OTHER SECTIONS OF 14.16
Newport Beach Municipal Code 14.16 uses the year 2013
as the baseline for water reduction.
Executive order B-37-16 requires agencies to calculate
unique targets based on standards.
New standards move away from measuring by percentage
and consider climate, demographics, and land use.
Interim regulations will start in 2018 and full compliance
by 2025
EXECUTIVE ORDER B -37-16
Establish baselines without using 2013 data
Consider indoor and outdoor usage
Consider number of people in homes
Target users that could reduce water verses a uniform
reduction
Establish a means to predict water use based on land use
rather than historical data

Uses satellite imagery to provide Land Cover Classification
WATER USE ANALYSIS
Provides ideal water usage for every parcel based on land cover, compares it to actual
usage, and identifies inefficiency
Water budget takes into account state standards, daily localized weather, ET rates, and
slope
Calculates a consistent and equitable water allocation for
all consumers
Automatically identifies inefficient users with the most
potential to save water
Quantify savings potential for every property
Collects customer data for potential allocation based rate
structure
Could be used for water contingency plan
Reduces Relief from Compliance process
