Now, drop offs and pick ups operate smoothly with fewer students in the streets. Also, the new bike lane buffers along portions of Cliff Drive have bolstered safety for cyclists. I am requesting two additional improvements to further advance student safety in Cliff Drive and Irvine Avenue bike lanes. The residents copied on this email support these requests: 1. Add Missing Bike Lane Buffers On All Segments Of Cliff Drive Between Kings Place And Riverside Drive. The picture below shows an example of a critical missing bike lane buffer on Cliff Drive. Unfortunately, this raised brick median at Ensign's main entrance leaves no room for a bike lane buffer. As a result, student safety is compromised because larger vehicles cannot provide 3 feet of separation from bicycles as required by CA law. Cliff Drive medians should be removed or modified to make room for continuous bike lane buffers. 2. Enforce Parking Restrictions on Irvine Avenue To Clear The Bike Lane For Student Cyclists. The picture below shows an Ensign cyclist at 8AM on Irvine Ave just south of 15th St. Illegal parking blocked the bike lane which forced the cyclist to merge into the vehicle lane, which is While most residents comply with parking restrictions, typically several vehicles block the bike lanes during restricted times. I recommend the city enforce the parking restrictions on Irvine Ave to make this critical bike route safe for student cyclists. In addition, the parking restrictions should be consistent on all segments of Irvine Ave. For example, restricted parking ends at 8AM between 15th and 16th Streets but it should end at 9:00AM just like the segment between 15th and Cliff Drive. Ensign's bell rings at 8:15AM. Safe bicycle lanes on Cliff Drive and Irvine Avenue are vital to student safety. Let's continue working together to make cost effective improvements where we can. I have reviewed your request below along with a few follow up emails from Jimmy. Item 1. The bike lanes and recent buffers were designed to coexisting with the raised median islands. To my knowledge, the raised medians were installed to provide traffic calming at the request of the community. Therefore, it is necessary to review the history of the median islands prior to considering removal or modification. Traffic Engineering staff will review this item further and respond with our findings. Item 2. I've contacted the NBPD Parking Control Division regarding vehicles parking in the bike lanes during the restricted hours. They intend to review the situation and respond appropriately. You may contact the NBPD non -emergency line at 949-644-3717 if you wish to discuss parking enforcement with them. Traffic Engineering staff will review the parking restriction hours with the consideration of making them consistent. As discussed with Jimmy, staff will also review the sign locations to ensure they are placed properly to inform motorists and support enforcement. Please note, we are currently working on other priority projects throughout the City. We strive to respond quickly, but this request will be balanced with our heavy workload. With this in mind, I expect a follow-up may be a few weeks out.
