Dear Members of the Newport Beach City Council, I am a resident of the Port Streets. I am writing to express my concerns about the proposed nighttime closures of public restrooms, which is on the agenda for this Tuesday's council meeting. I would like to bring to your attention a series of troubling incidents that have occurred in our public restrooms over the past year. In addition to the recent vandalism incident last week, where graffiti was extensively sprayed, we have also experienced several instances of fireworks being set off inside these facilities. The attached PDF contains images of the recent graffiti, providing a stark visual representation of the challenges we face. These incidents are not only destructive but also pose a significant safety risk to our community. The recurring nature of these events underscores the urgent need for effective measures to protect our public spaces. While I understand the rationale behind the proposal to close public restrooms at night, I have two primary concerns with the current plan: 1. Extended Implementation Timeline: The proposed phased rollout, which places the Port Streets area in Phase 4 with an implementation period of up to 24 months, seems excessively lengthy. Given the ongoing vandalism and misuse of these facilities, a more expedited approach is necessary to address the issue promptly. 2. Risk of Concentrated Vandalism: By closing restrooms in phases, we might inadvertently direct the problematic activities to the facilities that remain open, potentially escalating vandalism and safety concerns in those areas, including the Port Streets. This could intensify rather than mitigate the problem. I urge the council to reconsider both the timeline and strategy for implementing these closures. A simultaneous rollout or enhanced interim security measures might be more effective in preventing further incidents and ensuring the safety of our residents. We just became aware that the city plans to begin closing the public restrooms during the nighttime soon and it will be a rolling closing, starting with Newport Beach City Hall and Irvine Terrace Park one of the last to close. We believe that will mean many homeless or other potentially dangerous people hanging out in the Irvine Terrace park once they can't use the other public restrooms during the night. Please close all public restrooms at the same time - and close earlier in the evening than we have heard you are considering. It's seems that IOpm to 5am is reasonable. Alternatively, all public restrooms should stay open all day and night. Please don't create an environment that will encourage anyone living on the streets into Irvine Terrace to use a restroom! Hello I am resident of the Irvine terrace area. My family and I live in close proximity to the park. We use the park with out young children in a regular basis and are grateful to have such a nice park down the street from us. Unfortunately, the bathrooms there are a daily stop for homeless and vagrants. I often hear very loud profanities being yelled out of there and my children get scared every time we walk by there because of it. I know for a fact that those bathrooms are used at night by these homeless and vagrants to do all kinds of activities. It not only is a safety issue but a hygiene/health issue as I have personally seen used syringes and blood in those bathrooms. I know that closing those bathrooms every night from maybe 9-6 would greatly reduce the problems we see in those bathrooms and in the park in general. I I see the same homeless wandering our neighborhoods at the same times every early morning and I know they are spending a considerable amount of time in those bathrooms, even sleeping in them. I hope this information helps in creating a safe and healthy environment for our families and children in Newport Beach. My house was broken into prior to building the new home currently have and it actually happened twice. The person that broke into the house was living in the bushes in the park. He is no longer there but I'm sure has friends that know its a spot to stay in with out being seen. Dear Council Members, I am very concerned about the recent proposal regarding the closure of some public bathrooms while the Irvine Terrace Park public bathrooms will remain open. 1. This will have negative consequences on my neighborhood and those in the immediate vicinity, with the park bathrooms attracting people during hours of the night when our residents wish to feel safe and secure in their homes. 2. All public bathrooms should be closed in my opinion after a reasonable hour each evening. Our parks and community services are provided to a "public" that adheres to the guidelines set by society. As a person who lives, works, votes, and pays taxes in Newport Beach, I believe we need to do all we can to make sure our community continues to improve. The children were able to freely run in the playground and park areas and also use the bathrooms. However, for the last few years there has been a slow, but steady increase in the number of homeless people who are in the park and using the facilities. The homeless are unpredictable in their behavior which includes yelling, screaming, cursing, throwing garbage, and urinating against the wall of Irvine Terrace Park. These are the same people who use the public restroom facilities in the park. Given the presence and behavior of the homeless (and I have seen some homeless pass through the park, or simply sit at the park and enjoy the outdoors) I do not think it is in the best interest of the nearby residents to have the bathrooms open outside of park hours. The park closes at 10 PM and thus the bathrooms should also close at 10 PM. If this park bathroom is the only one available to the homeless it will quickly become a magnet for the homeless. Imagine being woken up at 2 in the morning with screeching obscenity laced diatribes? Or drunkards at all hours on boats stopping to use this restroom talking loudly... echoing off the bay? Loud enough to wake you from a sound sleep. All in the middle of a residential community? The homeless sleep on the bench, in the restrooms, cars, and on the beach. Often, in violation of the city's own noise ordinances, disturbing the peace, and public intoxication. Recently, residents