A purchase agreement was executed with Pierce Manufacturing, Inc. (Pierce) and the City was subsequently provided with a 2015 model year Pierce Arrow Velocity Aerial Ladder Truck with pump. Over time, the additional complexity and weight of the pump has required increased maintenance for the Public Works Department and caused excessive down -time and safety concerns for the Fire Department. To ensure that the truck can safely and effectively operate through the remainder of its service life (including its use as a reserve), staff obtained a proposal from Pierce to refurbish the truck and remove the pump. Staff is requesting sole source approval to issue a purchase order for the offsite modifications. RECOMMENDATIONS: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; b) Approve a sole source Purchase Order with Pierce Manufacturing, Inc. for the vehicle modifications of Truck 63 for a total cost of $378,205.41, and authorize the City's Finance Director to issue the Purchase Order; and c) Approve Budget Amendment No. 24-050 appropriating $378,205.41 in increased expenditures in Account 7529032-911020 from the General Fund balance. DISCUSSION: An apparatus that combines the aerial device and ground ladder capabilities of a fire truck with the water pump, water storage and fire hose capability of a fire engine is known as a "quint". Some agencies use them for operational flexibility, especially when they may not have the personnel or funding to staff both an engine company and a truck company. They are typically built on a non -tractor -drawn chassis, although tractor -drawn ladder trucks with pumps are in use. Modifications to 2015 Pierce Aerial Ladder Truck with Pump February 13, 2024 Page 2 The Fire Apparatus Committee, consisting of Fire and Public Works Department staff, and command staff originally recommended against the inclusion of a pump due to the increased weight, length, and complexity it would add to the vehicle. Ultimately the department decided to trial the truck and pump combination, and the RFP specification included the pump. Pierce was selected from the RFP, and a purchase agreement was executed with a purchase price of $1,148,221. A 2015 model Pierce ladder truck with pump was subsequently provided to the City. To date, the unit has seen a higher incidence of maintenance issues stemming from the weight of the vehicle. This includes increased axle wear and replacement, premature tire wear and failure, and suspension bolt failures. The rear axle was rebuilt at 30,000 miles, and a heavier duty support kit was subsequently added. The rear differential was also rebuilt prematurely. These issues in turn have caused excessive strain on the chassis. Issues related to the weight of the apparatus continue and pose a safety threat during operation. An axle, tire blowout, or a suspension failure, especially while in emergency use, could lead to accident or injury. Excessive down -time for the apparatus also limits the department's capabilities. Based on discussions with the Public Works Department concerning the safe use, operation and maintenance of the truck, staff recommend sending the unit back to the manufacturer to remove the pump and all related components. Additionally, Pierce will perform a complete refurbishment, including a new rear axle, body module, rear suspension, hydraulics, storage compartments, and fuel tank. Response data for the past eight years demonstrates that we have adequate pump capabilities and an additional pump with a water tank on the ladder truck is underutilized. Therefore, critical firefighting services would not decrease with the proposed modification. FISCAL IMPACT - The cost to remove the pump components and refurbish the truck is expected to reduce the amount of maintenance and staff time required to keep the unit operational. More importantly, the resultant refurbishment will provide for safe, reliable use. This unit is expected remain one of two frontline trucks in the city for another six years per City Council Policy F-9 before transitioning to a reserve unit for an additional 10 to 15 years. The pump removal and refurbishment are intended to ensure that the truck can be used effectively for the remainder of its service life. The Budget Amendment appropriates $378,205 in increased expenditure appropriations from Equipment Maintenance Internal Service Fund (Fund 752) reserves, which has approximately $10 million in unappropriated fund balance reserves. Funds will be expensed to the Public Works Department Equipment Renovation account 7529032- 911020. 11-2 Modifications to 2015 Pierce Aerial Ladder Truck with Pump February 13, 2024 Page 3 ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). The following paragraphs will describe in detail the apparatus additions and modifications proposed. QUALIFICATIONS PIERCE MANUFACTURING was incorporated in 1917. Since then we have been building bodies with one philosophy, "BUILD THE FINEST". Our skilled craftsmen take pride in their work, which is reflected, in the final product. We have been building fire apparatus since the early "forties" giving Pierce Manufacturing over 50 years of experience in the fire apparatus market. Our plant is located in Appleton, Wisconsin with over 474,000 total square feet of floor space situated on approximately 93 acres of land. A multi -million -dollar inventory of parts is available to keep your unit in service long after it has left the factory. The Pierce Refurbishment Center has achieved the very same reputation for fire apparatus repair and refurbishing. Located just 30 miles west of Appleton in Weyauwega, Wisconsin, the Pierce Refurbishment Center facility is dedicated exclusively to the refurbishing and repairs of all makes and models of fire apparatus and emergency vehicles. Pierce