This letter is to address the plan check comments provided by the city of Newport Beach for the Island Hotel project, rev 1. 1 have re -stated the city�s comments below and have provided a line item response to each of their requirements. Refer to responses below. 1. Obtain plan review approval from the following: a. Engineer of Records Submission has been reviewed by the Structural Engineer of Record (SEOR) and stamped with review stamp. 2. Final drawings which will be approved for permit issuance shall be signed by the respective design professionals. Submission to the city has been stamped by the Component Engineer of Record (CEOR) and reviewed by the Structural Engineer of Record (SEOR). 3. Please provide plans with archive -able quality, min 24 x 36 sheets Submitted plans to the city will be in a larger sheet size as required. 4. Please review the calculations to include strength level forces derived from service loads based on ASCE 7 load combinations. Calculations developed by the SEOR, which include the strength level forces, are attached. 5. Note: the application of FYFE pursuant to report ESR 2103 is limited to gravity loads. Please revisit section 4.1.6.1 of the ESR report. Please provide alternate approach for reinforcing concrete beam. Section 4.1.6.1 indicates that the composite systems can be applied to beams to enhance their ductility and their flexural and shear strengths. This section does not specify any limits to gravity applications only for beams. The second part of this section, however, indicates that the strengthening for slabs will be limited to gravity loads only. 6. Please provide copies of FYFE co. quality control documentations as per section 5.2 See attached quality control manual. 7. Provide and inspection program per section 4.3 of the report. Refer to AC 178 for inspection procedures and attached Quality control Manual. 8. Provide installation procedures to include sequence and instructions for installation. Fyfe Co. Provide on plans the concrete strength of existing beam based on existing documents. must be greater than 2500 psi at 28 days). Calculations developed by the SEOR, which include concrete compressive strength, are attached. 10, The nominal shear strength of the member shall be in compliance with section 11.3 of the Guide for Design and Construction of Externally Bonded FRP systems as published by American Concrete Institute. Calculations developed by the SEOR, which include the nominal shear strength of the member, are attached. 11. The Limits of reinforcement shall be in compliance with sectioin11.4.3 of the documents noted above. The limits set forth in ACI 440.2R-08 are not applicable to this retrofit. They do not account for the higher shear strength capacity provided by the concrete, since the beam to be strengthened is a post -tension beam. Also, based on the analysis provided by the SEOR, see attached, the nominal shear capacity of the existing beam is adequate without any FRP. The FRP is to be added as form of added conservatism to the overall beam's capacity only. If you have any questions or require additional clarification please feel free to contact me.
