were coming up and that "the days of short-term leases are over". He stated that the city was making the same offer to everyone. He specifically identified the Boys and Girls Club and the Aquatic Centers as tenants who were being given similar offers. Since that meeting the Boys and Girls club has been granted a 30-year leases with two 10-Oyear options. This is fantastic. I have coached basketball at the Boys and Girl club for years, and they are a deserving organization. However, why the Lawn Bowling Club is treated very differently, when the General Plan requires giving priority to senior uses, is highly suspect. 2. We also asked Mr. Levin about the City Counsel F-7 Policy. I indicated that if the F- 7 Policy applied to the property, the Lawn Bowling Club should be exempt under the exception in paragraph E. of the F-7 Policy. September 12, 2023 Page 4 3. The second offer made by the city increased the lease term to 5 years but includes a provision that the lease can be terminated on 180 days' notice for no cause. Essentially a 6-month lease. 4. The most recent offer made by the city still indicates a term of 5 years but now includes a provision that the lease can be terminated on 30 days' notice for no cause. So, a month -to -month lease. 5. Starting with a term of one year and then essentially dropping the term to 6 months and then 30 days is simply not negotiating in good faith. 6. We recently had a very contentious and positive meeting which resolved some of these issues. In closing, the Newport Harbor Lawn Bowling Club is hopeful that the City will come to the table to negotiate, in good faith, the terms of a new lease for the premises. It is the opinion of the negotiating committee that Mr. Levin is compromised in some way or is somehow prejudiced against the Lawn Bowling Club as his actions to date are at best poorly reasoned and at worst unethical. While we are happy to re-engage with whomever the city designates to lead the negotiations, it would probably be best if Lauren Wooding or some other member of the staff were designated to negotiate on behalf of the city.