Manufacturing has produced fire apparatus for over 55 years and has been refurbishing apparatus for more than 35 years. The 40,000 square foot Refurbishment Center has 16 well-equipped bays staffed by 52 certified, highly skilled mechanics. Fabrication and refinishing is done at the main manufacturing facilities to assure our customers the same fine quality that new Pierce apparatus is famous for. ISO COMPLIANCE The manufacturer will operate a Quality Management System under the requirements of ISO 9001. These standards sponsored by the "International Organization for Standardization (ISO)" specify the quality systems that will be established by the manufacturer for design, manufacture, installation and service. A copy of the certificate of compliance will be included with the bid. SINGLE SOURCE MANUFACTURER Pierce Manufacturing is a single source apparatus manufacturer. The definition of single source is a manufacturer that designs and manufactures their products using an integrated approach, including the chassis, cab and body being fabricated and assembled on the bidders premises. The warranties relative to the chassis and body design (excluding component warranties such as engine, transmission, axles, pump, etc.) will be from a single source manufacturer and not split between manufacturer (i.e. body and chassis). WARRANTY A separate warranty page detailing the warranty coverage will be provided with the proposal. Page 2 of 8 11-6 SHIPPING PRECAUTIONS The following shipping precautions must be completed before transportation of the fire department's apparatus to Pierce Manufacturing for refurbishment or repair. Failure to complete the listed items below may result in additional costs to the fire department. 1. All water tanks, foam tanks, pumps, all inlets and discharge plumbing, all drains, and any other plumbing are to be completely drained prior to being driven or flat - bedded. 2. Strip down all loose equipment unless arranged with Pierce prior to shipping in order to make the repair process easier and to eliminate the potential for lost equipment while the unit is being refurbished or repaired. 3. All loose or potentially loose items should be taped or strapped to ensure they do not come loose during transit. INCOMING EMERGENCY PARKING BRAKE TEST The following inspection will be performed by a qualified Pierce technician to insure this apparatus is safe to drive and perform work on. Should any defects be found that are not already addressed in the proposed work, an itemized list of the defects, along with the costs to repair any additional items, will be provided to the fire department for review. INCOMING BATTERY LOAD TEST All truck starting system batteries and battery cables will be visually inspected for cracks, acid leaks, corrosion and overall condition. Along with the visual inspection a load test will be performed to verify the batteries cold cranking amps, voltage and shorted cells. Should any defects be found that are not already addressed in the proposed work, an itemized list of the defects, along with the costs to repair any additional items, will be provided to the fire department for review. INCOMING VEHICLE INSPECTION The following inspections will be performed by a qualified Pierce technician(s) before any work begins. Inspections are to verify working components before disassembly, and to determine the overall condition of the truck. • Incoming Electrical inspection • Incoming Chassis Inspection and Road test • Incoming Body Inspection • Incoming Aerial Inspection Should any defects be found that are not already addressed in the proposed work, an itemized list will be provided to the fire department for review Repair of any defects will be "open". pending approval and additional costs. No additional work will be performed without prior approval from the fire department. Page 3 of 8 11-7 FENDER ASSEMBLY, TRACTOR Remove and reinstall the treadplate tractor fender assembly. TANK, HYDRAULIC Remove and reinstall the Hydraulic tank reservoir. DRIVE LINES Install new drive lines. TRAILER, TILLER Tiller trailer will be disconnected/reconnected from the tractor for installation of the new body module and rear axle. NEW REAR SUSPENSION Rear suspension will be a Hendrickson FMX 312 EX, air ride with a ground rating of 31,000 lb. The suspension will have the following features: - Heavy-duty shock absorbers to protect air springs from overextension. - Heavy-duty torque rods and bushings - Premium, heavy-duty rubber bushings require no lubrication. - Integrated stabilizer design results in greater stability - Low spring rate air springs for excellent ride quality - Dual height control valves to maintain level vehicle from side to side. REAR AXLE The current rear tractor axle will be removed and replaced with a MeritorTM, Model RS- 30-185 that has the proper configuration allowing for air suspension, with a capacity of 31,000 lb. This axle is now used in current production of new Tillers. All new brake components will be included in the axle assembly. REAR TIRES The existing tires will be reused on the new rear axle. FUEL TANK The original fuel tank will not fit with the new axle configuration. A new fuel tank, straps and mounting brackets will be installed. BLISTER FOR FUEL TANK Fuel tank will protrude beyond tractor decking. Cut out panel and install treadplate blister. Page 4 of 8 11-8 REAR TIRES The existing tires will be reused on the new rear axle. 120 VOLT LIGHTING AT TIP The current FRC lights will be removed and replaced with the following: There will be Two (2) Whelen, Model PFP2AC, white 120-volt LED floodlight(s) installed in white Whelen, Model PBA206, bail bracket(s) located on the tip of the ladder, on the driver and passenger side mounted vertically and allowed to swivel. There