The City Arts Commission meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires
that the City Arts Commission agenda be posted at least seventy-two (72) hours in advance of each regular meeting and
that the public be allowed to comment on agenda items before the Commission and items not on the agenda but are
within the subject matter jurisdiction of the City Arts Commission. The Chair may limit public comments to a reasonable
amount of time, generally three (3) minutes per person.
The public can submit questions and comments in writing for the City Arts Commission to consider. Please send them
by email to the Library Services Department at ArtsCommission@newportbeachca.gov by Wednesday, June 12, 2024, at
4:00 p.m. to give the City Arts Commissioners time to consider your comments. All emails will be made part of the
record.

A.Approval of Minutes of the April 11, 2024, City Arts Commission Meeting
2.Draft of 4/11/24 Minutes
Chair Flanagan requested edits, changes, or deletions of the minutes and hearing none, opened the item for public comments. There were none.
Motion made by Vice Chair Leonard Simon, seconded by Secretary Barbara George, and carried 5-0-0-2 (with Commissioners Blom and Kandel absent) to approve the minutes of 4/11/24 as written.
B.Consent Calendar Items
3.Financial ReportReview of financial information.
Library Services Manager Rebecca Lightfoot reported more movement is expected once the Art Exhibition is underway. One of the awarded cultural arts grants had not yet been processed when the packet was created, it went through a couple days ago and will be reflected in the June meeting financial report.
Chair Flanagan opened the item for public comment and there were none.
Vice Chair Simon noted there were no entries for the Sculpture Exhibition on the
financials. Library Services Manager Lightfoot thanked Vice Chair Simon for pointing it out and stated it would be corrected for the June meeting.

4.Cultural Arts ActivitiesMonthly review of cultural arts activities from the Library Administrative Office forupcoming Library and City arts events and services.
Library Services Manager Lightfoot reported Laura Green’s paintings are on display in the Library Gallery on the first floor for the remainder of May. Early in June Dorothy Grettenberg Handy’s needlepoint display will replace the current installation. The Student Art Exhibition will remain on display through May 17. The next City Arts Commission Monthly Meeting will take place on June 13. The call for entries for the Newport Beach Art Exhibition will end on May 10, which will be a combined event with the Sculptural Exhibition
in Civic Center Phase IX on June 29. Library Services Manager Lightfoot also mentioned that the Summer Concerts on the Civic Green series begins in July.
Chair Flanagan opened the floor to public comments, there were none.
Motion made by Secretary Barbara George, seconded by Vice Chair Leonard Simon, and
carried 5-0-0-2 (with Commissioners Blom and Kandel absent) to accept the Consent Calendar.

5.Early De-installation of Craig Gray’s A Novel Idea and Marguerite Elliot’s WhereHave All the Birds Gone?Staff recommends that the City Arts Commission approve the early removal of CraigGray’s sculpture, A Novel Idea, and Marguerite Elliot’s sculpture, Where Have All theBirds Gone? from Civic Center Park
Library Services Manager Lightfoot reported Art Orange County (ArtsOC) is requesting
the early removal of A Novel Idea and Where Have All the Birds Gone? Where Have All
the Birds Gone? will be relocated per the artist’s request for early deinstallation. A Novel Idea will be relocated per the Commission’s approval in a later Agenda item. Deinstallation
will only be ten days early, staff felt that was not an unreasonable request.
Chair Flanagan opened the item for Public Comment but there were none.
Motion made by Vice Chair Leonard Simon, seconded by Secretary Barbara George, and carried 5-0-0-2 (with Commissioners Blom and Kandel absent) to approve the early
removal of Craig Gray’s sculpture, A Novel Idea, and Marguerite Elliot’s sculpture, Where
Have All the Birds Gone? from Civic Center Park.
6.Site Placement of Craig Gray’s A Novel IdeaThe Art in Public Places Ad Hoc Subcommittee recommends that the City Arts Commission review and approve their recommendation for the site placement of Craig Gray’s A Novel Idea.

