The Board of Library Trustees meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the
Board of Library Trustees agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public
be allowed to comment on agenda items before the Commission and items not on the agenda but are within the subject matter
jurisdiction of the Board of Library Trustees. The Chair may limit public comments to a reasonable amount of time, generally three
(3) minutes per person.
The public can submit questions and comments in writing for the Board of Library Trustees to consider. Please send them by
email to the Library Services Department at LibraryBoard@newportbeachca.gov by Sunday, November 17, at 5:00 p.m. to give the
Board of Library Trustees time to consider your comments. All emails will be made part of the record.

ABSTRACT:
The Board of Library Trustees will conduct an appeal hearing for the Director’s Decision of “Grandad’s Pride”
by Harry Woodgate.
RECOMMENDATION:
Staff recommends the Board of Library Trustees determine and approve a final resolution to either uphold
or modify the Director’s Decision of “Grandad’s Pride” by Harry Woodgate.
DISCUSSION:
Library Policy NBPL 2 Collection Development Policy, allows patrons with concerns about a specific title in the
collection to submit a “Patron’s Request for Evaluation of Library Resources” form. Staff evaluate the
material, based on the Collection Development Policy and a recommendation is forwarded to the Director
who responds in writing to the patron (“Director’s Decision”). The Library received one “Patron’s Request for
Evaluation of Library Resources” form for “Grandad’s Pride” by Harry Woodgate, and the associated
Director’s Decision resulted in “Grandad’s Pride” remaining in the children’s picture book collection.
If a patron disagrees with the Director’s Decision, the patron may appeal to the Board of Library Trustees for
final resolution. The Library received one “Application for Appeal of Evaluation of Library Resources to the
Board of Library Trustees” for the Director’s Decision of “Grandad’s Pride.”
The Board of Library Trustees will conduct an appeal hearing for the Director’s Decision of “Grandad’s Pride”
by Harry Woodgate and provide final resolution of the matter.
NOTICING:

Thank you for taking the time to express your concern for the book "Grandad's Pride", written and
illustrated by Harry Woodgate. We received your completed Request for Evaluation of Library Resources form and have evaluated the material based on the Newport Beach Public Library Policy
NBPL 2, Collection Development Policy (Policy).
Collection development is based on specific criteria for selection, and the title meets many of these
criteria including community interest and demand, recommendations from professional journals,
reputation and qualification of author, suitability of format, and suitability of subject and style to
intended audience. Furthermore, additional guidelines are considered when evaluating children's
materials, which include age-appropriate subject matter and illustrations, and consideration of the
varied interests, abilities and, maturity levels of the children served. This process ensures a balanced and thoughtful approach.
The book is a sequel to award-winning author and illustrator Harry Woodgate's "Grandad's Camper",
which is in the children's picture book collection of the Newport Beach Public Library. Woodgate is a
Stonewall Book Award Honoree and, as an illustrator, Woodgate won the British Book Awards
Children's Illustrated Book of the Year. "Grandad's Pride" has received multiple accolades, including a 2024 Lambda Literary Award Finalist for LGBTQ+ Children's Books, a 2024 Rainbow List Top 10 Titles for Younger Readers, and the 2024 Gerontological Society of America's Book Award for Best Children's Literature on Aging.
The Newport Beach Public Library uses established tools, such as reviews from trusted sources, to
evaluate whether a book is appropriate for its intended audience. The book received favorable reviews from Publisher's Weekly and School Library Journal and a starred review from Kirkus Reviews indicating it is of particularly high value. These professional review sources profile the book
as suitable for children ages 3-8 or in first through fourth grades, while the Library's purchasing
vendor recommends the book for ages 3-6.
Furthermore, Accelerated Reader, a student reading achievement and assessment tool, established the book level as 3.6. This means the book is written in a way that is understandable to individuals who have reading comprehension skills typical of a student near the middle of third grade. Accelerated Reader also takes into account qualitative factors that include levels of meaning, structure, language conventionality, clarity, and knowledge demands. These elements determine an

Chair Rief opened the item for public comments.
Jim Mosher, Newport Beach resident, commented on Item 3 regarding a patron’s request for evaluation of the book “How Do You Make A Baby?”, located at the Central Library,
and the decision to remove the book from the Library. He found it odd it was removed entirely, and before the appeal period had expired, as the request was for the book to be moved to the adult section where it could potentially be found helpful by adults. Mr. Mosher questioned if removing it was within the Policy guidelines for removing a book.
Chair Rief closed Public Comments.
Motion made by Trustee Lauren Kramer, seconded by Trustee Meghan Murray, and carried 3-0-0-2 (Absent: Castro, Larson) to approve the Consent Calendar Items 1-4 of the August 19, 2024 draft minutes.

