This deposit shall guarantee the proper cleanup and removal of debris from the site including public property, and shall guarantee that inspections are requested at the proper time, thereby providing the property protection to the health, safety and welfare of the citiiens of Newport Beach. Failure of the applicant to satisfactorily clean up the site by 12:00 midnight, November 7th, for pumpkin sales or by 12:00 midnight, December 31st for Christmas tree sales, shall cause the City of Newport Beach, or its agents or employees, to enter upon the site and remove the debris therefrom.- The cost of such removal shall be deducted from the cash deposit and summarily forfeited and paid over to the City, and the remainder, if any, returned to the person or persons depositing said cash upon finall approval of the cleanup by the Plannipg Director.