Page 4 Library Services Manager Rebecca Lightfoot reported that the Arts in Public Places Ad Hoc Subcommittee recommended that the donated artwork A Novel Idea be located at the new Balboa branch library. The piece will be stored in the Public Works department until the construction is completed.
Chair Flanagan opened the item to Public Comment.
Nancy Gardner, Newport Beach resident, thanked everyone and expressed enthusiasm
for the piece being permanently placed at the new Balboa branch library.
Motion made by Vice Chair Leonard Simon, seconded by Commissioner Wayan
Kaufman, and carried 5-0-0-2 (with Commissioners Blom and Kandel absent) to approve the Ad Hoc Subcommittee’s recommendation for the placement of A Novel Idea at the new Balboa Branch library upon completion of the rebuild.
7.Acquisition of Art to the City of Newport Beach
The Art in Public Places Ad Hoc Subcommittee recommends that the City ArtsCommission review and approve their recommendation to not accept an applicationfor the purchase of art for The Archeology of the Everyday by Tyler Burton.
Library Services Manager Lightfoot reported the Ad Hoc Subcommittee met and recommended that the City not accept the application for the purchase of The Archeology
of the Everyday due to lack of funding. The asking price was $20,000 for the sculpture.
Chair Flanagan opened the item to Public Comment, seeing none she called for a motion.
Motion made by Secretary Barbara George, seconded by Commissioner Marie Little, and carried 5-0-0-2 (with Commissioners Blom and Kandel absent) to approve not accepting an application for the purchase of art for The Archeology of the Everyday by Tyler Burton.
8.Approval of 2024 Newport Beach Student Art Exhibition WinnerThe Newport Beach Student Art Exhibition Ad Hoc Subcommittee recommends thatthe City Arts Commission approve their recommendation for the 2nd place winner of
the 2024 Newport Beach Student Art Exhibition for the 4th grade through 7th gradecategory.
Library Services Manager Lightfoot reported that staff and the Ad Hoc
Subcommittee recommended the CAC approve the 2nd place winner of the 2024
Newport Beach Student Art Exhibition for the 4th - 7th grade category. At the last
meeting two second place winners were inadvertently chosen from the pre-K - 3rd
grade category, which resulted in a tie. No award for the second-place winner from the
4th -7th grade category was chosen. There will be an additional $50 dollar gift card
purchased as an award. Staff and the Ad Hoc Subcommittee recommend the second-
place winner be Quinn Kelley for the painting Winter Bird.
Chair Flanagan opened the item for public comment.
Motion made by Commissioner Marie Little, seconded by Vice Chair Leonard Simon, and
carried 5-0-0-2 (with Commissioners Blom and Kandel absent) to approve Quinn Kelley

Page 5 as the 2nd place winner of the 2024 Newport Beach Student Art Exhibition for the 4th grade through 7th grade category for the painting Winter Bird.
9. Sculpture Exhibition Photography Contest Ad Hoc Subcommittee Library Services Manager Lightfoot reported that the purpose of the subcommittee will be to review and edit the previous entry guidelines and recommend winning entries after the contest deadline closes. Chair Flanagan appointed herself and Secretary George to the Sculpture Exhibition Photography Contest Ad Hoc Subcommittee. A third Commissioner will be chosen at a future date. B. Monthly Reports 10. Newport Beach Art Exhibition Ad Hoc Subcommittee Chair Flanagan, Vice Chair Simon, Commissioner Little
Chair Flanagan reported that the Commissioners have been reaching out to artists via phone calls and emails.
Commissioner Little inquired how many entries had been received to date.
Cultural Arts Assistant Camille Escareal-Garcia responded that 111 pieces had been accepted from 64 artists, with about 83 pending pieces that still needed to be approved from 49 artists, bringing the total to 194 pieces from 113 artists. The call for entries will end on Friday, which leaves time for more entries. Vice Chair Simon inquired how many pieces were approved in 2023. There were approximately 260 pieces from 148 artists in 2023. Vice Chair Simon added that the quality of work being submitted is spectacular, it will be an interesting exhibit. Some of the submissions are within the range of acceptable size, however still quite large. Commissioner Little added that there are many new artists this year.

