Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Tom Sandefur, Assistant City Engineer - 949-644-3321, tandefur@newportbeachca.gov TITLE: Central Library Elevator Modernization Project — Award of Contract No. 8939-1 (24F02) ABSTRACT: The City of Newport Beach received construction bids for the Central Library Elevator Modernization project and staff is seeking City Council approval to award the construction contract to Armstrong Cal Builders, Inc. of Irvine. The project includes new elevator cab interiors, updating power to the elevators to meet the latest building and fire code requirements, installing new fire alarm devices, installing a new fire alarm control panel, and modernizing the two Central Library elevators to meet current code requirements. RECOMMENDATIONS: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(d), Class 1 (restoration or rehabilitation of deteriorated facilities involving negligible or no expansion of existing use) of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment; b) Approve the project plans and specifications; c) Award Contract No. 8939-1 to Armstrong Cal Builders, Inc. for the total bid price of $1,023,500 for the Central Library Elevator Modernization project, and authorize the Mayor and City Clerk to execute the contract; and d) Establish a contingency of $155,000 (approximately 15% of total bid) to cover the cost of unforeseen work not included in the original contract. DISCUSSION: As part of the annual Facilities Maintenance Master Plan (FMMP) program, staff identified the need for both the Central Library elevators to be modernized to meet the latest building and fire codes. Both elevators are original to the building, which was built in the early 1990s, and are nearing 35 years of age. 9-1 Central Library Elevator Modernization Project — Award of Contract No 8939-1 (24F02) April 23, 2024 Page 2 The elevators and their associated equipment are at the end of their expected service life. Additionally, the relevant codes have changed in relation to the fire safety and power requirements for elevators. This project will bring the elevators into compliance with the latest codes, add additional fire alarm devices, install a new fire alarm control panel to replace an outdated model that is no longer being supported by the servicer, and replace the elevator interiors to improve aesthetics and meet updated Americans with Disabilities Act requirements. At 2 p.m. on March 14, 2024, the City Clerk opened and read the following bids for this project: BIDDER TOTAL BID AMOUNT Low Armstrong Cal Builders, Inc. $1,023,500.00 2nd Norse Corp. $1,114,058.00 The City received two bids for this project. The low bidder, Armstrong Cal Builders Inc., submitted a bid that is 36% higher than the engineer's estimate of $750,000. A review of the bids showed the bid pricing to be consistent for the two bids received, but considerably higher than the estimate. Staff believes that the size and complexity of the project combined with a limited number of qualified contractors contributed to the higher bid pricing. A mandatory pre -bid job walk was held at the Central Library to familiarize the contractors with the scope of work. Seven prospective bidders attended the pre -bid job walk. Armstrong Cal Builders, Inc. and their subcontractors possess the appropriate California State Contractor's Licenses for the work. Reference checks conducted by staff indicate that Armstrong Cal Builders, Inc. has satisfactorily completed similar projects for other local agencies. Pursuant to the contract specifications, the contractor will have 180 consecutive working days to complete the work. Work is scheduled to start in summer 2024. The project plans and specifications will be available for review at the April 23, 2024 City Council meeting or upon request. FISCAL IMPACT: The adopted budget includes sufficient funding for this contract. It will be expensed to the FMMP (General Funds) account in the Public Works Department, 57101-980000-24F02. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(d), Class 1 (restoration or rehabilitation of deteriorated facilities involving negligible or no expansion of existing use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because this project has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
