TITLE: Budget Amendment to Accept a Check from the Newport Beach
Public Library Foundation and Appropriate the Funds to the Library's
Fiscal Year 2024-25 Maintenance and Operation Budget
ABSTRACT:
Staff requests approval of a budget amendment to accept a check from the Newport
Beach Public Library Foundation (Foundation) to enhance collections and furniture for the
Newport Beach Public Library (Library).
RECOMMENDATIONS:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
and
b) Accept a check in the amount of $40,000 from the Newport Beach Public Library
Foundation and approve Budget Amendment No. 25-002 to increase expenditures by
the same amount in Division 0106051 (Foundation).
DISCUSSION:
A donation from the Foundation in the amount of $40,000 is intended to help fund the
cost of databases that are no longer being funded through the California State Library.
The Foundation is also donating funds for a new catalog stand for the Popular Library at
the Central Library and a portable projector and mounted screen for the Children's Room
at the Central Library. This donation from the Library's FY 2024-25 Wish List was
approved by the Board of Library Trustees at its June 17, 2024 meeting.
The Foundation funds valuable library resources, programs and cutting -edge library
enhancements that help patrons explore new ideas, improve their lives, and enjoy the
opportunities the Newport Beach community has to offer. The donation will augment the
Library's eBranch with the Foundation's support of Linkedln Learning and
VetNow/HelpNow. The donation to purchase a catalog stand allows for adequate support
and space for patrons to conduct catalog searches and the addition of a portable projector
and screen will augment library programming.

FISCAL IMPACT:
The Budget Amendment appropriates $40,000 in additional revenue from the Newport
Beach Public Library Foundation and $40,000 in increased expenditure appropriations
with no impact on fund balance. The revenue will be posted in the Newport Beach Public
Library Foundation account in the Library Services Department, 0106051-511085, and
the purchase will be expensed to the following Newport Beach Public Library Foundation
accounts:

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