11. Newport Beach Arts Foundation Liaison
Chair Flanagan reported she attended the last couple of meetings; however, they have been cancelled due to a lack of having a quorum. There was a meeting last night, however she had not received the notification in time. They have been focused on their fall event: Art in the Park. Chair Flanagan opened the item to Public Comment, seeing none she filed and received the report. IX. Page 6 Chair Flanagan requested the young woman from UCI who came up with the Poet Laureate program be placed on the June Agenda to present her idea.
Commissioner Little requested the Art in Public Places Ad Hoc Subcommittee be added to the June Agenda for an application of the donation from the Newport Beach Sister City Association.
X.PUBLIC COMMENTS ON NON-AGENDA ITEMS
Laura Curran, Newport Beach resident, thanked the Commission for supporting the Civic
Center Park Docent tour and reported that Sherman Gardens trained twenty Docents last
fall and did their first public tour on March 11. Seventeen guests attended. On May 4
Orange County Garden Tour provided the California Native Plant Garden tour of which
500 people attended. The Civic Center was one of the locations. Last year the tour was
free, next year attendance will cost $40 dollars. The goal is to work towards having a
monthly tour. They have plans to work with the City’s IT specialists to add to the City’s GIS
(Geographic Information Systems) mobile app the location of parks in Newport Beach that
are home to native plants.
Jim Mosher, Newport Beach resident, provided an update about the General Plan which
includes elements for Arts and Culture and Historical Resources, which falls under the
CAC purview. Mr. Mosher suggested the CAC reach out to Nancy Gardner, who runs the
Steering Committee for the General Plan. The reports are posted on the City’s website
and the link can be found on the General Plan Update website page. There is a Steering
Committee meeting upcoming on May 15, and the review of the Arts and Culture and
Historical Resources elements on that Agenda.
Chair Flanagan inquired if videos are available for the General Plan meetings. Mr. Mosher
responded that the City has a YouTube channel that posts the meetings. The meetings
can be joined live via zoom.

The next meeting for the City Art Commission is scheduled for Thursday June 13, 2024,
in the City Council Chambers.

CENTRAL LIBRARY GALLERY EXHIBITS
As a mother and artist, Laura Green paints fleeting
moments in an impressionistic and colorful way. Green
received a BA in Fine Arts from UC Santa Cruz in 1998,
but took a 25-year break from art-making to travel and
teach. Her first adventure was with four friends cycling
across the country from Seattle to Boston. She continued
to cycle in Europe, Bolivia and New Zealand. Eventually,
she earned a MA in TESOL. She currently uses her
teaching and traveling experience to homeschool her
four children.
During the pandemic, classes went online, and Green
was able to relaunch her art practice. She completed a certificate in Art and The Creative Process at UCSD
Extension in 2022, and a post-baccalaureate in Studio Arts from UC Berkeley Extension in 2023. She
attended SVA’s online residency program in March of 2024. Green’s paintings of local birds have been for
sale in the Tijuana River Estuary visitor center in Imperial Beach since March 2023. She has won numerous
awards in juried group shows and exhibits regularly with local artist groups. Green’s solo exhibit “Protect,
Preserve and Remember” has been displayed at libraries and community centers in 2023 and 2024.
Laura Green’s exhibit was on display at the Central Library until May 31.

PUBLIC ART MAINTENANCE
On May 21, staff scheduled an annual cleaning of three City Art public sculptures: Marine 1/1, Sunset
Years, and Ronald Reagan. The vendor, Gerard Basil Studios, provided routine annual maintenance that
catered to each sculpture’s needs.
For Sunset Years, excess sand and debris was removed from the surface of the sculpture before the
sculpture was thoroughly washed with a mild soap. Once worn patina was repaired where needed, they
finished off with a buff and wax of the sculpture.
For Marine 1/1, dirt, grime, and cobwebs were removed from the sculpture, as well as painted graffiti on
the face and stone surface of the sculpture. Afterwards, the granite sections of the sculpture and surface
scratches were polished.
Lastly, dirt, grime, and cobwebs were removed from the Ronald Reagan sculpture. The heel of the statue
was touched up with paint before the sculpture was rinsed with distilled water and waxed with outdoor
sculpture wax and the granite base was polished.