6.Mariners Branch UpdateMariners Branch Librarian Alex Johnkins provides the annual overview of MarinersBranch operations.
Mariners Branch Librarian Alex Johnkins reported about the personnel, programs, seed library, and recent building maintenance updates. During a facility maintenance closure, Mariners Branch (Mariners) offered curbside delivery as well as telephone and email reference services. Mariners is utilized by the neighboring elementary school, and part of the branch is closed off during school hours to provide a safe and uninterrupted experience. Branch Librarian Johnkins commented on staff and patron frustration with the removal of children’s books from the branch. He looked forward to the upcoming year with
anticipation of increased patron usage and the continued expansion of library services.

Jim Mosher, Newport Beach resident, commented he uses the Mariners branch frequently and suggested replacing the frosted windows would provide better light and would allow
the staff to monitor the parking lot. It would also be aesthetically improved; private rooms would be beneficial to patrons who use the internet service for Zoom meetings.

Trustee Lauren Kramer commented that she didn’t appreciate the harsh comment about staff removing the book from the Library. The Board seeks and receives community input, they make the final decision on an appeal, and staff carry that decision through.

Chair Rief received and filed the report. 7. Youth Services Update
Branch and Youth Services Coordinator Annika Helmuth will provide an annual overview of Youth Services. Branch and Youth Services Coordinator Annika Helmuth provided the Youth Services annual update. Youth Services provided a variety of services, resources, and materials for children ages 0-12 at the Central Library (Central), Mariners, Balboa Branch (Balboa), and Corona del Mar Branch (CdM). At each location, Youth Services is responsible for planning, preparing, and hosting children's programs including author visits and special events; performing storytimes; selecting and de-selecting materials from the Children's Collection (Collection); providing reference services and readers' advisory; and presenting at community outreach events throughout the year. This year, the primary focus included
increasing early literacy and elementary academic achievement by offering access to a wide variety of materials in the Collection; expanding educational program offerings both for early learning and afterschool age groups (Programs); and expanding outreach efforts
to engage a broader community audience and increase patron usage (Outreach). The Youth Services department is comprised of 10 staff members across the four locations. Recruitment for a part-time Library Assistant at Balboa recently reopened after a
resignation in September 2024. The Collection totals approximately 82,260 titles across all four locations, which is a 1.6% decrease over the previous year but remains consistent with routine selection and deselection processes. Staff continually review and shift materials to ensure adequate room for new items, replacements, and patron requested titles. This review process also ensures quality titles are available and the collection is meeting the needs of our patrons. The Collection sees high and consistent use with 79,461 items circulating a total 484,488 times. CollectionHQ, a data analytics tool, captures the circulation and turnover rate over five points in time. Ninety-six percent of the collection is checked out annually. The Youth Services program continues to expand to meet patron demand. In addition to ongoing weekly storytimes, Youth Services offers several monthly afterschool programs and special events such as the annual National Library Week
celebrations and Summer Reading Program. In the last year, Youth Services increased the number of programs offered to patrons by 47% with staff hosting 892 youth programs over last year's 608 programs. The current early learning program schedule includes nine
weekly storytimes, Sensory Play at CdM, Toy Train Thursdays at Balboa, and daily Stay & Play at all locations. Stay & Play offers patrons meaningful open-ended play opportunities that supports early literacy development, creates a sense of community, and
builds caregiver-child relationships. This year a method for tracking Stay & Play activities was developed. The new data gives staff a quantitative framework for on-going maintenance and needs of the program. Library outreach is an important component of Youth Services. It allows staff to connect with the community while expanding services beyond traditional library spaces. As Youth Services looks towards the upcoming year, the team is focused on prioritizing sustainable growth that meets the interests and demands of the community. By embracing innovation while elevating traditional services,

