Page 2 A. Approval of Minutes of November 14, 2024, City Arts Commission Meeting 1. Draft of 11/14/24 Minutes Chair Kandel requested edits, changes, or deletions of the minutes, there were none. B. Consent Calendar Items 2. Financial Report Review of financial information. 3. Cultural Arts Activities Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and services. Chair Kandel opened the Consent Calendar for public comment, there were none.
Motion made by Commissioner Vanessa Moore, seconded by Chair Melissa Kandel, to accept the Consent Calendar and carried 5-0-0-2 (with Commissioners Blom and Ignatin
absent) VII. CURRENT BUSINESS A. Items for Review and Possible Action 4. Proposal for a Poet Laureate Pilot Program in Newport Beach
The City Arts Commission will review and discuss the Music and Live Entertainment
Ad Hoc Subcommittee suggestions for creating a Poet Laureate Pilot Program.
Director Hartson reported on the proposal for a Poet Laureate Pilot Program based on Gianna D’Egidio’s submission to the Music and Live Entertainment subcommittee. In reviewing the proposal, the subcommittee suggested including poetry performances at City Arts Commission events and possibly introducing a student poetry contest. Commissioner George inquired if there is a cost for the program and if there is any budget involved. Library Services Director Hartson responded that currently the financial cost appeared to be minimal, there would be no honorariums paid, and minimal cost for
advertising the contest. There is a small amount of extra money available in the budget for such expenditures.
Chair Kandel explained that whoever took the lead for the program would also be in charge of spearheading the poetry contest. The Commission would have a role but would not be the ones administering the contest. Commissioner Moore asked if it could also be incorporated into readings at the libraries. Chair Kandel stated that it could potentially grow into a larger program, they were first interested in seeing how it unfolded during the first year. Chair Kandel opened public comment.

Page 3 Gianna D’Egidio, Newport Beach resident, thanked the Commission for considering the proposal and respecting the role of poets within the city. Poetry has been an important
way to preserve stories and art culture, she appreciates the Commission recognizing that and moving forward with the program. She is available for involvement if the Commission is interested in her assistance. Chair Kandel closed public comment. B. Monthly Reports 5. Art in Public Places Ad Hoc Subcommittee Vice Chair Blom, Commissioner Flanagan, Commissioner Moore Commissioner Moore reported the subcommittee reached out to the artists that were not approved and asked them to submit more work if they were interested in doing so.
6. Music and Live Entertainment Ad Hoc Subcommittee Chair Kandel, Secretary Ignatin, Commissioner Flanagan
Chair Kandel stated the subcommittee is in the process of reviewing the submissions that were provided by Cultural Arts Assistant Escareal-Garcia, they will set a meeting date and return to the Commission at a future date.
7. Cultural Arts Grants Ad Hoc Subcommittee Vice Chair Blom, Commissioner Kaufman, Commissioner Moore Commissioner Moore reported the committee had been working on submitting information to different art groups around the city to better gage interest in applying for grants. They are waiting to hear if there is an option for Newport Theatre Arts Center to apply for grant funding. The theater had been previously denied from applying for grants because it is on City property, which may be against policy for requesting additional funds. The Commission is welcome to provide feedback on any specific organizations that they know may have an interest. All Arts Commissioners can reach out to organizations to apply, the
subcommittee is not a screening panel for outreach. 8. Newport Beach Art Exhibition Ad Hoc Subcommittee
Commissioner George, Commissioner Kaufman, Commissioner Moore Commissioner Moore stated there is nothing to report until after the new year. 9. Public Relations and Marketing Ad Hoc Subcommittee Chair Kandel, Vice Chair Blom, Secretary Ignatin Chair Kandel stated there is nothing to report until after the first of the year. 10. Sculpture Exhibition Ad Hoc Subcommittee Chair Kandel, Vice Chair Blom, Secretary Ignatin Chair Kandel stated there is nothing to report.

Commissioner Kaufman stated there is nothing current to report. 12. Newport Beach Arts Foundation (NBAF) Liaison Commissioner Moore Commissioner Moore reported they canceled their meeting, there is nothing to report. 13. Historical Resources Liaison Vice Chair Blom
Chair Kandel reported that the Historical Society hired a marketing agency to help look into more events and more sponsorships. Potentially there will be more events coming from their group.
Chair Kandel opened each item for Public Comment and there were none. IX. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION, OR REPORT (NON-DISCUSSION ITEM)
Commissioner Moore attended the General Plan meeting; the General Plan website has been updated and they are still seeking input and feedback on where the community sees the Arts and Historical resources in fifty years. Commissioner Kaufman inquired if they still planned to apply the ten thousand dollars restricted funds on a future agenda. Chair Kandel responded that it would be added to an agenda on a date uncertain. Director Hartson stated that she is looking into it and would connect with Commissioner Kaufman after the meeting. X.
