City Council Policy A-12, Discretionary Grants, requires annual reporting to the City Council. City Council Policy F-3, Budget Adoption and Administration, requires quarterly reporting to the City Council of any grants or donations accepted by the City Manager. RECOMMENDATIONS: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Receive and file. DISCUSSION: City Council Policy A-12 allows the City Council to, at any time during the year, direct funds toward worthy projects or programs which the City Council deems beneficial to Newport Beach residents' quality of life. Under this policy, each City Councilmember is allocated funding each fiscal year to donate toward uses, projects or community entities that benefit the city as a whole or the City Council Member's district specifically. The Fiscal Year 2023-24 funding level for District Discretionary Grants was $6,000 per district for a total of $42,000. Councilmembers allocated a total of $34,000. The Fiscal Year 2023- 24 District Discretionary Grant Report is included as Attachment A to this report. Per City Council Policy F-3, the City Council will be formally notified of all grants or donations on a quarterly basis by way of a "receive and file" City Council agenda item. The City Manager accepted $220 in donations during the quarter ending June 30, 2024: 20-1 FY 2023-24 Annual District Discretionary Grant Report and the Grants and Donations Report for the Quarter Ending June 30, 2024 July 23, 2024 Page 2 Source Date Amount Use Private Donation 10/04/2022 $20.00 Police Department Uses Private Donation 10/04/2022 $200.00 Police Department Uses FISCAL IMPACT: Funds for the District Discretionary Grants were included in the Fiscal Year 2023-24 budget and grants or donations accepted by the City Manager were included in the budget via City Manager approved budget amendments. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
