Brown Act. Among other things, the Brown Act requires that the City Arts Commission agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Commission and items not on the agenda but are within the subject matter jurisdiction of the City Arts Commission. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The public can submit questions and comments in writing for the City Arts Commission to consider. CALL MEETING TO ORDER Chair Melissa Kandel called the City Arts Commission Regular Meeting to order at 5:00 P.M. II. PUBLIC COMMENTS Bernie Svalstad, a resident and president of the Newport Beach Historical Society, passed out brochures and expressed an interest in fostering a relationship with the Arts Commission to promote local history. 55 City Arts Commission Meeting October 10, 2024 Page 2 VI. CONSENT CALENDAR A. Approval of Minutes of September 12, 2024, City Arts Commission Meeting 1. Draft of 9/12/24 Minutes Chair Melissa Kandel requested edits, changes, or deletions of the minutes. Chair Kandel made the following revisions to the minutes: • Handwritten p. 7, par. 3 – Revise “Chair Kandel responded that it is not required but that the CAC members could volunteer if they would like and would be great help managing the booth.” • Handwritten page 8, Monthly Reports opening sentence – Add “Chair Kandel also asked that Subcommittees please select a Chair by the October meeting if they had not done so already.” B. Consent Calendar Items 2. Financial Report Review of financial information. Commissioner Flanagan questioned if the line item for insurance covered all the Concerts on the Green in 2024. Library Services Director Melissa Hartson confirmed that it does. 3. Cultural Arts Activities Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and services. Chair Kandel reported that October 13th is the Fall Concert at Marina Park featuring the Gotham City Swingers from 4 to 5:30 p.m. The CAC will be hosting an activity booth 3 to 6 p.m. at the 7th annual Halloween Spooktacular event on October 26 and encouraging visitors to paint a pumpkin. Volunteers are welcome if commissioners were planning to attend and had a desire to help. Please inquire with Secretary Ignatin for more details. Chair Kandel opened the Consent Calendar for public comment. Jim Mosher, Newport Beach Resident, commented that the City’s budget shows larger than the budget reflected in the financial staff report and the two items missing were Maintenance Repair / Professional Service for $4,248.00 and Publications and Dues for $1,000. Those changes would bring the total CAC budget to $255,088. Motion made by Secretary Heather Ignatin, seconded by Commissioner Vanessa Moore, to accept the Consent Calendar and carried 6-0-0-1 (Vice Chair Blom was absent). 66 City Arts Commission Meeting October 10, 2024 Page 3 VII. CURRENT BUSINESS A. Items for Review and Possible Action 4. Revisions to City Council Policy I-10, Financial Support for Culture and Arts Staff requests the City Arts Commission approve revisions to City Council Policy I-10, Financial Support for Culture and Arts and forward to City Council for review and approval. Library Services Director Hartson reported that City Council Policy I-10, Financial Support for Culture and Arts, directs the City Arts Commission to review all programs and requests for financial support from arts groups and make recommendations for funding to City Council for final approval. These grants are awarded to arts groups involved in visual, musical, theatre, dance, crafts, performing and literary activities. The following revisions were recommended to align with current practices of administering the policy, to eliminate outdated methods of execution, and delete or reduce language where applicable: • Change the title from “Financial Support for Culture and Arts” to “Culture and Arts Grants.” • Add language from City Council Policy A-12, Discretionary Grants, regarding how the City budget allows the City Council to direct revenue towards projects and programs. • Remove indications of utilizing the “Reserve Fund for Culture and Arts” for grants and add “General Fund”, as this is the source of funding for grants. • Eliminate “Any appropriation shall not exceed 50% of the Arts Commissions’ annual budget”, as $55,000 awarded in grants does not exceed 50% of the Cultural Arts Division annual budget. Commissioner Flanagan inquired if the CAC was ever funded the full $55,000 for cultural art grants. Library Services Director Hartson responded that she looked back over the past fifteen years, and they had not received $55,000. Chair Kandel opened the item to public comment. Jim Mosher, Newport Beach resident, commented on the history of Policy I-10 and how different policies merged over time. He noted a line in the revised policy that was unclear, “Pursuant to City Council Policy A-12, the City budget specifically allows the City Council to direct revenue towards worthy projects and programs including those in nature, which the City Council deems