If I may introduce myself, I am John Katangian, President/Owner of Key Disposal & Recycling. Key has been serving commercial customers in Newport Beach for the past 30 years. This letter is in reference to the March 26 Council agenda item concerning Key's license to operate in Newport Beach. I would like to take a minute of your time to discuss the three non- compliant items listed on staff's letter to Key dated March 13 and the City's consideration to terminate Key's franchise agreement. Key can demonstrate the four non -compliant items listed by the City are either being addressed or have been addressed: ITEM 1: Key generated educational material which was submitted to Waste Management, the account holder, for distribution to Bloomingdales. City staff's discussion with the store employee "Rebecca" is not factual. Key's information is that she is NOT the store manager, and in fact works in the cosmetics department. To my knowledge she is not on any contact list to receive Key's education materials, either from Key ❑r Waste Management. 52C2 Industry Ave • Pica Rivera, CA 90660 ■ Tel, 13233 721-54 9■ info@keydisposalrecycling.com KEY DISPOSAL & RECYCLING Key is not hired to collect cardboard waste, therefore this material is not included in our monthly reports, it is my understanding this material is separated by the store and collected by another company. As such no cardboard is placed in the compactor. Our on -site compactor is for mixed waste only and we do not collect separated recyclables at this location. ITEM 2: Waste inspection reports along with contamination reports are submitted with each collection date. Route review was submitted, no updates given as route to/from Sloomingdales does not change. A waste characterization report was prepared for 2023. ,'--See Attached. ITEM 3: Exhibit E was prepared and submitted to the City. Also this information contained in our monthly reports. 'See Attached. ITEM 5: Key insurance requirements were renewed with no lapse in coverage during 2023-2024. *See Attached. While Key admits mistakes were made, most of the Non - Compliant items have been or are being corrected. Key is not error free as all companies, municipalities and California strugglP with a changing landscape, such as State 1383 requirements. The on -site Load checks, route review and waste characterizations are the same for both service dates on -site load checks: Driver conducts walk through around the compactor and visibly looks for any material that should not be disposed of inside the compactor such as plastics, liquids, hazardous waste, e-waste or cardboard before he takes it to dispose. route reviews: Driver arrives to Bloomingdales , picks up compactor and then takes the haul/load to OC Waste & recycling in the County of Orange. Once emptied he returns it back to Bloomingdales. waste characterizations: The waste on the trash compactor consists of broken hangers and restrooms waste/trash. 6/24 - 6.15 -- Average weight for compactor 10/14 - 12.31- Po# had incorrect pricing and broker had to revise and resubmit.