Youth Services seek to ensure access to essential resources, advance lifelong learning skills, and create spaces where young patrons can continue to explore, grow, and succeed.
Chair Rief commented regarding the robust children’s collections and inquired how the check-out rate for the children’s collection compares to the rest of the Library’s collection.
Library Services Director Hartson answered she didn’t have that figure on hand, but they have a high rate of circulation for all materials in part due to the CollectionHQ program.
Trustee Kramer commented that she utilizes the Children’s Collection the most with her family and thanked Branch and Youth Services Coordinator Annika Helmuth for the professional and informative report. Chair Rief opened the item for public comments. Jim Mosher, Newport Beach resident, commented that he agreed that 96% check out rate is impressive and indicates that staff have selected material that is popular with the children; and inquired about the turnover rate compared to the number of titles available; Mr. Mosher also noted the list of Top Ten Books in the Newport News and asked about the non-circulating items.

Chair Rief received and filed the report. 8. Grant Acceptance from California Library Literacy Services
Staff recommends the Board of Library Trustees approve the acceptance of a grant
from California Library Literacy Services to support the Newport Beach Public
Library’s Project Adult Literacy program.
Library Services Manager Rebecca Lightfoot reported that the Library's Project Adult Literacy program (PAL) offers one-on-one tutoring and small group classes to patrons with low literacy skills. PAL is partially funded by the City's general fund and partially funded
through grants, donations, and the fund raising efforts of Pals4pal. One of the major funding resources is through the California State Library Literacy Services' annual grant program. A grant of $46,594 has been awarded to the Library to support our high-quality
literacy program. The grant funds will be used towards staffing for the program. This portion of the award, $41,935, represents the first distribution from California Library Literacy Services for FY 2024-25. The Library will receive the rest of the grant funds, $4,659, in spring 2025. Staff recommend the acceptance of this grant by the Board of Library Trustees. If accepted, the funds will be allocated into Library Services Literacy accounts. Chair Rief opened the item for public comments. Jim Mosher, Newport Beach resident, inquired if the City had received any state funding other than this grant as State funding is tied into the new Assembly Bill about the collection
development policies.

Library Services Manager Rebecca Lightfoot reported Newport Beach resident Dorothy Arens Ressel left a share of her estate to the Library. A gift in the amount of $15,737.06
will be used to augment the Library's collections at all locations, in all formats, and for all age groups. Patricia Steinmann has donated a gift in the amount of $300. If accepted, the donations will be allocated into Library Materials operating account. Staff recommends the Board of Library Trustees approve the acceptance of donations from the Dorothy Arens Ressel Trust and patron Patricia Steinmann to enhance the Library's materials collection.

Library Services Director Melissa Hartson reported that September was Library card sign up month, and they had a great push for adding patrons. There was a 27% increase from
the prior year. In addition to the normal focus on schools, they invited City Hall employees to tour the Library and explore the resources and programs available, including Library-related apps. Author Chris Epting hosted a “Meet the Author” event for his new book
“When One Hears the Rain” and was involved in launching the first memoir-writing workshop, which has shown a very high demand. The Library received special acknowledgement in the book. Chair Rief opened the item to public comments, there were none.

Trustee update on the most recently attended Library Foundation Board meeting. Chair Rief stated he attended the most recent Foundation Board meeting, and the update
from Jerry included in the agenda was robust, and he offered congratulations to Jerry and the Foundation on the well-attended Bonnie Garmus event. The lectures all seem to be outperforming expectations. Chair Rief opened the item to public comments, there were none. 12. Friends of the Library Liaison Report Trustee update on the most recently attended Friends of the Library Board meeting. Trustee Murray stated everything is going smoothly and the main focus right now is raising
the fee for a lifetime membership to $250, increasing attendance, and increasing revenue. Chair Rief opened the item to public comments, there were none.
13. PALS4pal Liaison Report Trustee update of the PALS4pal Board meeting.
Chair Rief opened the monthly reports to public comments. Chair Rief received and filed all the reports. XI. PUBLIC COMMENTS ON NON-AGENDA ITEMS – Three Minutes per speaker Jim Mosher, Newport Beach Resident, commented about a possible change coming to the Library based on the upcoming Council Agenda in the Consent Calendar, the City is reviewing State required changes with removal of waste. The Library will be required to separate their waste into three categories: Landfill Waste, Recyclables, and Organics. The patrons of the library will have to get their waste into the proper bins, which indicates there will be three containers outside of the libraries starting next year. XII. A patron stopped by admin to suggest the plants be trimmed near the corner where the ramp from the shopping center meets the Library parking lot. She said cars making the left to exit the parking lot can’t see if someone is driving up the ramp, and therefore they often have to make a sudden stop. She feels it would be safer for drivers going in both directions if there is more visibility. The patron did not leave her
contact information, but I told her I would pass along her feedback. Thanks!
[We] all took a good look at the drive up and agreed there was not anything there to address. The issue appears to be more vehicles cutting the corner when leaving our lot and there is not much we can do to address that as the space is limited.
I am with Irvine International Academy and would like to ask for permission to place a box on your property. My school is participating in Love Irvine: Citywide Serve Day by sponsoring a charity project called Help the World See. This project includes collecting used prescription glasses and sunglasses to give to the less fortunate in
developing countries. We would like to place a donation box in your entrance area
from October 12 to November 2. I would greatly appreciate it if you could allow IIA to
put the box, which we are using to collect glasses, on your property.