RECOMMENDATION:
The Sculpture Exhibition Ad Hoc Subcommittee recommends that the City Arts Commission approve
proposals to present to City Council for future phases of the Sculpture Exhibition in Civic Center Park.
DISCUSSION:
The Sculpture Exhibition in Civic Center Park is an integral feature of the Newport Beach Civic Center. Civic
Center Park was designed by renowned landscape architectural firm Peter Walker and Partners (PWP).
PWP developed a master plan for art in the park and identified various spots in the park where art,
particularly sculpture, may be exhibited.
The City Arts Commission determined that a rotating exhibition was an optimal approach to utilize the
PWP design and to bring sculpture to the City in a cost-efficient manner. In August 2013, the Newport
Beach City Council authorized the City Arts Commission to implement an inaugural rotating sculpture in
Civic Center Park.
The acquisition program that the City Arts Commission developed for the exhibition created a model in
which pieces are loaned for a 2-year period. Sculptors of works chosen for the exhibition are provided
with a small honorarium to loan their work to the City. The City is responsible for installing the art, while
sculptors are responsible for the maintenance and repair of their work.
Arts Orange County (ArtsOC) has provided public art coordination and site management services for all
nine phases of the Sculpture Exhibition in Civic Center Park after issuing Requests for Proposals in 2013
and 2016. Annually, their proposed budget for the Sculpture Exhibition in Civic Center Park is $119,000.
In addition, artist honorariums totaling $50,000 brings the total for a phase of the Sculpture Exhibition to
$169,000. Funding has consisted of both public and private contributions. For phases VII, VIII, and IX, the
City has allocated $135,000 for each phase of the Sculpture Exhibition and funding from the Cultural Arts
Division Programming and Professional Services budgets supplement the funding total. Lastly, the
Newport Beach Arts Foundation has contributed $10,000 to contribute to the artist honorariums.

The City Arts Commission recently received directive from City Council to present alternate options for
the Sculpture Exhibition program. The City Arts Commission formed a Sculpture Exhibition Ad Hoc
Subcommittee to meet, discuss, and propose alternative recommendations for future phases of the
Sculpture Exhibition.
The Sculpture Exhibition Ad Hoc Subcommittee recommends the following proposals to be presented to
City Council for the Sculpture Exhibition in Civic Center Park Phase X and beyond:
1. Maintain current structure of the Sculpture Exhibition in Civic Center Park. Ten sculptures to be
installed in each phase, exhibited for a total of two years. In total, there would be 20 sculptures
exhibiting throughout the year with installation and deinstallation occurring every year.
2. Reduce the number of sculptures from 10 sculptures to eight per phase. In October 2023,
ArtsOC provided a proposal for eight sculptures that fits within the Sculpture Exhibition budget.
In total, there would be 16 sculptures exhibiting throughout the year with installation and
deinstallation occurring every year.
3. Phases of the Sculpture Exhibition in Civic Center Park will be extended for an additional year,
meaning selected sculptures will be exhibited for a three-year period instead of two-year period.
This will allow the current Sculpture Exhibition’s structure of maintaining 20 sculptures within
Civic Center Park while also lowering annual installation and deinstallation costs.
Staff recommends that the City Arts Commission approve the Subcommittee’s recommendations for City
Council to review. Staff will request City Council to provide direction for which proposal to proceed with
for Phase X of the Sculpture Exhibition in Civic Center Park.