beneficial to Newport Beach’s resident’s quality of life.” The mention of “including those in nature” was confusing as the City Arts Commission responsibilities do not cover programs in natural settings. He also noted that the grant funds only go to $30,000 and stated that an increase in funds requested for CAC grants may be implied by the revisions as they were. The CAC and Library Services Director Hartson agreed with Mr. Mosher’s comment regarding “those in nature” and the correction was included in the list of revisions under approval. Motion made by Secretary Heather Ignatin, seconded by Chair Kandel, and carried 6-0- 0-1 (Vice Chair Blom was absent) to approve the revisions to City Council Policy I-10, 77 City Arts Commission Meeting October 10, 2024 Page 4 Financial Support for Culture and Arts; and recommend the revisions to Policy I-10 to City Council for review and approval. B.Monthly Reports Chair Kandel explained, going forward she would like the Chair of each Subcommittee toprovide the agendized reports at the monthly meetings and serve as the first point ofcontact. She also requested that the subcommittees who have not selected a chair to doso, if possible, by the November meeting. 5.Art in Public Places Ad Hoc SubcommitteeVice Chair Blom, Commissioner Flanagan, Commissioner Moore Commissioner Moore stated they would be meeting on October 24 to review the submissions for the Central Library Gallery. 6.Music and Live Entertainment Ad Hoc SubcommitteeChair Kandel, Secretary Ignatin, Commissioner Flanagan Secretary Ignatin stated the Subcommittee is scheduled to meet in November to discuss concerts. 7.Cultural Arts Grants Ad Hoc SubcommitteeVice Chair Blom, Commissioner Kaufman, Commissioner Moore In Vice Chair Blom’s absence, Commissioner Moore stated that the Subcommittee would bring a recommended timeline for the CAC grants to the November meeting for consideration by the full Commission. 8.Newport Beach Art Exhibition Ad Hoc SubcommitteeCommissioner George, Commissioner Kaufman, Commissioner Moore Commissioner Moore reported that they had not yet met or selected a Chair for the Subcommittee. 9.Public Relations and Marketing Ad Hoc Subcommittee Chair Kandel, Vice Chair Blom, Secretary Ignatin Secretary Ignatin stated the Subcommittee had met and had no further updates at that time. 10.Sculpture Exhibition Ad Hoc SubcommitteeChair Kandel, Vice Chair Blom, Secretary Ignatin Secretary Ignatin stated the Subcommittee had met and had no further updates at that time. 11.Student Exhibition Art Ad Hoc SubcommitteeCommissioner KaufmanCommissioner Kaufman reported no activity and said she would contact Chair Kandel offline regarding the Subcommittee soon. 88 City Arts Commission Meeting October 10, 2024 Page 5 12. Newport Beach Arts Foundation (NBAF) Liaison Commissioner Moore Commissioner Moore reported she attended the meeting; the Art in the Park event held in September had 31 sponsors and will have the financial numbers available at their November meeting; the Foundation is looking to open the call to artists in February in 2025 with a tentative date of 9/20/2025 for the next Art in the Park. The Foundation also plans to increase the price for the booths by 5%. For this past event, there were 135 artists, with 15 on the waitlist. The Foundation is also in the process of updating their website and plan to give the CAC an opportunity to post their events on the updated site. Lastly, NBAF member Sunny Kim will hold a Korean Arts Festival at the Civic Center on the Green with the tentative dates for May 3 and 4. Chair Kandel stated she thought it was interesting that NBAF discussed doing a high school battle of the band type competition next year in lieu of hiring a professional band; this year they hired an event planner to help keep the planning more structured. 13. Historical Resources Liaison Vice Chair Blom Vice Chair Blom was not available for an update. Chair Kandel opened the item for Public Comment. Bernie Svalstad, Newport Beach Historical Society President stated he would like to coordinate with the CAC to promote local history at their events. IX. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION, OR REPORT (NON-DISCUSSION ITEM) Chair Kandel provided a list of upcoming arts events in Newport Beach: Baroque Music Festival’s Moving Through the Garden on October 13 starting at 3:20, they will be doing a “Moving Through the Garden” from 4-6 PM. It is the same time as the Fall Concert in Marina Park. Commissioner Moore volunteered to represent the CAC at the event. October 17 is the kickoff for the 25th Anniversary of the Newport Beach Film Festival. On October 22 the Holocaust Museum OC is hosting a tour event and exhibition. X. PUBLIC COMMENTS ON NON-AGENDA ITEMS Jim Mosher, Newport Beach resident, commented on the General Plan and its current revision and they are moving into phase two - the final public outreach. The Arts and Cultural Element of the General Plan has a public workshop tentatively scheduled for 12/5/2025. He