increasingly challenging future; and
`WM�U$S, approximately twenty-four percent of the residents of Orange County are at a second
grade reading level and are lacking the literacy skills necessary to meet these challenges; and
`GILL U$S, lack of literacy skills impacts not only their lives and the Eves of their famiCaes, but their
ability to workproductively, and their full participation as citizens, residents, and employees; and
`GI [tEUAS, 1toject Adult Literacy, a program of the Newport Beach 1Tu6lic Library works with
adults seeking to develop their literacy skills to empower them to achieve greater success in their lives —
at home, at world and in the community; and
`GMUAS, ProjectAdult Literacy, a program of the Newport Beach Public Library, hosts an annual
International Literacy Day event to highlight the importance of literacy in society and the great strides
that program participants have made.
NOW,, DiEUTOU, I, Noah Blom, Mayor of the City of Newport Beach, do hereby proclaim
Septem6er 8, 2023, as

in the City of Newport Beach and urge my fellow citizens to learn more about the importance of literacy
and to become involvedwith literacy in the community.