RECOMMENDATION:
The Art in Public Places Ad Hoc Subcommittee recommends the City Arts Commission approve the
acceptance of donation from the Newport Beach Sister City Association for the piece, Indivisible.
DISCUSSION:
The Art in Public Places Ad Hoc Subcommittee (Subcommittee) met to review the Application for Review
and Consideration of Art from the Newport Beach Sister City Association (NBSCA) to accept a donation of
mixed media art. The piece is titled Indivisible by artist Pierce Meehan.
In honor of the 40th anniversary celebrating the Sister City Friendship with Okazaki, Japan, Artist Meehan
has created two companion pieces of artwork. One will reside in Newport Beach and the other in Okazaki.
According to the NBSCA, each piece of artwork measures 40” x 40”. They are white and red representing
both the American flag and the Japanese flag seen together in unity. These two Sister City pieces are the
only ones with this design and color way.
The NBSCA delegation and Council Members Robin Grant and Erik Weigand visited Okazaki to meet with
members of the Okazaki City Council and Mayor, where they presented their gift of art to Okazaki city
representatives. Upon City Arts Commission approval, the companion art piece will be presented to City
Council by the NBSCA at the Tuesday, July 9 City Council meeting when the Okazaki delegation visits
Newport Beach.
In its initial review, the Subcommittee expressed concerns that the piece being offered as a donation to
the City of Newport Beach is not “an original creation or limited edition.” This is a criterion for accepting
an offer to convey art to the City per City Council Policy I-11, Acquisition of Art by the City of Newport
Beach. City Council Policy I-11 indicates the “Art should be an original creation or a limited edition by the
original artist and be of the highest quality and level of artistic excellence.” The Subcommittee also noted
on Artist Meehan’s website that it is produced at Modern Multiples, an off-site facility, and not at the
artist’s studio. This is interpreted as though it is designed by the artist, but it is fabricated by someone
other than the artist.

In response, NBSCA noted the “art piece is One-of-a-Kind measuring 40x40 … and is in a collection of large
pieces under the Indivisible Collection (Initially 50 flags in 50 different color ways) … It is handmade of
resin, fiberglass, and pigment.” In addition, NBSCA indicated that they did not know about Modern
Multiples and that the “artist does have a small print collection (indivisible editions), that is not what is
being presented.”
After further review, the Subcommittee concluded that Indivisible does not meet the requirements of City
Council Policy I-11, Acquisition of Art by the City of Newport Beach in that it is not an “original or limited
edition.” However, the Subcommittee recognizes that Indivisible bares special symbolic meaning to the
Newport Beach Sister City Association as the dual pieces commemorate 40 years of the Sister City
Friendship between Okazaki and Newport Beach.
In light of the Newport Beach Sister City Association’s long-time dedication to our City as a non-profit,
volunteer organization promoting international communication, understanding, education and friendship
between the people of Newport Beach and the people of foreign cities, the Art in Public Places Ad Hoc
Subcommittee recommends the City Arts Commission support the request to City Council, that they
consider acceptance of the Indivisible artwork into the City’s art inventory as a gift from the Newport
Beach Sister City Association by way of special exception waiver of City Council Policy I-11,D.1.,
in celebration of the City’s 40 year Sister City Friendship with Okazaki, Japan. The Subcommittee
also recommends the City Arts Commission approve the Central Library’s Passport Office for
the site placement of Indivisible.

Pierce Meehan (b. 1987) is an American artist who currently lives and works in Costa Mesa, California. His aesthetics blur the lines between painting, sculpture, and minimalist design disciplines, bringing to life an entirely new genre that physically communicates the optimistic resolution rooted in Aquaculture.
Meehan, a Newport Beach, California native, draws inspiration from various subject matters and cultural traditions indicative of the Pacific Rim. Deeply fascinated by oceanic and agrarian attitudes, his life and work are intertwined with exploring these topics.
Debuting his now-iconic “Panel” series in 2014, Meehan materializes his concepts through color palettes, mediums, and techniques found in the yacht and surf manufacturing industries. His work inflicts a sense of familiarity while still being contemporary, sophisticated, and entirely new.
Building upon these aesthetic ideals, Meehan is continuing to expand and explore his practice through larger installations, public works, and new mediums.
In addition to his studio practice, he co-founded Meehan Studios with his sister and fellow artist, Karlin Meehan, in 2018. The organization’s mission is to offer and maintain affordable creative/studio space for beginning and emerging artists in downtown Santa Ana, California.