[I like] the actual building as it allows air and light. The staff is fantastic. Jeremy

I work with the Costa Mesa Historical Society. We found a picture in our collection that is more related to Newport Beach history. It is the 2nd Annual Newport Beach

I am interested in learning more about Mariners Books & Babies that occurs each Tuesday and Mariners Toddler Storytime that occurs each Thursday at the Crean Mariners Branch Library. I noticed online that these programs are funded by the Friends of the Newport Beach Public Library. I see online that you give about $200K per year to the Newport Beach Public Library. Of that expense, how much of that is
given to the Mariners Branch and the above programs? Our nanny recently started
taking our daughter to the Tuesday event, and absolutely loved it! Thank you for
your support of such a wonderful community event. Do you have any funding needs for these program events (supplies, furniture, equipment, books, etc.)? We have a small sum of money we are considering donating for this cause. Thank you.

Staff will be very pleased to hear that they are making an impact within the community by offering this program. I do apologize for the delayed reply. Funding needs for storytimes vary depending on monthly program offerings, and often, storytime programs share resources across all four locations.
As resources and donations are pooled to meet the wide-ranging needs of
programs, there isn’t a set amount allocated to any one storytime. Instead, we
ensure that every contribution is used where it can make them most impact across multiple areas. We appreciate your interest in supporting these wonderful programs. RECOMMENDATION:
Staff recommends the Board of Library Trustees review and approve changes to Library Policy NBPL 1,
Library Use Policy.
DISCUSSION:
The Newport Beach Public Library (Library) is designed for use by all members of the public. Patrons are
expected to respect the rights of other patrons and staff members, and to use the Library for its intended
purposes.
Library Policy NBPL 1, Library Use Policy (Policy) is a carefully formed, broadly stated, written guideline to
ensure public access to the collections, programs, and resources of the Library. The Policy sets
expectations for public behavior to preserve and promote access in a safe and welcoming environment.
It provides a list of prohibited activities, protocol for staff enforcement, and an appeal process for patrons.
As part of the Library’s ongoing review to improve service and address issues, amendments to the Policy
are proposed. In working with the City Attorney’s Office, staff’s recommended changes reflect updates of
terminology, broaden the scope, takes into account patrons’ evolving behavior and use of the facilities,
provides clarification to allow for practical application, and aligns with recent Newport Beach Municipal
Code changes. In addition, minor word edits have been incorporated.
NOTICING:
This agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at
which the Board of Library Trustees considers the item).