also mentioned that PB&R Commission recently discussed new signs for Parks and felt the design/aesthetics of the signs and the City’s new website would fall under CAC purview. XI. Featuring jazz and swing band Gotham City Swingers, they were well-received by the community performing music from the Swing Era to the Rat Pack Stylings of the 1950's and 60's, with a smattering of tunes from classic TV and film. Children’s activities, provided by ARTovator, included face painting and balloon animals, rounded out this family-fun event. HALLOWEEN SPOOKTACULAR: PUMPKIN PAINTING The City Arts Commission reserved a booth to participate in the 7th Annual Halloween Spooktacular at Mariners Park on Saturday, October 26 from 3pm – 6pm. Run by the Newport Beach Recreation and Senior Services Department, there are many family-friendly events taking place such as trunk-or-treating, costume contests, and more. The City Arts Commission hosted a fun pumpkin painting booth and passed out candy and glowsticks. TO: CITY ARTS COMMISSION FROM: Library Services Department Melissa Hartson, Library Services Director (949) 717-3801, mhartson@newportbeachca.gov PREPARED BY: Camille Escareal-Garcia, Cultural Arts Assistant TITLE: Cultural Arts Activities for October 2024 11 Cultural Arts Activities for August 2024 10/10/2024 Page 2 CENTRAL LIBRARY GALLERY EXHIBITS Starting his artistic journey in 1985, Shant Beudjekian’s desire to create art that he obtained soon became an unyielding obligation to himself to explore the inner mechanism of his creative consciousness. From small sketches to large scale projects, his art is a highly personal reflection of himself. Mr. Beudjekian considers himself lucky to have participated in many collaborative projects, as well as exhibiting in a solo capacity, which has solidified his reputation in the art world. Born in the city of Beirut, Lebanon, Shant discovered a passion for art around the age of 14. Mr. Beudjekian moved to California in 1995 and received a 4-year bachelor’s degree in fine arts with a minor in Ceramics at Otis College of Art and Design in Los Angeles. He also attended a one-year internship at Rhode Island School of Design in Landscape Architecture, before returning to California to become a full-time artist in the local art communities of Southern California. Mr. Beudjekian has received acceptances from curators and gallery directors in the East Coast. Now living in the West Coast, his work has been exhibited numerous times at the San Diego Art Institute of the Living Artists, Del Mar Art Center, San Diego Hospice and Palliative Care, and Forest and Ocean Gallery in Laguna Beach. His work has been well received at various juried competitions, such as the Bonita Museum, North Park Art Festival, and La Jolla Art Association. Artwork will be on display until November 15, 2024. FUNDING REQUIREMENTS: Pacific Symphony proposes a three-year partnership to bring Symphony in the Cities (SITC) to Newport Beach. Total program costs are $60,000 per concert; however, the proposed funding model involves subsidized funding by Pacific Symphony. The City would be responsible for incremental increases in funding in the following amounts: $30,000 for year one, $45,000 for year two, and $60,000 for year three. The Cultural Arts Division received $30,000 from a Variance and Coastal Development Permit application. These funds could cover the cost of year one of the Pacific Symphony fee. Funding for the Pacific Symphony fee for years two and three would need to be secured as the current annual Cultural Arts programming budget is not able to support these fees with its existing programming events. In addition to the Pacific Symphony fee, funding to cover event insurance, parking attendants, offsite parking, police and park patrol services, janitorial services, and advertising would also be necessary. DISCUSSION: The City Arts Commission presents live music on the Civic Center Green during the summer months. Upon recommendation from the Music and Live Entertainment Ad Hoc Subcommittee, the City Arts Commission selects three bands and three alternates to perform in July, August, and September on the Civic Center Green. For the August 2025 Concert on the Green performance, staff recommends that the City Arts Commission consider and discuss a Pacific Symphony concert proposal. The SITC program offers concerts in local parks performing a mix of classical favorites, popular music, and patriotic tunes. These concerts are led by a member of Pacific Symphony’s conducting staff and features a salute to the armed forces, as well as a pre-concert Musical Playground filled with interactive, hands-on activities for children such as instrument making, joining a drum circle, and learning how to conduct with an experienced maestro. In addition to the funding requirement, staff will need to coordinate with Pacific Symphony to review current site restrictions due to ongoing construction at the Civic Center campus and evaluate the City’s responsibilities