With the new Michelson Plant Biosolids Facilities, IRWD produces 20 million gallons per day of reclaimed water.
Result: There is an overabundance of available reclaimed water
in winter. During a strong rain season, storage capacity for
reclaimed water might not be sufficient.
IRWD Request
1.IRWD has asked the City to support its request to modify an existing agreement (Intertie Agreement) to allow IRWD to discharge excess reclaimed water to San Diego Creek under an emergency condition.
2.Potential Action Items for today:
a. Agree to support IRWD’s request possibly with conditions.
b. Prepare a request for more information to IRWD
Potential Conditions
As the recycled water demand reduces and winter storms appear probable, IRWD shall -
1. Stop importing MET water to supplement recycled demand
2. Shutoff irrigation wells
3. Stop Los Alisos recycling plant
4. Send recycled water to OCWD via Green Acres Project pipeline up to maximum of capacity
5. Shutoff Department of Justice groundwater treatment wells
6. Send recycled water to OCSD outfall up to maximum of capacity
7. Send recycled water to South Orange County Wastewater Authority
8. Confirmation from OCSD and OCWD that those agencies cannot take additional flow
Other Potential Conditions
a. IRWD agrees to sign an agreement this year with OCWD to utilize the GWRS outfall for discharge of reclaimed water to the Santa Ana River. If needed, IRWD will upgrade the 24” line to a 36-inch within the next two years.
b.IRWD agrees to begin accelerate the expansion of the Syphon Reservoir (for reclaimed water storage) to complete construction by 2022.
c.IRWD agrees to provide storm water capacity so no discharge to San Diego Creek shall occur after Syphon Reservoir is expanded.
d.(Or, IRWD agrees to only increase (and limit) reclaimed water production after the Syphon reservoir is enlarged to ultimate capacity. Reclaimed water production would be limited to IRWD capacity to store all reclaimed water during the rain season.)
e.IRWD agrees to work with stakeholders in renewing the reclaimed discharge permit in five years
