2018‐2019 CommiƩee Goals/ObjecƟves

TRASH REDUCTION GOAL: Reduce the amount of trash entering/accumulaƟng in Upper Bay,
Lower Bay, and Ocean Beaches.
Objective 1: Design and install a mechanical trash collecƟon device (Water Wheel) in San Diego Creek entrance upstream of the Jambo-
ree Road Bridge. ($1.7 million)
AcƟon Item 1: Sign OPC grant agreement.
AcƟon Item 2: Hire design and permiƫng consultant.
AcƟon Item 3: Meet with potenƟal OC Watershed partners.
AcƟon Item 4: Work on community newsleƩer arƟcle.

Objective 2: Implement a program to clean all private catch basins in the City. ($25-50k/year.)
AcƟon Item: PresentaƟon on various funding scenarios.

Objective 3: Upgrade the North Star Beach trash boom.
AcƟon Item: Refurbish and deploy boom for the winter season.

Objective 4: Install three new trash skimmers in the harbor. ($15-20k/installaƟon +$2k annual maintenance.)
AcƟon Item 1: Conduct site visits to idenƟfy locaƟons.
AcƟon Item 2: Pursue agreements with marina owners.
AcƟon Item 3: Apply for OCTA Tier 1 Grant.

Objective 5: Install a storm drain trash interceptor at Dover/Westcliff (Polaris). ($700k for construcƟon + $3k annual maintenance.)
AcƟon Item: Coordinate with the County for the proposed project.

Objective 6: With compleƟon of the Santa Ana Delhi Channel Diversion (Fall 2018), work with the CiƟes of Costa Mesa and Santa Ana on
a trash source control pilot project.
AcƟon Item: Finalize agreement with Santa Ana and Costa Mesa.
Schedule: Project slated for implementaƟon during Summer 2019.
Budget/Maintenance: $9.3 million for installaƟon and 20 years maintenance.

HARBOR GOAL: Reduce marine‐acƟvity waste from entering Harbor waters.
Objective 1: With compleƟon of the Harbor Hazardous Waste drop-off site located at Balboa Yacht Basin, add three addiƟonal sites.
AcƟon Item: Prepare a concept plan and construcƟon drawings for two new sites (American Legion – 15th Street & Harbor Marina)
(Project included in the CIP FY 18/19 budget).

Objective 1: Implement a water allocaƟon plan based on State requirements and guidelines.

AcƟon Item 2: City Staff provides final status report June 30, 2019.
AcƟon Item 3: Implement public outreach.

Objective 2: Support implementaƟon of Phase 2A Big Canyon Creek RestoraƟon to reduce selenium concentraƟons in Big Canyon Creek,
including the CDFW freshwater pond.

Objective 3: Implement a cooperaƟve project with UCI’s Ocean to measure consƟtuent loads through the harbor jeƩy.

AcƟon Item 3: PrioriƟze sub-watersheds based on assessments.
AcƟon Item 4: Develop a resoluƟon for Council consideraƟon.