Library Use Policy
The Newport Beach Public Library, consisting of the interior and exterior premises of the Central
Library, Mariners Branch, Balboa Branch, and Corona del Mar Branch (collectively, “NBPL” or
individually, “Library”), is open to all members of the general public without restriction. Everyone
has a right to quality library services in an atmosphere that is safe and free of disturbances from
others. Patrons may remain in the Library during posted business hours to use the services and
resources provided they conduct themselves in a lawful, orderly, and considerate manner. Patrons
who engage in any of the designated “prohibited activities” listed in this policy will be asked to stop
such actions, may be asked to leave the Library and may be subject to a suspension of Library
privileges (all access to Library including online services requiring card authentication).
A.Prohibited Activities
1.Smoking in NBPL buildings or within one hundred feet (100’) of all entrances;
2.Sleeping;
3.Occupying furniture in a manner that suggests lounging, as evidenced by lying down on the
furniture, or propping feet on chairs, sofas, or tables;
4.Occupying more than one space when other patrons need accommodating;
5.Eating or drinking food or beverages in areas where eating and drinking are prohibited;
6.Entering or being in the Library without being clothed, including, but not limited to, shirt
and shoes;
7.Wearing cleats, skates, rollerblades or other items that could damage Library property;
8.Using electronic devices or other personal equipment that is disruptive to others including
devices (with or without headphones) set at a volume that is audible to others;
9.Interfering with other patrons’ use of the Library or staff's ability to perform their duties
(e.g., making loud noises, blocking pathway, etc.);
10.Soliciting or collecting funds (except for staff's collection of overdue fines, fees, proceeds of
book sales, rentals, and Library donations);
11.Bringing animals into the Library, except service animals as specified and in compliance with
the Americans with Disabilities Act;
12.Leaving a child unattended (see Children in the Library Policy);
13.Using restrooms for other than intended purposes;
14.Bringing any containers, packages, briefcases, parcels, wheeled backpacks, book carriers or
bundles into the Library which singly or collectively exceed 24”x18”x12”. All items brought
into the Library are subject to inspection;
15.Bringing shopping carts or wheeled conveyances into the Library, with the exception of
wheelchairs and baby strollers/carriages used for the actual transport of a person;
16.Bringing sleeping bags, bed-rolls, or blankets into the Library (blankets for small children are
acceptable);
17.Parking a bicycle or wheeled conveyance in any area other than at a designated bicycle rack;
18.Lack of personal hygiene or use of perfume or fragrance producing odors that interfere with
other patrons’ use of Library facilities or interfere with staff’s ability to perform their duties;

19.Any illegal activity;
20.Any unwanted or threatening behavior toward others, including but not limited to,
harassment, abusive language or gestures, assault, and battery;
21.Engaging in or soliciting any sexual act;
22.Damaging, destroying, tampering with, or theft of Library property;
23.Failure to comply with any warning or request to change or stop conduct in violation of
Library Policy; and
24.Using the NBPL in violation of a suspension assigned under this Policy.
B.Enforcement of Prohibited Activities
1.1st Violation. Staff may address the patron to correct behavior and may instruct the person
to leave the Library for the day unless the patron’s violation of the use policy is deemed
serious enough to result in a suspension of Library privileges.
2.2nd Violation. Staff may address the patron to correct behavior and may instruct the person
to leave the Library for the day. Staff may advise the patron that continued misconduct may
result in suspension of Library privileges for thirty (30) calendar days. A second or
subsequent violation need not be the same as prior violation.
3.3rd Violation. The Library Services Manager or his /her designee (collectively, “Library
Services Manager”), may: (i) instruct the patron to leave the Library for the day; (ii) issue a
suspension of Library privileges (at all NBPL locations) for thirty (30) calendar days; and (iii)
advise the patron that continued misconduct may result in suspension of Library privileges
for up to one (1) year.
4.4th Violation. The Library Services Manager may: (i) instruct the patron to leave the Library
for the day; and (ii) issue a suspension of Library privileges (at all NBPL locations) for up to
one (1) year.
5.Severe Violation. Notwithstanding the progressive penalties in paragraphs B(1)-(4) above,
the Library Services Manager may suspend a patron for up to one (1) year based upon the
nature and severity of any single violation.
C. Notice
All suspensions will be accompanied by written notice and a copy of this Policy, notifying the patron
of his or her specific violations of this Policy, the suspension length, and the right to appeal.
D.Appeal Procedures for Privilege Suspension
1.Filing an Appeal. An appeal may be filed with the Library Director or his/her designee
(collectively, “Library Director”) within ten (10) calendar days following the date a
suspension was issued. Appeal must include the patron’s mailing address or alternative
contact information (e.g., E-mail address, etc.).
2.Scheduling Appeal. The Library Director shall schedule a date within ten
(10) calendar days, or such other time as is mutually agreeable to the parties to hear the
appeal.
3.Notice. The Library Director shall provide written notice to the patron appealing the
suspension of the time, place and date of the appeal meeting.
4.Conduct. The appeal meeting will provide the suspended patron an opportunity to speak
with the Library Director and provide a written and/or verbal response as to why the

