RE. City Council Session of March 11, 2025- Item 4. On the Agenda Consent Calendar re.
Mayor Stapleton, Mayor Protem Kleiman and Members of the Council:
We understand that the City Council is bringing forward an Ordinance regarding Expansion of the
Safety Enhancement Zone and Increased Enforcement Measures during designated holidays.
We support the idea of increasing the geographic scope and enforcement measures--- long overdue
and much needed and appreciated.
As residents in the Central Balboa Peninsula and Peninsula Point, we assume that the City will afford
the same level of service and protection to these residential communities as it proposes to extend to
Corona del Mar and West Newport.
We request the City's public clarification and confirmation that it will provide the same level of
service and protection to Central Balboa Peninsula and Peninsula Point ,including the consistent and
equitable application of the proposed amended Ordinance to the above -mentioned impacted
residential communities.

City Council Members/ City Manager Grace Leung Re. May 5th 2025 LETTER for proposed CDM Enhancement
Zone
Dear members of NPB City Council,
Reading your letter, my first thought was of sadness that we find ourselves in a corner needing to legislate morality.
Could common sense and courtesy finally have faded leaving us no longer able or willing to take care of each other?
The letter named three holidays to be respected. which begs the question: "when are the times that it's ok to run
rampant and out of control?"
And if we broaden the control en masse, where does the control end?" (it's a slippery path, perhaps one that needs
to betaken? idk).
All to say .... looks like we are headed down this road of control with punitive measures so why not go all in and
expand to 365 days every year, This will send a much stronger message, leaving little doubt that the City wishes a
peaceful place for all and those who don't or are unable to `behave' will be prosecuted.
