The City Arts Commission meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires
that the City Arts Commission agenda be posted at least seventy-two (72) hours in advance of each regular meeting and
that the public be allowed to comment on agenda items before the Commission and items not on the agenda but are
within the subject matter jurisdiction of the City Arts Commission. The Chair may limit public comments to a reasonable
amount of time, generally three (3) minutes per person.
The public can submit questions and comments in writing for the City Arts Commission to consider. Please send them
by email to the Library Services Department at ArtsCommission@newportbeachca.gov by Wednesday, October 9, 2024,
at 5:00 p.m. to give the City Arts Commissioners time to consider your comments. All emails will be made part of the

The City provides a yellow sign-in card to assist in the preparation of the minutes. The
completion of the card is not required in order to address the City Arts Commission. If the

The City Arts Commission of Newport Beach welcomes and encourages community

Chair Kandel opened the Consent Calendar for public comment.
Jim Mosher, Newport Beach resident, commented regarding the funds in the financial
report for Fiscal Year (FY) 2024-25 for Phase X of the Sculpture Garden. As the Commission proposes to extend the contracts for Phases VIII and IX, the current year budget for Phase X would not reflect those changes and therefore should not be listed in the current financial report and questioned how those funds approved by City Council would be recouped if they were not spent during the year they were intended.
Motion made by Secretary Heather Ignatin, seconded by Commissioner Vanessa Moore, and carried 4-0-0-3 (with Commissioners Wayan Kaufman, Barbara George, and Maureen Flanagan absent) to accept the Consent Calendar.
VII.CURRENT BUSINESS
A.Items for Review and Possible Action
4.Halloween SpooktacularThe Music and Live Entertainment Ad Hoc Subcommittee will present a proposalfor the City Arts Commission to host a booth at the 7th Annual Halloween
Spooktacular event.
Library Services Director Hartson provided the staff report and stated the subcommittee
met and brought forth a proposal for the City Arts Commission (CAC) to host a booth at an event ran by the Recreation and Senior Services Department called the Halloween Spooktacular. It is scheduled for Saturday October 26 from 3 PM to 6 PM. The recommendation was that the booth conduct an activity such as decorating small pumpkins and provide a small giveaway. Staff recommended giving away candy.
Secretary Heather Ignatin commented that the event is a fantastic opportunity for the CAC to participate in a family-friendly event that provides an art activity for the community. It is a huge collaboration among many of the city departments that is highly attended every year.

Page 3 Library Services Director Hartson stated there is a minimal impact for the CAC to participate.
Chair Kandel echoed the sentiments of Secretary Ignatin that it is a perfect opportunity for the CAC to be part of an existing event that is already popular, and they can collaborate with other boards and commissions within the city.
Commissioner Vanessa Moore inquired if it is required that Commissioners volunteer. Chair Kandel responded that the CAC members could volunteer and would be a great help with managing the booth.
Vice Chair Blom inquired who would oversee running the booth. Secretary Ignatin stated she would be in charge.
Chair Kandel opened the item to public comment, there was none.
Motion made by Vice Chair Blom, seconded by Secretary Ignatin, and carried 4-0-0-3 (with Commissioners Kaufman, George, and Flanagan absent) to accept the Music and Live Entertainment Ad Hoc Subcommittee’s proposal for the City Arts Commission to host
a booth at the 7th Annual Halloween Spooktacular event.
5.Sculpture Exhibition in Civic Center Park Phase X ProposalThe Sculpture Exhibition Ad Hoc Subcommittee will present a Sculpture Exhibitionproposal that introduces a 3-year rotating exhibit of 10 sculptures in Civic CenterPark.
Library Services Director Hartson reported and broke down the proposal on Handwritten Page 14 for a 3-year rotation schedule for future phases of the Sculpture Exhibition as opposed to the current 2-year period. Director Hartson noted that on handwritten Packet page 17, there is a layout of how that would look. The Sculpture Exhibition proposal would
extend the Phase 8 and 9 contracts for an additional year each. Only partial funding would be needed for this fiscal year to extend contracts. Full funding would be needed for future phases starting next fiscal year for two years in a row. However, as there will now be one
year without any installations, the Subcommittee anticipates that this new rotation cycle will allow the Sculpture Exhibition to remain within funding allocated by the City.
Commissioner Moore asked if the Phase 8 and 9 artists are okay with extending their contracts. Director Hartson stated that Arts Orange County (ArtsOC) would need to coordinate with artists if City Council approved this 3-year program.
Chair Kandel said the Subcommittee put in a lot of time and effort into thinking through all the options, with the goal to be at or below $135,000, which was the City Council’s directive. The secondary goal was to do it in the simplest way possible. She further explained the process and thanked Director Hartson for assisting the Subcommittee navigating the financial aspects of all the different options considered by the Subcommittee.
Secretary Ignatin stated that by reducing the cadence of sculpture installations, the Subcommittee found that it would reduce costs while allowing the public to enjoy the sculptures for a longer period.