suspension should not be enforced. On review, the Library Director may sustain, reverse, or
modify the decision of the Library Services Manager. The Library Director shall decide the
appeal within ten (10) calendar days of the close of the appeal meeting. The Library Director
shall provide written notice of his/her decision to the patron.
5.Appeal to Board of Library Trustees. The patron may appeal the Library Director’s decision
to the Board of Library Trustees within ten (10) calendar days of the Library Director’s
decision. The Board of Library Trustees shall consider the appeal at a regular or special
meeting. The Library Director shall provide the customer appealing a suspension with
written notice of the time, place and date of the scheduled Board of Library Trustees’
meeting at least ten (10) calendar days prior to the date of meeting. At the meeting the
patron, staff and any other affected party may submit verbal and/or written testimony
regarding why the suspension should or should not be enforced. On review, the Board of
Library Trustees may sustain, reverse, or modify the decision of the Library Director. The
Board of Library Trustees may decide the appeal at the conclusion of the meeting or may
take additional time if necessary. The Library Director shall provide written notice of the
Board of Library Trustees’ decision to the patron. The decision of the Board of Library
Trustees is final.
6.Effective Date of Privilege Suspension. A suspension of NBPL privileges shall take effect
immediately and shall remain in effect unless modified or reversed by the Library Director
or the Board of Library Trustees, as applicable.
E.Suspension Violations
Any additional violation(s) of this policy by a patron currently serving a suspension of thirty (30)
calendar days or more shall automatically result in an additional one (1) year suspension.

serious enough to result in a suspension of Library privileges.

to leave the Library for the day. Staff may advise the patron that continued misconduct may
result in suspension of Library privileges for thirty (30) calendar days. A second or
subsequent violation need not be the same as prior violation.

Services Manager”), may: (i) instruct the patron to leave the Library for the day; (ii) issue a
suspension of Library privileges (at all NBPL Library locations) for thirty (30) calendar days;
and (iii) advise the patron that continued misconduct may result in suspension of Library
privileges for up to one (1) year.

Library Use Policy
The Newport Beach Public Library, consisting of the interior and exterior premises of the Central
Library, Mariners Branch, Balboa Branch, and Corona del Mar Branch (collectively “Library”), is open
to all members of the general public without restriction. Everyone has a right to quality library
services in an atmosphere that is safe and free of disturbances from others. Patrons may remain in
the Library during posted business hours to use the services and resources provided they conduct
themselves in a lawful, orderly, and considerate manner. Patrons who engage in any of the
designated “prohibited activities” listed in this policy will be asked to stop such actions, may be
asked to leave the Library and may be subject to a suspension of Library privileges (all access to
Library including online services requiring card authentication).
A.Prohibited Activities
1. Smoking or vaping in Library buildings or within one hundred feet (100’) of all entrances;
2.Sleeping;
3.Occupying space in a manner that suggests lounging, as evidenced by lying down or
propping feet on anything other than footstools;
4.Occupying more than one space;
5.Food or open beverages in areas where eating and drinking are prohibited;
6.Being in the Library without being clothed, including, but not limited to, tops, bottoms, and
shoes;
7.Using roller skates, scooters, skateboards, bicycles, wheeled shoes, or other similar devices
in and/or on Library property;
8.Using devices that are disruptive or set at a volume that is audible to others, with or without
headphones;
9.Interfering with other patrons’ use of the Library or staff's ability to perform their duties
(e.g., making loud noises, blocking pathways, etc.);
10.Soliciting;
11.Bringing animals into the Library, except service animals as specified and in compliance with
the Americans with Disabilities Act;
12.Leaving a child unattended (see Children in the Library Policy);

Staff recommends no substantial changes to the policy. Staff is recommending that the review timeline
be consistent across all Library policies.