ACQUISITION OF ART BY THE CITY OF NEWPORT BEACH
A.The City of Newport Beach (“City”) believes that paintings, sculptures, drawings
and other art (collectively, “Art”) placed on City property and in City buildings
increases the aesthetic appeal and beauty of such property and buildings, and of
the City in general.
B.All proposals to donate, exhibit, loan, sell or commission Art to the City
(collectively, “Convey(s),” “Conveyed,” “Conveying” or “Conveyance”) shall be
reviewed by the Arts Commission for recommendation to the City Council.
C.The Arts Commission shall be responsible to:
1. Confer with persons who have offered to Convey Art to the City,
informing them of this policy, including criteria for approving Art and the
policies, criteria and approval process.
2. Advise the City Council of the artistic merit and value of Art offered to the
City.
3. Advise the City Council regarding appropriate City property or City
buildings for display of Art, in conjunction with the City commission,
committee, board and/or department which has responsibility for
planning or maintaining the proposed location.
D.The Arts Commission shall consider the following criteria in making a
recommendation for accepting an offer to Convey Art to the City:
1. The Art should be an original creation or a limited edition by the original
artist, and be of the highest quality and level of artistic excellence.
2. The Art should add to the balanced inventory of the City’s collection,
representing a variety of style, design and media.
3. The person(s) seeking to Convey Art to the City shall complete all
required forms, as provided by the Library Services Department.
4. The Art should be of satisfactory physical condition, be sufficiently
durable as to not be easily damaged or destroyed, should not require
restoration or extensive long term conservation, and should be of a
physical size and weight that the Art can be managed in storage, transport
and public display without difficulty. Art requiring restoration may only

be considered with full disclosure of the restoration costs provided by a
licensed art appraiser.
5. The Art should be consistent with and relevant to the civic interests and
broad variety of tastes within the Newport Beach community.
E.Art may only be recommended by the Arts Commission to the City Council for
acceptance upon the majority vote of the Arts Commission.
F.Art accepted into the City collection by the City Council is accepted with the
understanding that the City Council reserves the right to place the Art on public
display on either a permanent or temporary basis, and to store the Art when not
on display. Acceptance of Art by the City Council does not guarantee that the
Art will be displayed in perpetuity. The City Council may sell, donate or
otherwise remove any Art in the City collection. Any proceeds received by the
City from the transfer of Art shall be expended to acquire, restore or display Art.
G.Art considered for inclusion in the City’s collection must conform to City Council
Policy I-9 (Art in Public Places).
H.The City does not provide valuations or appraisals of Art Conveyed to the City.
The value of Art should be presented by the person(s) Conveying Art to the City
at the time of Conveyance. It is the responsibility of the person(s) Conveying Art
to the City to furnish a valuation to the appropriate government tax agency.
I.The person(s) Conveying Art to the City shall obtain all intellectual and
photographic property rights to the Art and transfer such rights to the City. The
City reserves the right to photograph Art for any and all purposes, including, but
not limited to, publicity and informational literature.
J.Any person(s) that Conveys Art to the City shall represent and warrant in writing
that it owns the Art and that the Art shall be Conveyed to the City free and clear of
all liens, restrictions, security interests or agreements by which the City would be
bound, but subject to all laws generally applicable to the transfer of title of any
work of Art.
K.Subject to compliance with California Civil Code Section 987, the City shall assume
no liability in the event of loss or damage to any Art accepted into the City’s
collection.

RECOMMENDATION:
The Art in Public Places Ad Hoc Subcommittee recommends that the City Arts Commission approve
exhibitions by Joan Gladstone, Kathy Kehoe Bambeck, and Joe Cladis in the Central Library lobby gallery
space.
DISCUSSION:
The City of Newport Beach maintains two exhibit spaces at the Central Library. The Lobby Gallery in the
Central Library has approximately 38 feet of linear wall space designed for two-dimensional pieces of art.
Additionally, artists may apply to exhibit three-dimensional works in the two display cabinets that were
added to the Central Library display offerings in 2010. The display cases are approximately 24” high x 24”
deep x 24” wide.
Artists who want their work considered for display submit a completed Application for Review and
Consideration of Art.
The Library Services Director manages the gallery space. The City Arts Commission’s Art in Public Places
Ad Hoc Subcommittee meets periodically to review artist's submissions. Staff notifies artists of acceptance
and arranges the staging of the art.
At their January meeting, the Art in Public Places Ad Hoc Subcommittee recommended that the work
of artists Joan Gladstone, Kathy Kehoe Bambeck, and Joe Cladis be exhibited subject to City Arts
Commission approval.
NOTICING:
This agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at
which the City Arts Commission considers the item).
