To the best of our knowledge there are no existing utilities except as shown on these plans. The contractor is required to take due precautionary measures to protect the utilities shown and any other lines or structures not shown on these plans. All contractors and subcontractors performing work shown on or related to these plans shall conduct their operations so that all employees are provided a safe place to work and the public is protected. All work shall conform to the Standard Specifications for Public Works Construction, 1979 Edition; the 1981 Standard Specifications of the State of California, Department of Transportation; the Orange County Environmental Management Agency Standard Plans, and the current State Manual of Warning Signs, Lights and Devices for Use in Work Upon Highways, each of the most recent date adopted by Ehe Board of Supervisors; and the City of Newport Beach Standard S µecial Provisions and Standard_ Drawings. 2. A-II street stationing refers to centerline of street. 3. Engineer shall mean the Assistant Director, EMA Development of Orange County, the City Engineer of the City of Newport Beach, or their authorized agents acting within the scope of their authority. 4. The Developer shall obtain an encroachment permit from EMA, Regulation, prior to installation of street improve- ments, utilities, or other improvements within the County of Orange. 5. The Developer shall telephone EMA, Development at least 24 hours prior to starting construction work subject to EMA, Development inspection at 834-3488. 6. All underground utilities shall be installed prior to surfacing of streets. The installation of all underground facilities crossing existing arterial highways requires boring or jacking, unless otherwise approved by the Assistanl Director, EMA Development. 7. Corresponding State of California test methods may be substituted for designated AS TM test methods for work subject to EMA, Development inspection except as noted in No. 9. 8. Laboratory Maximum Density tests for work subject to EMA, Development inspection shall be per Method 2 of Section 211-2.1. The correction for oversize material as stated in Test Method No. Cal1fornia 216 shall be replaced with Note 2 of ASTM Dl557. Laboratory Maximum Density tests for work under a grading permit shall conform to the requirements of the Grading and Excavation Code.· • 9. Structural section requirements shall be determined by EMA's Materials Engineer. Subgrade compaction require- ments recommended by the project Soils Engineer may be modified by the EMA's Materials Engineer when necessary for structural section design: Structural section requirements for commercial or industrial drivew·ays and parking areas subject to the inspection of EMA Regulation shall be approved in accordance with the requirements of the Grading and Excavation Code. 10. Advertising signs will not be permitted within street right of way per Orange County Codified Ordinance 6-1-69. 11. Joins ·between new pavement and existing pavement shall be made by saw cutting existing pavement to effect a neat join or by feathering new asphalt concrete over existing, all as directed by the Engineer. 12. The Contractor shall notify the Design Engineer at 549-2222 after placement of forms and prior to placing any concrete for curb and gutter so that the form location can be checked to assure its compatibility with existing construction. Twenty-four (24) hours advance notice must be given and any concrete placed without prior approval from the Design Engineer's Office will be "the sole responsibility of the job Contractor. 13. Developer shall ~aintain adjacent streets in a neat, safe, clean and sanitary conditioi1_ at all times and to the satisfaction of County's inspector. The adjacent streets shall be kept clean of debris, with dust and other nuisance being controlled at all times. Developer shall be responsible for any clean up on adjacent streets affected by his construction. Method of street cleaning shall be by dry sweeping of all paved areas. 14. All concrete sidewalks or curbs shall be saw-cut to the nearest transverse score mark of adjustable control joint or weakened plane joint and replaced in conformance with the applicable provisions of the Orange County Standard Street and Highway Plans and Standard Specifications. 15. Traffic shall be maintained at all times and shall be protected with adequate barricades, lights, signs and warning devices as per the current State of California, Department of Transportation Manual of Traffic Controls, and to the directions of the EMA Field Inspector. 16. A minimum of one (1) PAVED LANE SHALL be provided for traffic in EACH DIRECTION. In addition, a minimum clearance of two feet (2') adjacent to any surface obstruction and a five-foot (5') clearance between the excavation and the traveled way, shall be maintained. 17.
