'W. TL E, AS, The Cities of Newport Beach, California, VSA and Okazaki, 4ichi, Japan initiated an Exchange
of Students, coordinated by their respective Rotary Ctubs, in 1984; and
%VJFET.M, build ng on this experience, these Cities executed an Agreement to estabfi sh a Sister City
relationship, in accordance with the guidelines of Sister City Internationar7 and
` VMW5EA S, the Student Exchanges provided experience in international understanding and citizen diplomacy,
while the students lived with sponsor families and attended local schools; and
`WVJ>RE4� AS, Business and Trade Exchanges followed, providing access to new markets and international
expertise to local businesses, and Community Development Exchanges introduced innovative policies and
techniques in tourism, and economic development; and
`WJMTE M, the personal contacts andfriendships that resuttedfrom these Exchanges continue andgrow over
the generations; and
`D{ E M.$S, we celebrate the Fortieth Anniversary of this relationship through an Exchange of Delegations.