Sound Lab Use Policy
1.The Sound Lab is open to valid Newport Beach Public Library (NBPL) cardholders whose

With the Adult Services Coordinator vacancy, staff have taken the opportunity to re-evaluate the current
Administrative Team assignments and responsibilities. Andrew Kachaturian has been reassigned to the
Adult Services Coordinator position. His combination of education and years of experience within the
organization makes him an effective leader overseeing this department.
Distinguished Citizen’s Program
I had the opportunity to speak to the newest class of the Newport Beach Foundation’s Distinguished
Citizen Program. The program is designed to teach participants about the key components that form the
foundation of Newport Beach. I presented an overview of the Library Services Department and
encouraged opportunities for civic engagement as it relates to the Library.

Newport Beach Film Festival
The Newport Beach Film Festival, which celebrated its 25th anniversary in October, is always a popular
local event. The Library had their calendar of events for patrons as well as a popular display of
independent films during the festival’s run.
Programming
In October, the Library continued The Writers Workshop, the new twice-a-month writers’ group which
remains full each session. We also offered the popular Storytellers 2.0 which is the next level writing series
offered to participants who have completed the original Storytellers Writing series.
For the October Sunday Musicale, we welcomed back The Latsos Piano Duo which was well-received with
152 patrons in attendance.
ANNIKA HELMUTH, BRANCH AND YOUTH SERVICES COORDINATOR
Branch Activities
Halloween activities were popular at the branches this month. At Mariners Branch (Mariners), a
Halloween Hunt drew the participation of 223 children. A scary good time was had by all at Balboa
Branch’s (Balboa) Spooky Stories. And Corona del Mar Branch (CdM) held a Día de los Muertos craft
program.
Youth Services
October brought several exciting programs to the Central Library. Award-winning children’s illustrator
Robin Preiss Glasser visited early in the month to share her new book, The Verts, written by Ann Patchett.
A Coding for Kids 4-week workshop was well-attended and informative. Makerspace, STEAM Lab,
Crafternoon, and Middle Grade Book Club all brought steady attendance. Family Clay Day saw an
impressive afterschool turnout with 109 participants. And to close out the month, over 200 patrons joined
us for our annual Halloween party. Children most enjoyed trick-or-treating throughout the Library.
Also in October, the Mayor’s Youth Council, an unpaid internship program run by the City’s Recreation
and Senior Services Department, held its first meeting of the school year. The program serves as a forum
for students to express their opinions, creativity, and civic mindedness through education, service, and
outreach. Branch and Youth Services Coordinator Annika Helmuth is serving as a mentor in the program
for the third consecutive year.
Class Visits
First-grade students from Harbor View Elementary School and Andersen Elementary School visited the
Central Library on October 23 and October 25 respectively. Students from Orangewood Academy School
also visited the Central Library in October.
Outreach
Early in the month, staff presented to the Newport Harbor High School International Baccalaureate
Business Students. Sixty-two students received database instruction relevant to their ongoing research
and had an opportunity to receive library cards. Staff also attended the Newport-Mesa Unified School
District’s College and Career Night. Staff spoke with teens and their families about volunteer
opportunities, college prep workshops, and issued library cards.

On Saturday, October 19, staff participated in the Andersen DEANS Fall Faire. Almost 300 students visited
the Library’s table to learn about library services, spin the prize wheel, and earn themed prizes. And at
the end of the month, Mariners staff participated in the City’s annual Halloween Spooktacular at Mariners
Park. A record 1,078 community members stopped by the Library’s Trunk-or-Treat display to play games,
get treats, and learn about Library services.
Special Programs
The CdM annual Fire Station Storytime was another tremendous success with 239 in attendance. In
partnership with Fire Station 5, fire captains, paramedic and firefighters, and fire engineers joined the
reading, singing, and dancing fun. After each storytime, participants received a tour of Station 5 along
with a presentation of the fire truck and gear. We look forward to continued collaborations that make
such a positive impact on the community.
Teen Services
October’s Young Adult Advisory Council (YAAC) meeting featured a guest speaker that taught stress relief
techniques, lead a discussion on types of stress, and then put stress relief ideas into practice. Activities
included journal prompts, aromatherapy, and a guided meditation. The teens were thankful for the focus
on mental health and many parents commented on how important stress relief was for their teens.
In partnership with Collegewise, a How to Pay for College seminar for teens and parents was held on
October 30.
Training
Several staff completed the City's Payment Card Industry Data Security Standards training, an annual
training aimed to reduce credit card fraud.