Jim Mosher, Newport Beach resident, noted that the staff report indicated there was a directive from City Council to provide alternatives for the Sculpture Exhibition and he believed that came about from one councilmember’s comment during a Planning Session and may not actually reflect the entire Council’s feelings on the matter. He suggested the CAC consider proposing that the exhibition stay as it is along with the proposal for a 3-year rotation cycle. He had proposed a 1.5-year rotation cycle which he believed would save on funding and also have a more regular rotation cycle versus a 3-year cycle. He also mentioned an option for a smaller number of sculptures installed each year instead.
Mr. Rick Stein, CEO of ArtsOC, provided public comment and noted there were some things to consider if the proposal moved forward:
1.If 1 or more artists from Phases 8 or 9 don’t want to extend their contracts, wouldthe CAC consider sticking with, a reduced number of sculptures on display or look
at alternates from Phases 8 or 9 to take their place;
2.He recommended that the CAC retain the $2500/year honorarium for artists for
Phases 8 and 9 as that had been the original amount negotiated for theirinstallations.
3.If the CAC decided to reduce the artist honorariums, there may be a higher numberof artists requesting earlier de-installation.
4.There may be further maintenance issues due to the sculptures being exposed fora longer period to the sea salt air, which may require significant repair orreplacements for each phase.
5.Recommended more alternates for future phases in case more artists wish to
withdraw early.
6.Recommended that eligibility requirements not be changed for Phase X to test the
impact proposed changes to the Sculpture Exhibition would have on artistsubmissions.
Motion made by Secretary Ignatin, seconded by Vice Chair Blom, and carried 4-0-0-3 (with Commissioners Kaufman, George, and Flanagan absent) to approve the proposal that introduces a 3-year rotating exhibit of 10 sculptures in Civic Center Park.

Chair Kandel requested each subcommittee report if they had met and if a Chair had beenappointed for that group.

Commissioner Moore stated that the Newport Beach Arts Foundation is gearing up for Art in the Park on Saturday September 14 from 10 AM to 5 PM, they have received the most
sponsors ever, they are considering a think tank type process in considering future events.
Chair Kandel was provided the Arts Commission with a sign-up volunteer sheet for the tasks at the Art in the Park event and discussed the schedule.
14.Historical Resources LiaisonVice Chair Blom
Vice Chair Blom noted he was in contact with Corona del Mar Historical Society president, Ron Yeo, and would be attending an upcoming event at Sherman Gardens. Mr. Yeo is a personal acquaintance of Vice Chair Blom from Corona del Mar who has a lot of
knowledge about local sculptors.

Page 6 Jim Mosher, Newport Beach resident, noted there are other historical societies in Newport Beach besides the one which Vice Chair Blom mentioned; he was confused by the Ad
Hoc Subcommittees being on the agenda as they are only supposed to be active when the activity is on the horizon and should have a sunset date, otherwise they may be a potential Brown Act violation.