will be a reinforcement plate provided for the base of the bail bracket to hold the light to the special mounting bracket. Light(s) will be switched at the light head and turntable. Match #36539 HI -VIZ LIGHT The current PFP2 light and bracket will be removed. The light bracket will be cut off and will be paint blended, an exact color match be not achieved do to fading. There will be a HiViz Model FT-B-80-ML-*, 2.56" high x 82.75" long x 3.31" deep 31,680 raw lumens 12-volt DC light provided on the front cab roof as far forward as practical. The light will include white scene LEDs, two (2) amber LEDs as clearance lights and three (3) amber LEDs as identification lights. The housing will be White. The clearance and identification LEDs will be activated with the headlight switch. The scene LEDs will be activated by current switching. The white LEDs may be load managed when the parking brake is applied. Delete the 2 outside forward -facing maker lights. Weld holes shut. Option #0774476 120 VOLT RECEPTACLE There will be One (1) 4-place receptacle box) with four (4) 15/20-amp 120-volt AC three (3) wire straight blade receptacles installed in the ceiling of D8 compartment centered from to rear and 24" from door. The NEMA configuration for the receptacles will be 5- 20R. The receptacle(s) will be powered from the [AC Power Source]. There will be a label installed near the receptacle(s) that state the following: Line Voltage Current Ratting (amps) Phase Frequency Page 5 of 8 11-9 ROLLUP DOORS ALL COMPARTMENTS The current compartment doors will be replaced with the same brand matching original. There will be 13 compartment doors installed on the side compartments. The doors will be double faced aluminum construction, painted one (1) color to match the lower portion of the body and manufactured by Gortite®. R1 compartment door will be satin finished. PUMPHOUSE REMOVAL The current pumphouse, pump will be removed from chassis. WATER TANK The current water tank will be removed and NOT reinstalled. TRACTOR RESERVOIR COMPARTMENT A compartment will be provided ahead of the tractor fifth wheel. The compartment on the left side will be approximately 45.00" wide x 37.75" high x 8.00" deep in the forward 10.63" of width, with the remainder of the compartment being 24.00" deep. The clear door opening will be of 41.50" wide x 29.75" high. The compartment on the right side will be approximately 45.00" wide x 36.75" high x 8.00" deep in the forward 10.63" of width, with the remainder of the compartment being 24.00" deep. The clear door opening will be 41.50" wide x 28.75" high. The floor of this compartment will be raised 1.00" to allow for proper clearance from exhaust components. The transverse section will be approximately 34.38" wide x 15.50" high. The compartment will be fabricated out of smooth aluminum painted job color. Bright aluminum treadplate will be provided on the top of the compartment. The compartment will be furnished with a double lap door on each side that has a D handle latch and positive door hold open device. Match#36539 COMPARTMENT LIGHTING There will be two (2) compartments with On Scene Solutions LED compartment light strips. The strips will be centered vertically along each side of the door framing. The compartments with these strip lights will be located all lap and roll up. Opening the compartment door will automatically turn the compartment lighting on. Page 6 of 8 11-10 TRACTOR REVISOR ELECTRICAL HARNESS An electrical body harness will be provided and installed in the new tractor revisor compartment. P1 COMPARTMENT MODIFICATION There will be a recessed blister area in the lower area of this compartment that is approximately 30.00" wide x 6.50" high x 5.00" deep. departure. Match# 36539 SLIDE -OUT FLOOR MOUNTED TRAY There will be one (1) floor mounted slide -out tray with 2.00" sides provided in P8 compartment. Tray will be rated for up to 5001b in the extended position. The tray will be constructed of a minimum .13" aluminum with welded corners. The finish will be painted, multi -spec gray. There will be two undermount-roller bearing type slides rated at 2501b each provided. The pair of slides will have a safety factor rating of 2. Automatic locks will be provided for both the "in" and "out" positions. The trip mechanism for the locks will be located at the front of the tray for ease of use with a gloved hand. Aluminum 4-way will be installed on the floor prior to installing the slide out tray TANK LEVEL GAUGE The Whelen tank gauge mounted on the driver side crew cab panel will be removed. The mounting holes will be welded shut. The driver side crew cab panel will be repainted from bottom of rain drip edge up to the paint break. UL STABILITY TEST A 3rd party UL stability test will be preformed after the new axle and body compartment is installed. GRAPHICS All the current graphics will be removed and replaced matching design and layout of 36539. Add truck number "62" to P 1, D 1 and R1 compartment doors. NOTE: shadowing may be present after graphics are removed due to the age and fading of the paint PAINT The following areas will be painted matching original job colors: Page 7 of 8 • Tractor revisor interior/exterior • D 1 and P 1 compartment interiors • Front brow of cab • Driver side crew cab panel WASH AND FUEL The truck will be washed and fueled in preparation for inspection/delivery. OPTIONAL PRICING If the city would desire that Pierce provide transportation for the apparatus to and from its facility, add $17,550.00 to the proposal price. This will include all required permits, fuel, and travel cost of the driver. INSPECTION TRIPS The proposal price includes travel and accommodations for five (5) personnel to travel to the Pierce facility for a final inspection of the apparatus upon completion.
