Honorable Mayor Blom, Mayor Pro -tern O-Neill and Members of the Council,
I am writing this letter
As oceanfront residents, we have experienced increasing concern with the growing levels of transiency and public health
and safety risks associated with night-time use of public restrooms.
Public restrooms are being frequently used in the night-time hours for overnight camping, drinking and meet -ups for
drug use and drug -dealing.
Further, paraphernalia, hazardous waste/materials and other filth are left and residual, making restrooms unsanitary
and unsafe into the next day.
The City of Newport Beach has become known as a place to hang out at night, access drugs, and become generally
disorderly without consequence. The City is also facing increased incidence of erratic, hostile behavior which puts the
public at undue risk.
The majority of Newport Beach's public restrooms are located in parks ( included beach as park) in close proximity to
residential neighborhoods.
The only way that these conditions can effectively be curtailed is to consistently:
Close the City's public restrooms on a regular nightly basis. The hours of closure which make the most sense are
those harmonized with other park closure hours of 10:00 pm- 6:30 am.( we note that park closure hours may
not be consistent. It is desirable to harmonize with the closure hours I have mentioned.)
• Consistent hours of operation and closure, both of the parks themselves and the public restrooms can be easily
posted and communicated to the public at large.
• Administer regular PD sweeps to provide presence, and enforce non-compliance relative to park closure hours.
The City previously committed to nightly sweeps of beaches, but this has for some unknown reason been
discontinued, and should be resumed.
As a practical matter, residents or visitors who wish to take evening walks have access to multiple other restroom
"venues" ---their homes, restaurants, hotels ,etc.
The level of night- time transiency has continued to grow in Newport Beach. As a matter of policy, public benefit resides
in taking every possible action to keep our neighborhoods safe and secure.

We and our neighbors agree that the restroom at the corner of 19th street and West Bay avenue must be closed at the
same hour as The Marina Park restroom. This
bathroom has been a refuge for many homeless as they sleep it during the evening or for other unlawful use ... drugs,
drinking and more..Our neighbors
along west bay and 19th street have endured the problems of the use of this bathroom since the inception of the
Marina Park. It is a disgrace as
this is not a police problem, rather a City homeless issue that must be addressed as soon as possible. This bathroom is a
magnet for vagrants as they
gather there all night long. Our neighborhood comprises many homeowners and VBR with very expensive rental
units ...... Our visitors are aghast as they come
to enjoy their vacation and see this disgusting bathroom ! After over EIGHT years it must be resolved!
