HomeMy WebLinkAbout2024-40 - Authorizing Application for Grant Funding from the Orange County Enhanced Mobility for Seniors and Individuals with Disabilities ProgramRESOLUTION NO. 2024-40 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH, CALIFORNIA, AUTHORIZING APPLICATION FOR GRANT FUNDING FROM THE ORANGE COUNTY ENHANCED MOBILITY FOR SENIORS AND INDIVIDUALS WITH DISABILITIES PROGRAM WHEREAS, the Orange County Transportation Authority, through its Enhanced Mobility for Seniors and Individuals with Disabilities ("EMSD") program, provides grant funding to nonprofit organizations and qualifying public agencies of up to $1,500,000 per applicant for projects to meet the transportation needs of seniors and individuals with disabilities; WHEREAS, the EMSD program requires local agencies to provide a 10% local match for capital, which includes the purchase and lease of vehicles and equipment, small capital purchases, and operating expenses for mobility management, and additionally, a 20% local match for operating assistance expenses; WHEREAS, the City of Newport Beach ("City"), through its Recreation and Senior Services Department, maintains a transportation program for seniors to travel from their residences to places such as medical appointments, shopping, essential errands, and the OASIS Senior Center; WHEREAS, there is an on -going need in the City for transportation services for seniors, and additional funding will aid existing efforts by facilitating the enhancement of these services, WHEREAS, a notice of public hearing was published on May 4, 2024, in the Daily Pilot, a newspaper of general circulation, providing the date, time, location and notice that a public hearing would be held on June 11, 2024, regarding authorization to submit an application for grant funding under the EMSD program; WHEREAS, a public hearing was held by the City Council on June 11, 2024, at which time all interested parties were invited to speak on the subject; and WHEREAS, the City desires to apply for the EMSD program grant funding in order to aid existing efforts by facilitating the enhancement of the City's senior transportation services. Resolution No. 2024-40 Page 2 of 3 NOW, THEREFORE, the City Council of the City of Newport Beach resolves as follows: Section 1: The City Council does hereby authorize the Director of Recreation and Senior Services, or designee, to apply for grant funding from the EMSD program. Section 2: The City Council hereby commits to providing a 10% local match for capital, which may include the purchase and lease of vehicles and equipment, small capital purchases, and operating expenses for mobility management, and additionally, a 20% local match for operating assistance expenses. Section 3: The recitals provided in this resolution are true and correct and are incorporated into the operative part of this resolution. Section 4: If any section, subsection, sentence, clause or phrase of this resolution is, for any reason, held to be invalid or unconstitutional, such decision shall not affect the validity or constitutionality of the remaining portions of this resolution. The City Council hereby declares that it would have passed this resolution, and each section, subsection, sentence, clause or phrase hereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be declared invalid or unconstitutional. Section 5: The City Council finds the adoption of this resolution is not subject to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. Resolution No. 2024-40 Page 3of3 Section 6: This resolution shall take effect immediately upon its adoption by the City Council, and the City Clerk shall certify the vote adopting the resolution.
