TITLE: Concrete Replacement Program FY 2023-24 (Project No. 24R06) —
Notice of Completion for Contract No. 9378-1
On September 26, 2023, the City Council awarded Contract No. 9378-1 for the Concrete
Replacement Program Fiscal Year 2023-24 project to Grigolla & Sons Construction
Company, Inc. of San Dimas. The project replaced deteriorated concrete sidewalks,
driveways, curbs and gutters, and access ramps in the Mariners and Dover Shores
neighborhoods. The work is now complete and staff requests City Council acceptance
and close out of the contract.
RECOMMENDATIONS:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of
Civil Code; and
c) Release Faithful Performance Bond one year after acceptance by the City Council.

This project included replacing deteriorated concrete sidewalks, driveways, curbs and
gutters, and access ramps in the Mariners and Drover Shores neighborhoods. Final
concrete pavement restoration work related to the Balboa Boulevard Utility
Undergrounding project (UUD-22 Phase 2) was included with this contract.
The work has been completed to the satisfaction of the Public Works Department.
A summary of the construction cost is as follows:

The final total contract amount was $1,189,244, which was approximately 20.2% higher
than the original bid amount. This cost increase was primarily due to additional concrete
work needed on the Balboa Boulevard Utility Undergrounding project, which was paid for
by the utility companies involved. Staff also added some concrete replacement work to
improve the condition of the public walkways within the Mariners and Dover Shores
neighborhoods.

The contractor was able to complete all the proposed improvements, including the change
order work, ahead of schedule despite multiple rain events throughout winter and spring.
FISCAL IMPACT:
The Concrete Replacement Program FY 2023-24 was included within the FY 2023-24
Capital Improvement Program Budget. Funds for the construction contract were
expended from the following accounts:

The Water Capital Fund is generated from water rate charges and was used to replace
water valve boxes and meter boxes for the Balboa Boulevard Utility Undergrounding
work.

ENVIRONMENTAL REVIEW:
On September 26, 2023, the City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301(c), Class 1 (maintenance
of existing public facilities involving negligible or no expansion of use) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