The Central Library is currently recruiting for four Library Page positions.
Facilities
A new catalog stand was installed in the Central Library lobby thanks to a generous gift from the Newport
Beach Public Library Foundation. This replaces two computers that were hanging on the wall which were
becoming problematic to keep in place.
Electrical work is in progress at Mariners Branch to repair some issues with exterior lighting along the
building. Most issues have already been resolved. Interior lighting in the Children’s room has been
repaired.

Re: Library Foundation Report
1. The monthly Board Meeting was held on November 12, following the Beam Signing event in the construction site.
a. The Board approved the IRS Reporting Form 990 and California 199. Once both forms are filed with the requisite government agencies, the IRS 990 will be posted on the Foundation’s website under the Financial Responsibility tab along with the FY2024 audit.
i. One of the reasons the Foundation has a Platinum Transparency certificate is because of its practice of posting the audit and 990 on its site.
ii. The Foundation only posts the public version of the 990 which excludes specific donor information and amounts.
iii. The audit and 990 will look unusual because we are required to include all contributions to the Witte Hall Capital Campaign.
1. Contributions to the Library and to Witte Hall are included on Schedule I of the 990 as “Grants to Government Agencies.”
2. The Foundation will no longer be using the term “Wish List” for the annual grant request from the Library. These contributions are technically grants to a government agency and grant is the term we will now be using.
b. Three new committee members were approved by the Board: Dani Gold (Witte), Alex Chen and Kristin Statton (Development).
c. Adrian Windsor was re-elected to the Board of Directors and will be chairing the Development
Committee.
d. The next Foundation Board meeting is scheduled for Monday, January 9, 2025. There will be a Board social event on the December meeting date, but no formal meeting.
2. The Beam Signing event for the “Topping Off” beam was held on November 12 at 2pm. In attendance were two Trustees, five Councilmembers, numerous City Officials, and donors at

whose giving level will have their names on the donor Wall in the Woolsey Lobby ($25,000 and up).
a.It was announced at the event that the Foundation has received a $500,000 matching giftchallenge from an anonymous donor that will match $1 to $1 all new and increased giftsbeginning on November 12 until the match is made.
3.The Pals4pal organization is still working with the California Attorney General on its dissolution.We anticipate that it would be final in November. The Foundation has filed all necessarydocuments for the transition.
4. Programming—Friends Room: As AMG, the contractor for Witte Hall, may begin deconstructionof the Bamboo Courtyard in April, the construction superintendent and Eddie Flores havedeveloped a plan that will allow the Friends Room to be used for programs through April. We maystill have to move programs scheduled for May--Medicine in Our Backyard and the FinanceWorkshops, which average 70-80 people each--to another site, most probably the CommunityRoom. Kunga is working on that scheduling. However, if the Courtyard (de-) construction isdelayed until June, we can hold those events in the Friends Room. Note that once constructionstarts on the Courtyard capacity in the Friends Room will be significantly curtailed.
5.There are 134 season passes purchased for Library Live and 200 combined for the WitteLectures Friday and Saturday presentations.
a.There were 381 single tickets sold for the Bonnie Garmus Library Live on the Green (515
tickets sold including season Passes.).
b.Rosanna Xia had 78 single tickets sold (202 sold tickets including season passes)
i.Javier Zamora--170 total sold (including season passes)
ii.Viet Thanh Nguyen—164 total sold (including season passes)
iii.We have sold 209 single tickets for the Witte series, which begins on January 24 withBret Stephens.
6.The free Medicine in Our Backyard series, presented with our partner UCI Health, will present itsfinal lecture on November 18, Understanding Headaches: Identifying Triggers and MasteringRelief Strategies. The lectures are very well attended and received with over 80 in attendance.
7.The free Book Discussion Group has over 40 readers attending. The November book was Jamesby Percival Everett, a retelling of the story from Jim’s view. The final Discussion Group for 2024The Liar’s Dictionary by Eley Williams.
8. The Spring 2025 Financial Literacy Workshops focus on estate planning.
9.The free Spotlight on Science opened on October 16 with UCI scientist and professor JackBrouwer speaking about hydrogen as an energy source. The two Spring Spotlight will be onCRISPR (gene editing) and earthquakes.
10.The Foundation has now raised $9.55 million in gifts and gift commitments toward its $12 million
goal, which is 50% of the cost of the construction of Witte Hall.