CONCERTS ON THE GREEN: ABSOULUTE
The Newport Beach Summer Concerts on the Civic Green continued with funk, soul, and R&B cover
band, AbSOULute. This cover band played danceable and well-loved songs from old school funk, soul,
and R&B artists like Stevie Wonder, Sly and the Family Stone, Chicago, Al Green, The Average White
Band, Tower of Power, Steely Dan, James Brown, and The Isley Brothers and were well-received by
concert goers, with around 2,000 attendees gathering on the Civic Green. Children’s activities,
provided by ARTovator, included face painting and balloon animals and rounded out this family-fun
event. The next concert will be on October 13 at Marina Park featuring Gotham City Swingers.
CENTRAL LIBRARY GALLERY EXHIBITS
Starting his artistic journey in 1985, Shant
Beudjekian’s desire to create art that he obtained
soon became an unyielding obligation to himself to
explore the inner mechanism of his creative
consciousness. From small sketches to large scale
projects, his art is a highly personal reflection of
himself. Mr. Beudjekian considers himself lucky to
have participated in many collaborative projects, as
well as exhibiting in a solo capacity, which has
solidified his reputation in the art world.
Born in the city of Beirut, Lebanon, Shant discovered
a passion for art around the age of 14. Mr. Beudjekian
moved to California in 1995 and received a 4-year bachelor’s degree in fine arts with a minor in Ceramics
at Otis College of Art and Design in Los Angeles. He also attended a one-year internship at Rhode Island
School of Design in Landscape Architecture, before returning to California to become a full-time artist in
the local art communities of Southern California.

Mr. Beudjekian has received acceptances from curators and gallery directors in the East Coast. Now living
in the West Coast, his work has been exhibited numerous times at the San Diego Art Institute of the Living
Artists, Del Mar Art Center, San Diego Hospice and Palliative Care, and Forest and Ocean Gallery in Laguna
Beach. His work has been well received at various juried competitions, such as the Bonita Museum, North
Park Art Festival, and La Jolla Art Association.
Artwork will be on display until November 15, 2024.

RECOMMENDATION:

Culture and Arts and forward to City Council for review and approval.
DISCUSSION:
City Council Policy I-10, Financial Support for Culture and Arts, directs the City Arts Commission to review
all programs and requests for financial support from arts groups and make recommendations for funding

The following recommended revisions to the policy were made to align with current practices of
administering the policy, to eliminate outdated methods of execution, and delete or reduce language
where applicable:
•Change the title from Financial Support for Culture and Arts to Culture and Arts Grants.
•Add language from City Council Policy A-12, Discretionary Grants, regarding how the City budget
allows the City Council to direct revenue towards projects and programs.
•Remove indications of utilizing the “Reserve Fund for Culture and Arts” for grants and add
“General Fund” as this is the source of funding for grants.
•Eliminate “Any appropriation shall not exceed 50% of the Arts Commissions’ annual budget”, as
$55,000 awarded in grants does not exceed 50% of the Cultural Arts Division annual budget.
Pending approval by the City Arts Commission, the policy will go to City Council for final approval and
inclusion in the Council Policy Manual.

The City Council hereby recognizes the importance of promoting culture and the arts within the City of
Newport Beach. A number of individuals and groups have been organized with the express purpose of
developing and promoting culture, theatre and the arts.
The City would complement these efforts by establishing a Reserve Fund for Culture and Arts that can be
used for a) developing a master plan for the promotion of culture and arts; b) acquiring land and/or the
construction of facilities to promote culture and arts and; c) instituting other cultural promotion projects.
The sum of $55,000 shall be provided each year for specific cultural or artistic planning, promotion and/or
construction projects as approved by the City Council. It is the policy of the City of Newport Beach that
expenditures from the reserve fund should be matched equally by the community in the form of
contributions and donations.
In regard to the City's role in financially sponsoring art and cultural events, the City Arts Commission shall
review all programs and requests for support from arts groups. The Commission shall forward its
recommendations for funding to the City Council for final approval. Any appropriation shall not exceed
50% of the Arts Commissions' annual budget. For the purpose of this policy, arts groups shall be defined
as those involved in visual, musical, theatre, dance, crafts, performing and literary activities.
The following priorities shall be considered by the Commission. The order of preference for granting
support shall be as follows:
A.Local arts groups located within the City and offering programs to City residents;
B.Regional arts groups located in Orange County and offering programs to City residents; and
C.Arts groups located in California and performing or offering programs to City residents.
Groups not offering programs or services to local residents shall not be eligible for support from the City.
