Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Kyle Brodowski, Public Works Superintendent Kbrodowski@newportbeachca.gov PHONE: 949-718-3464 TITLE: Approval of Vehicle Replacement Purchase Order for One Heavy Duty Mobile Crane Truck from PB Loader Corporation ABSTRACT: The Public Works Department seeks City Council approval to purchase one heavy duty crane truck from PB Loader Corporation of Fresno, for the total cost of $632,848.81, in accordance with replacement criteria as established by City Council Policy F-9 (City Vehicle/Equipment Replacement Guidelines). City Council approval is required per City Council Policy F-14 (Authority to Contract) since the purchase exceeds the city manager's contract authority of $120,000. RECOMMENDATIONS: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; b) Approve a Purchase Order for one heavy duty mobile crane truck from PB Loader Corporation of Fresno for a total amount of $632,848.81; and c) Authorize a contingency of $32,000 (approximately 5% of the total quote) to cover the cost of unforeseen changes to the current quote. DISCUSSION: The Utilities Department is responsible for the distribution of clean drinking water within Newport Beach, including the collection of recycled water and the disposal of wastewater. Each system includes an infrastructure of large heavy pumps, electric motors, and distribution manifolds and piping. Most of these critical components are extremely large, deep in the ground, and in remote locations with limited access. To perform scheduled maintenance or make emergency repairs, the Utilities Department utilizes a large-scale construction crane truck (Unit No. 5518). The crane truck provides the reach and lifting capacity to conduct repairs in a safe and precise manner. 18-1 Approval of Vehicle Replacement Purchase Order for One Heavy Duty Mobile Crane Truck from PB Loader Corporation November 14, 2023 Page 2 The current crane truck was purchased in 1984 and was scheduled for replacement in the year 2000. After a vehicle or equipment has reached its replacement year, City Council Policy F-9 states that it shall be inspected annually to determine its effectiveness. Due to low mileage and indoor storage, Unit No.5518 has remained in overall excellent condition and its replacement was deferred until now. In accordance with California Air Resources Board (CARB) Title 13 Fleet Rule to Reduce Diesel Particulate Matter, this diesel -powered truck is no longer compliant and must be retired. The new replacement crane truck will be similar in size and design to the current unit; however, the lifting capacity will be increased to facilitate the moving of oversize materials such as cement k-rail, large storage containers, and other equipment used in maintenance and construction projects. In addition, the new truck will be powered by a clean -burning (non -diesel) natural gas engine as required by CARB Title 13 . PB Loader of Fresno provided the quote utilizing the Sourcewell Cooperative purchasing agreement PB Loader Contract No. 080521-PBL (Attachment A) for the total cost of $632,848.81. Cooperative agreements are compliant with federal and state purchasing requirements and the Finance Department found the cooperative agreement and bidding process with Sourcewell meet the minimum requirements of the City of Newport Beach's administrative procedures. FISCAL IMPACT: The adopted budget includes sufficient funding for this replacement vehicle. The purchase will be expensed to the Rolling Equipment Account in the Public Works Department Equipment Fund, 7529032-911016. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