that have called the police for disturbances were informed the police can't help. Well then ... who can? Are our rights valued less than that of the homeless? Our rights for peace and security.....? Please close this restroom when the beach closes at 10PM OR sooner (when you close the Marina Park Community Center one). If you need a restroom open 24 hours, it should be at the public dock area at Marina Park (you have several restrooms to choose from including the red/white lighthouse), all in the middle of a non-residential 9 acres, which does not affect residents of our community or any community, residents of Newport Beach that pay their taxes and are asking for your help. Enough is enough. We can provide a signed petition by all residents with this request if necessary. But it shouldn't be. Any level headed person can see that this simply is not right. There is NO valid reason to keep this restroom open past the closing of the beach. As a matter of fact, any issues (possibly violent) that may occur after hours may put the city in jeopardy. Dear City Council, My neighbors and I have been begging the city for decades for help with the homeless situation at the 19th St. Bay Beach which is in the middle of our RESIDENTIAL community. The reason they sleep and hang here is due to the city restroom for the beach. AGAIN ... in the middle of a residential community... many homes mere 30ft or so away. This does not have to be. The beach CLOSES at 10PM as all beaches in the city CLOSE at 10PM..... YET the city allows this facility to remain open 24/7???? Why? Back in the day the police use to stop in ... now the only time we see the police is when we are calling on scary mentally ill people. Not much help with that either. It's really a no brainer. Beach closes at 10PM.... restrooms close at 10PM. IF the city needs to have a facility open for whatever reasons -it should be in the middle of Marina Park ... 10.5 acres of public land ...no residents. There are dock facilities, a marina, park, and a sailing center all with restrooms, that boaters can avail themselves to use the facilities. An alternative is for the city to build a restroom at 15st. dock for boaters if that is their intent. This restroom should have never been rebuilt once demolished. There are ample facilities at the park. Below is a copy of our "collective" neighborhood request sent shortly before your last meeting yet went UNADDRESSED AT YOUR MEETING. We ALL URGE YOU to do the right thing -AND CLOSE THIS RESTROOM. Thank you in advance for your kind help. Unlike the Marina Park restrooms that are (we are told closed and locked at "dusk") in the middle of a 9 acre park, the restrooms at 19th and West Bay Ave are in the middle of a residential community with some homes a mere 35-40 feet away. This is a health and safety issue for the residents here. The proximity to OPEN 24 HOUR restrooms attract homeless, many with mental health issues and some known by law enforcement. I personally called on one woman who ended up having an outstanding warrant for her arrest. She was threatening to kill children. Imagine being woken up at 2 in the morning with screeching obscenity laced diatribes? Or drunkards at all hours on boats stopping to use this restroom talking loudly... echoing off the bay? Loud enough to wake you from a sound sleep. All in the middle of a residential community? The homeless sleep on the bench, in the restrooms, cars, and on the beach. Often, in violation of the city's own noise ordinances, disturbing the peace, and public intoxication. Recently, residents that have called the police for disturbances were informed the police can't help. Well then ... who can? Are our rights valued less than that of the homeless? Our rights for peace and security.....? Attached, please find pictures that I took while composing this email early in the morning, of one of many homeless sleeping on the beach (there all night) due to the proximity of the 24 HOUR restroom. Clearly you can see how this affects our community. This is a family beach. Please close this restroom when the beach closes at 10PM OR sooner (when you close the Marina Park Community Center one). If you need a restroom open 24 hours, it should be at the public dock area at Marina Park (you have several restrooms to choose from including the red/white lighthouse), all in the middle of a non-residential 9 acres, which does not affect residents of our community or any community, residents of Newport Beach that pay their taxes and are asking for your help. Enough is enough. I have had drunk/drugged out homeless people walk into our buildings or try. One fell asleep on the floor. The tourists staying there found him the next morning. I've found one sleeping in my courtyard (where the pictures were taken from). Is this okay with you ..... what if I were your sister, daughter, mother, or hmmm a resident? We can provide a signed petition by all residents with this request if necessary. But it shouldn't be. Any level headed person can see that this simply is not right. There is NO valid reason to keep this restroom open past the closing of the beach. As a matter of fact, any issues (possibly violent) that may occur after hours may put the city in jeopardy. ask again..Are our rights valued less than that of the homeless? A couple months ago, the police had to come out at 5:45am to remove 3 individuals who were gathered in the stairwell and were trying to get into the restroom. The pilates studio owner called me from inside her studio letting me know to wait to come in until this was resolved. As a result, the landlord is reconfiguring the restrooms and closing off the space between the stairwell and access to them to prevent loitering. This is an example of how availability of an attractive space can create a nuisance and unsafe environment for neighborhood residents and business owners. I do not want to see this become the norm, which given the location of the bus stop and church could very well be the case if the restrooms in the Eastbluff area were left open overnight for almost 2 years after other city restrooms are being closed. It's really too bad. The public restrooms at the parks have gotten a little scary at times and I no longer can send my kids to the restrooms without an adult.
