TITLE: Purchase and Outfitting of Police Patrol Vehicles
ABSTRACT:
The Police Department requests City Council approval of the purchase of five Dodge
Durango patrol vehicles in the amount of $281,094. The purchase would be made using
Sourcewell cooperative pricing from National Auto Fleet Group (NAFG). The Police
Department also requests a budget amendment appropriating $27,500 from the Police
Equipment Fund to increase the expenditure budget for outfitting the five patrol vehicles.
RECOMMENDATIONS:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
b) Approve the purchase of five Dodge Durango police patrol vehicles from the National
Auto Fleet Group of Watsonville using Sourcewell cooperative pricing, and authorize
the City Manager to execute a purchase order in the amount of $281,093.56; and
c) Approve Budget Amendment No. 24-038 appropriating $27,500 in increased
expenditures in Account No. 75304-911024 from the Police Equipment Fund (Fund
753) balance to cover the costs of outfitting new patrol vehicles.
DISCUSSION:
The Police Department operates 29 Ford Police Interceptor Utility SUVs (Explorers),
configured as standard black -and -white, unmarked and K9 vehicles. In accordance with
Council Policy F9, patrol vehicles are on a four-year/75,000-mile replacement cycle and
five vehicles are budgeted for replacement in the current fiscal year.
Due to ongoing procurement problems with Ford, the Police Department has selected the
Dodge Durango police package vehicle to replace the Ford Explorer as the standard
police vehicle. The Dodge vehicles can be purchased through NAFG, using Sourcewell
cooperative pricing, at approximately the same cost as the Ford vehicles.

FISCAL IMPACT:
The adopted budget includes sufficient funding for the purchase of five patrol vehicles.
Vehicle purchases will be expensed to the Police Equipment Rolling Stock account,
75304-911016.
The budget amendment appropriates $27,500 in increased expenditure appropriations
from the Police Equipment Fund (Fund 753) unappropriated fund balance for purchase
and installation of equipment in the requested patrol vehicles. Outfitting the five vehicles
is budgeted at $17,500 each, for a total of $87,500 in the current fiscal year. However,
component and materials costs have increased significantly, and contracted labor costs
increased $20 per hour after selection of a new vendor in an RFP process. Thus, the cost
to outfit a standard patrol vehicle has increased to $23,000 per vehicle, increasing the
total cost of outfitting the five vehicles from $87,500 to $115,000. The Budget Amendment
augments the current budget to cover the $27,500 increase in outfitting costs.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
