RATIONALE: The subject site is not located between the sea and first public road nor within 300 feet of the inland extent of the beach. It is zoned for Two Family Residential use in the City's certified land use plan ("LUP"). The proposed development would not result in an intensification of use of the site. The proposed development provides 4 parking spaces, consistent with the Commission's regularly used standard of 2 spaces per < dwelling unit, whereas the existing duplex is deficient parking by 2 spaces. Public vertical access to the beach is available via the adjacent 37th Street street -end. Public recreation is available at both the 36th Street Park to the north across Balboa Boulevard and at the " public beach two blocks to the south. The proposed development would not result in significant adverse impacts to public access, public recreation, nor coastal resources, and is consistent with the LUP, past Commission actions in the area, and the Chapter 3 policies of the Costal Act.
