Deep Water Dredging
1.2M Cubic yards to remove to reach harbor design depth
Recall last dredge 2012 550K cy w/ 215K cy unsuitable to LB
1.2M cy = 221M gallons of extra water flush
$23M estimated project costs. City prepared to share 20%
Received $2.9M FY19 Corps Work Plan. Live project
City funded $1.3M to expedite shovel ready project for highest probability of success.
Heavy lobbying effort thru Washington DC, Lobbyist, Contacts
Design & Engineering in process
In negotiations with EPA/Waterboard on remaining unsuitable material
FY2020 Work Plan budget funding (Oct/Nov) should be good indicator of construction timing.
RGP54 Update
(HC Objective 1.2 Streamline RGP process/Reduce cost)
•Current RGP54 Permit 2015-2020. Core, Coastal, Water
•Amendment in process eliminating individual Caulerpa surveys. Substitute with harbor wide biennial eelgrass survey
•Waiver NMFS Feb 2018. CCC/Water confirmed. ACOE pending
•Harbor wide Caulerpa survey completed 2018
•Great cost and process savings.
•2020 renewal process starting now
•City Requests
•City Swim Beach Carve Out (HC Objective 1.3)
•Nearshore disposal->beneficial reuse
•Over the Counter permit processing (Consent Calendar Concept)
•Hydraulic Dredging Contractor
City of Newport Coastal Resiliency Project
(Concept Phase- HC Objective 1.1)
Goal: To plan and build a sustainable harbor maintenance program
that nourishes our local beaches, mitigates sea level rise, and
improves our water quality.
Dual purpose pipeline concept. ~2025 timeframe.
Shoreline Benefits: Beneficial reuse of 100% of future harbor
sediment replenishing local beaches while building up buffer
material to mitigate sea level rise.
Harbor Benefits: Sustained sediment maintenance, deeper harbor,
with improved water quality and much improved flush.
Fisheries Benefits: Fine grain material supplying beneficial nutrients
to our mudflats.
Seeking volunteer from Water Quality Committee to help conceptualize
the project
