The vehicle would be used by the department's Mounted Enforcement Unit (MEU) for logistics and the transportation of MEU horses. This donated vehicle will be added to the current Police Department fleet. RECOMMENDATIONS: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Accept the donation of a 2024 GMC 3500 pickup truck, valued at $75,980, for use by the Newport Beach Police Department's Mounted Enforcement Unit. DISCUSSION: The NBPD's MEU is currently in need of a vehicle for logistical purposes. There are currently two, City of Newport Beach -owned gooseneck horse trailers assigned to the MEU. The trailers were towed by a City -owned 2008 Chevy Silverado 2500 pickup truck, but the vehicle was recently removed from the fleet due to age and high maintenance costs. The MEU is currently borrowing another Police Department vehicle to tow the trailers on an as -needed basis. This impacts the department's Support Services Division's day-to-day operations. A new tow vehicle is needed for trailering the horses for training, patrol deployments, and public relations events. NBPD personnel have been in contact with a community member who learned that the MEU was in need of a new vehicle to support its operations. This community member has previously donated to numerous programs and events associated with the Police Department and the Newport Beach Police Department Foundation. 13-1 Vehicle Donation for Newport Beach Police Department Mounted Enforcement Unit June 11, 2024 Page 2 The cost of the vehicle being donated is estimated at $75,980. This vehicle would primarily be used for transporting trailers and horses, however it could also be utilized for other departmental needs when necessary. FISCAL IMPACT: The adopted budget includes sufficient funding for the fuel and maintenance of the donated vehicle. It will be expensed to the Automotive Service and Auto Parts accounts in the Police Department, 01035356-851007 and 01035356-841011 respectively. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
