This state-of-the-art system from Ti Training will allow for realistic scenario -based training in de-escalation, crisis intervention and use of force. The system includes two modules: a virtual simulator incorporating live - fire scenarios to be installed in the police training range and a three -panel LED simulator to be installed in a separate training room. The procurement for this purchase would be made using Sourcewell cooperative contract #011822-ADS in the amount of $181,293.75. RECOMMENDATIONS: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Approve the purchase of Ti Training RECON 3 LED and V23 virtual use -of -force simulators from ADS, Inc. of Virginia Beach, Virginia using Sourcewell cooperative pricing, and authorize the City Manager to execute a purchase order in the amount of $181,293.75. DISCUSSION: Realistic, scenario -based training is an essential tool needed to prepare Police Department employees for volatile situations they will encounter while performing their duties. Training in de-escalation, crisis intervention, and appropriate use of force (including less lethal options) helps to reduce injuries to members of the public and employees and helps to reduce liability to the City of Newport Beach. Virtual training environments are a cost-effective and efficient means of training employees with programmable, repeatable scenarios that do not require multiple role-players or large training environments. Immersive, life -like scenario training has been shown to improve decision -making; reduce accidents, errors, and liability; and prepare participants for the stresses of handling difficult situations. 12-1 Purchase of Virtual Use -of -Force Training System June 11, 2024 Page 2 The RECON 3 LED module from Ti Training is a large, three -panel system that displays pre-programmed training scenarios that react to participants' actions. Participants interact with the system using communications skills and de-escalation techniques and, should force become necessary, they can interact directly using infrared laser -equipped versions of firearms, Tasers, less lethal weapons, pepper spray, and impact weapons. Scenarios can be adjusted by trainers as needed during the live training session to provide the most realistic scenario possible. The V23 is an immersive, virtual training module designed for live -fire training scenarios in the Police Department's firing range. It is a projector screen system that is programmable and interactive but incorporates live fire using employees' assigned duty firearms. The V23 allows employees to build proficiency with the firearms they carry on a day-to-day basis while participating in interactive scenarios. The purchase of the Ti Training system includes 20 hours of on -site training for instructors, over 9,000 training scenarios, and updates with new training scenarios every six months. FISCAL IMPACT: The Asset Forfeiture Fund includes sufficient funding for this purchase. It will be expensed to the Federal Treasury Fund Balance account in the Police Department Asset Forfeiture Fund, 1050061-861003. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
