CITY OF NEWPORT BEACH
BUILDING 7
Dear Craig;
This letter is to present the results of the sound field testing on Big Canyon Villas Tract
12105, Building 7 (Units 401 and 403) to demonstrate compliance of the tract with the City
of Newport Beach's exterior and interior noise level conditions of approval. The noise
environment at the tract is affected by traffic noise from both MacArthur Boulevard and
Ford Road. The report presents the results of the noise measurements for buildings with
worst case sound exposure along MacArthur Boulevard. Specifically Buildings 2, 3, 4, 5,
6, and 7.
Based upon this analysis, Buildings 2, 3, 4, 5, 6, .and 7 of Tract IZ05 meet the City of
Newport's conditions of approval with respect to the exterior and interior noise levels.
Buildings along Ford Road (1, 8, 9 and 10) were analyzed during previous measurements
and summarized in a letter report dated January 16, 1989. Based upon the results from
these two studies, all of the buildings in Tract 12105 meet the City of Newport Beach
exterior and interior noise standards. The measurement results are presented in the
following paragraphs.
The City of Newport Beach uses the CNEL rating scale for noise standards. The CNEL
scale is a time -weighted annual average noise level based on the A -weighted decibel (dBA).
A -weighting is a frequency correction that correlates overall sound pressure levels with the
frequency response of the human ear. Time -weighted refers to the fact that noise that occurs
during certain sensitive time periods is penalized for occurring at these times. The evening
time period (7 p.m. to 10 p.m.) penalizes noises by 5 dBA, while nighttime (10 p.m. to 7
a.m.) noise sources are penalized by 10 dBA. These time periods and penalties were
selected to reflect people's sensitivity to noise as a function of activity. The City of Newport
Beach conditions of approval for this tract requires the residential homes not exceed 65
CNEL exterior noise level and 45 CNEL interior noise level.
The noise measurement survey utilized a Bruel & Kjaer 4427 and a Digital Acoustics 607P
automated digital noise data acquisition system. These instruments automatically calculate

the LEQ (Sound Equivalent Level) for any specific time period. LEQ is the foundation to
calculating CNEL noise level for the day. The instruments have the capability of operating
unattended and will automatically calculate the time and noise levels for individual events.
This can also print a continuous strip chart of the sound level. The Bruel & Kjaer
instrument was equipped with Briiel & Kjaer Model 4155 1/2 inch electret microphone and
Brilel & Kjaer Type 2639 preamplifier. The system was calibrated with a Bruel & Kjaer
4230 calibrator with calibration traceable to the National Bureau of Standards. The Digital
Acoustics instrument was equipped with General Radio microphone, preamplifier and
calibrator. Calibration for the calibrators are certified through the duration of the
measurements. These measurement systems satisfy the ANSI (American National Standards
Institute) Standards 1.4 for Type 1 precision noise measurement instrumentation. The
monitors were calibrated at the beginning of the measurements and at the completion of the
measurements.
The test involved 24-hour measurements of the exterior and interior noise levels. The
interior noise level measurements were conducted from February 8, 1988 (Wednesday) at 4
p.m. to February 9, 1988 at 4 p.m (Thursday). The exterior noise level measurements were
conducted from February 9, 1989 at 4 p.m. (Thursday) to February 9, 1989 at 4 p.m.
(Friday).
The interior measurements were conducted on Unit 401 of Building 7. This is the worst
case unit for all the buildings along MacArthur Boulevard. The unit is located adjacent to
MacArthur Boulevard. The monitor was located in the second floor of bedroom #2 which is
located directly adjacent MacArthur Boulevard. This room has direct line of site with the
roadway. The microphone was placed in the center of the room at an elevation of 5 feet.
The outdoor measurements were completed on the master bedroom balcony for Unit 403.
Unit 401 does not have any second story balconies. The second story balcony for Unit 403
is the worst case location for all units of Building 7. The monitor was located in the center
of the balcony at an elevation of 5 feet.
The 24-hour tests measured the LEQ noise level for each hour. LEQ is the sound level
corresponding to a steady-state sound level containing the same total energy as a
time -varying signal over a given sample period. LEQ is the "energy" average noise level and
can be viewed as the level of a continuous noise which has the same energy content as the
actual fluctuating noise level. These hourly LEQ levels can then be summed to determine
the CNEL level. A weighting factor for evening and nighttime noise levels is applied to
calculate the CNEL level.
The results of the measurements are shown in Table 1 for the interior and exterior noise
levels. These results show the hourly noise levels for the outdoor and interior measurement
and the weighting for the evening and nighttime hours. The results show that the outdoor
noise levels was measured to be 61.6 CNEL. The interior noise level was measured to be
44.7 CNEL. Note: Noise from construction activities also effect these results.
These results show that Buildings 2, 3, 4, 5, 6, and 7 of Tract 12105 meets the City of

Newpores conditions of approval with respect to the exterior and interior noise levels.
Based upon these results, and the results from the January 16, 1989 letter report, all
buildings in Big Canyon Villas Tractf2105 meet the sound requirements of the City of
Newport Beach.

This letter is to present the results of the sound field testing on Big Canyon Villas Tract
12105, Building 10 (Unit 715) to demonstrate compliance of the tract with the City of
Newport Beach's exterior and interior noise level conditions of approval. The noise
environment at the tract is affected by traffic noise from both MacArthur Boulevard and
Ford Road. The report presents the results of the noise measurements for buildings along
Ford Road. Specifically Buildings 1, 8, 9 and 10.
Based upon this analysis, Buildings 1, 8, 9 and 10 of Tract 12105 meet the City of
Newport's conditions of approval with respect to the exterior and interior noise levels.
Buildings along MacArthur Road (2, 3, 4, 5, 6, and 7) will require additional measurements
to demonstrate that the sound levels meet the City of Newport Beach noise standards. The
measurement results are presented in the following paragraphs.

hours of data. The remaining 5 hours would have to average 70 LEQ in order to exceed the
65 CNEL standard. This is 5 dB higher than any of the hours measured so far.)
These results show that Buildings 9 and 10 of Tract 12105 meets the City of Newport's
conditions of approval with respect to the exterior and interior noise levels.

SUBJECT: Park Dedication fees for Mouth of Big Canyon
In accordance with the Dedication and Park Credit Agreement entered into by
the Irvine Company and the City of Newport Beach, the Irvine Company shall
receive credit for the dedication of 5.0 acres.
Park credits have been allocated to Tract No. 10814 and Tract No. 12105.
All figures are based on the 1985 total cost per acre of $446,997.00 and the
1985 total cost per unit of $5,028.84. Park credits that have been

easterly side of the street to control silt originating from
Freeway Reservation East.