and ability to accommodate a performance of this size and scale. BACKGROUND: City Council Policy 1-10, Financial Support for Culture and Arts (ATTACHMENT A), recognizes the importance of promoting culture and the arts within the City. For FY 2024-25, the sum of $30,000 has been budgeted for specific cultural or artistic planning or projects as approved by the City Council. The City Arts Commission has the responsibility to review all programs and requests for support from arts groups and make recommendations for funding to the City Council for final approval. Council Policy 1-10 defines arts groups as those involved in visual, musical, theatre, dance, crafts, performing and literary activities. The City Arts Commission considers the following in order of preference for granting support: 1.Local arts groups located within the City of Newport Beach and offering programs to City residents; 2.Regional arts groups located in Orange County and offering programs to City residents; and 3.Arts groups located in California and performing or offering programs to City residents. Groups not offering programs or services to residents are not eligible for support from the City. ATTACHMENT A: City Council Policy I-10 16 I-10 1 FINANCIAL SUPPORT FOR CULTURE AND ARTS The City Council hereby recognizes the importance of promoting culture and the arts within the City of Newport Beach. A number of individuals and groups have been organized with the express purpose of developing and promoting culture, theatre and the arts. The City would complement these efforts by establishing a Reserve Fund for Culture and Arts that can be used for a) developing a master plan for the promotion of culture and arts; b) acquiring land and/or the construction of facilities to promote culture and arts and; c) instituting other cultural promotion projects. The sum of $55,000 shall be provided each year for specific cultural or artistic planning, promotion and/or construction projects as approved by the City Council. It is the policy of the City of Newport Beach that expenditures from the reserve fund should be matched equally by the community in the form of contributions and donations. In regard to the City's role in financially sponsoring art and cultural events, the City Arts Commission shall review all programs and requests for support from arts groups. The Commission shall forward its recommendations for funding to the City Council for final approval. Any appropriation shall not exceed 50% of the Arts Commissions' annual budget. For the purpose of this policy, arts groups shall be defined as those involved in visual, musical, theatre, dance, crafts, performing and literary activities. The following priorities shall be considered by the Commission. The order of preference for granting support shall be as follows: A.Local arts groups located within the City and offering programs to City residents; B.Regional arts groups located in Orange County and offering programs to City residents; and C.Arts groups located in California and performing or offering programs to City residents. DISCUSSION: The City of Newport Beach maintains two exhibit spaces at the Central Library. The Lobby Gallery in the Central Library has approximately 38 feet of linear wall space designed for two-dimensional pieces of art. Additionally, artists may apply to exhibit three-dimensional works in the two display cabinets that were added to the Central Library display offerings in 2010. The display cases are approximately 24” high x 24” deep x 24” wide. Artists who want their work considered for display submit a completed Application for Review and Consideration of Art. The Library Services Director manages the gallery space. The City Arts Commission’s Art in Public Places Ad Hoc Subcommittee meets periodically to review artist's submissions. Staff notifies artists of acceptance and arranges the staging of the art. At their November meeting, the Art in Public Places Ad Hoc Subcommittee recommended that the work of artists Susan Neas and Hugo Zhang be exhibited subject to City Arts Commission approval. DISCUSSION: The Newport Beach Art Exhibition is a one-day juried exhibition that gives art lovers the opportunity to view and purchase paintings, photography and sculpture created by numerous regional artists. The exhibition will be open to the public from 1 p.m. – 5:30 p.m. Guests will be able to view the artwork, meet the artists and purchase the original artwork on display during the exhibition. A portion of the proceeds from the art sales will fund Newport Beach City Arts Commission programs. The event will include an awards ceremony where City leadership and the City Arts Commission will award first, second, third and “judge’s choice” and “people’s choice” awards. The entry form and artwork specifications will be made available on the City’s Cultural Arts webpage at www.newportbeachca.gov/CulturalArts under “Newport Beach Art Exhibition.” To apply, artists can make a free account on CallForEntry.org (CaFE).
