SUBJECT: VACANCIES ON THE BOARD OF BUILDING APPEALS
BACKGROUND
On September 8, 1997 the Council confirmed the nominations of Jack Hester, Joseph
Kidushim, Patricia Kraemer, Richard Luehrs, and Robert Yant, Jr. to the Board of
Building Appeals.
RECOMMENDATION
Appoint two of the five nominees to fill the two vacancies on the Board of Building
Appeals, that were created as a result of the reorganization of the componsition of the
Board. The terms of office will begin immediately and are indefinite in length.

Biography
RICHARD R, LUEHRS
Since joining the Newport Harbor Area Chamber of Commerce in 1982 as its Executive Director,
Richard Luehrs has guided the organization to an enviable position in membership activities among
-:1erce. In 1986, Luehrs was named President & CEO of the very
1_r,amoer which today has more than 1,000 company members.
He began his Chamber career as Executive Vice President of the North Hollywood Chamber • of
Commerce in 1978. Since that time, Luehrs has served for two years as President of the Federated
Chambers of Commerce of Orange County, providing direction and leadership for the 30 member
Chamber of Commerce executives organization.
Luehrs served as 1990 President of the California Association of Chambers of Commerce
Executives (Now Western Association) and was recognized as the 1995 Executive of the Year by
the 400 member chamber executives association. Luehrs has Served as Chief Financial Officer for
the Newport Beach Conference and Visitors Bureau, and is currently serving as President for the
Southern California Association of Chambers of Commerce Executives (SCACCE). Luehrs also
currently serves on the Board of Directors of the National Association of Chamber of Commerce
Executives (ACCE) and is the Chairman of the Marketing Committee for the City of Newport Beach
Econnmic. Council. In July 1986, he completed a six year program at the U.S.
Chamber of Commerce "Institute for Organizational Management" and has attended two years of
pgst-graduate studies.
Luehrs served a three year term as Chairman of the Baden-Powell district for handicapped soy
Scouts of Orange County, has served as a member of the guard of Directors for the 552 Club for
Hoag Hospital, Chairman of the City of Newport Beach's Commission on Environmental Quality
Affairs, and past President of the North Hollywood Jaycees.
A native of Milwaukee, Wisconsin, Luehrs received his B.S. degree in business administration from
California State University at Northridge specializing in accounting and marketing.
Luehrs currentlyresides
with his wife, Susan and two children, daughter, Samantha, and son
Richard, Jr. in Newport Beach, California.

Date
As a wheelchair using resident of Newport Beach, I have unique qualifications
to serve as a member of the Building Code Board of Appeals.
My father is an electrical contractor and has extensive real estate development
experience. In my adolescent years, college years and post -college years I
worked in my father's company. During this time I gathered valuable
experience in the electrical contracting, construction and development
business.
A quadriplegic friend of mine, Brian Johnson, has served on a similar board in
Irvine, California for several years. Another quadriplegic friend in south Orange
County, Ron Mincer, is a consultant to companies seeking to build large
buildings. Mr. Mincer advises the companies on issues of access for people
with disabilities.
In 1981 1 became a quadriplegic as a result of a diving accident in the ocean at
Island Avenue on the Balboa Peninsula. Since the time of my accident I have
worked nearly full time as a volunteer for the American Paralysis Association
(APA), a national not -for -profit group which funds scientists working to develop
a cure for spinal cord injury. I founded the Orange County chapter of the APA,
co -edited the APA national newsletter, operated the Western Regional office,
chaired the Research Committee of the national Board of Directors, and served
as national Vice President. In my 12 years as a national Director for APA, I have
gained valuable experience in the process of resolving problems, formulating
policy and interacting with other board members in a constructive manner.
With the establishment of the Reeve -Irvine Spinal Cord Injury Research Center
at the University of California at Irvine, my local involvement in spinal cord injury
research has increased. I have helped raise money for the center and identified
researchers who are candidates for the endowed chair established by Joan
Irvine Smith and Christopher Reeve.
Currently I also serve on the advisory board of a not -for -profit group named Self
Employment for the Enterprising Disabled (SEED), which trains and advises
disabled persons who desire to become entrepreneurs.
For the last five years I have volunteered at Newport Elementary on the Balboa
peninsula. I have been a volunteer in the Just Read program, helped to run the
math lab, and performed various duties for the PTA. Recently I have worked
with the fledgling Newport Elementary School Foundation, training volunteer
fund raisers and making solicitations.
On several occasions over the past 12 years I have worked with the city staff of
Newport Beach to install several curb cuts in our neighborhood and in the
Balboa Village area.
From 1993 through 1997 1 served our neighborhood as a Director of the Balboa
Peninsula Point Association (BPPA). From 1993-951 was the BPPA Treasurer,
from 1995-1996 1 was the BPPA Vice President and from May 1996 through
April 1997 1 was the President of the BPPA.
During my years of service to the BPPA, I established good working
relationships with several members of the city council and the Newport Beach
city staff.
My service on several Boards, extensive experience in the disabled community,
my practical approach to problem resolution and ability to work well with others
make me qualified to serve on the Building Code Board of Appeals.
