To design an unrestrairied retaining structure, such as a cantilever wall, the active earth pressure may be used. For a restrained retai.n.lng structure, such as a basement wall or -restrained wall comers, the at~rest pressure should be used. Passive pressure is used to compute lateral soils resistance developed against lateral structural movement. Further, for sliding resistance,, the friction coefficient of 0.35 may be used at the concrete and soil interface. In combining the total lateral resistance, either the passive pressure or the friction of resistance should be reduced by 50 percent. In addition, the paisive resistance is taken into account only if it is ensured that the soil against embedded structures will remain intact with time. Bearing Capacity The sizing of the light pole shallow foundations, if used, may be based on an allowable bearing capacity of 1,800 psf for a 12-inch-wide footing embedded 12 inches below the nearest adjacent grade. This may be increasetl by 300 psf for every additional foot of width and/or embedment depth up to a maximwn of 4,000 psf. 1be allowable bearing pressure may be increa~ed by one- third for wind or seismic loading. The coefficient of resistance of 0.35 against slicling for concrete in contact v.ith native soil may be used. Cement Type Based on previous laboratory testing and our experience with the onsite soils, we anticipate that soluble sulfate content of the near.surface soils to he in the "negligible'' range per ACI 318, Table 4.3.L Thus, Type II cement is considered suitable for concrete in contact with onsite soils. Surface Drainage Inadequate control of run-off water or heavy irrigation after-development of the site may result in nuisance groundwater conditions. Maintaining adequate surface drainage, proper dispcisal of run-off water, and control of irrigation will help reduce the potential for future moisture-related problems and differential movements from soil heave/settlement. Surface drainage should be carefully taken into consideration during grading, landscaping, and building construction. Positive surface drainage should be provided to direct surface water away from structures and slopes_and toward the street or suitable drainage devices. Based on our review of the plans, the proposed precise grading at the site consists of cuts and fills on the order of less than l foot to establish the design grades. The precise grading operations will indude reconfiguration of the existing parking lot and access from San Miguel, adjacent to Roy's and Fleming's restaurants. The reconfiguration and improvements include removing several sidewalk areas, asphalt concrete paving and asphalt concrete grind and overlay throughout the parking lot. CONCLUSION ANO RECOMMENDATIONS Additional geotechnica! recommendations for design of nonstructural ex.terior concrete elements constructed over expansive soils also need to be considered. Exterior concrete elements are susceptible to lifting and cracking when constructed over expansive soils. Based upon our prior experience at the subject site, we anticipate that the majority of the onsite soils at the completion of grading should have expansion potentials generally in the "Low" and "Medium" ranges." The following table provides our recommendations. The "Medium" category is preliminarily recommended for this site. Based on our review of the subject plans and our prior knowledge of the adjacent areas, we conclude that the proposed improvements are considered suitable from a grote.chnical vi~i.nt, provided the recommendations presented in this report are implemented during design, grading and construction of the proposed improvements. The following recommendations are considered minimum and may be superseded by more ·stringent requirements of the governing agencies and the project design team. Remedial Removals/Excavations The demo[ition operations at the sit.e include removal of portions of the existing pavement sections within the parking lot and access road areas a..~ shown on Sheet C4 of the precise grading plan. Modifications/removal of existing sidewalk and planter areas are also proposed. The bottom of the excavations is anticipated to expose native soils or old fill materials. Following completion of the demolition operations,• the native soils and/or old fill materials should be evaluated by the geotechnical consultBnt 'to verify that the subgrade materials are considered suitable for support of the proposed improvements. The sub grade soils, if necessary, should be additionally over-excavated to ensure uniform subgrade conditions wiU be exposed at the site. The subgrade soils should then be scarified to a minimum depth of 6 inches, moisture~ conditioned to above optimum moisture content, and compacted prior to placement of any additional fill or start of construction. General Earthwork and Grading Specifications Grading and excavations should be perfom1ed in accordance with the city of Newport Beach grading code and tb.e recommendations in this report. Clearing and grubbing of the site should include landscaping, llllscetlaneous trash and debris, and disposal of the deleterious material offsite. After removals, the bottoms should be scarified and moisture--conditioned prior to placement of fill. Paved areas should be provided with adequate drainage devices, gradients, and curbing to prevent run•offflowing from paved areas onto adjacent unpaved areas. Maintaining adequate sutface drainage away from structures also enhances the perfonnance of foundations, 'The minimum gradient within 5 feet of the building will depend upon surface landscaping. In general, we suggest that unpaved lawn and landscape areas have a minimum gradient of 2 percent away from structures. Aggregate base materials should be placed in 6-to 8-incb. loose lifts, moisture-conclitioned as necessary, and compacted to a minimum of95 percent relative compaction (per ASTM D 1557). Provisions should be made to drain excess irrigation water from the planters without saturating the subgrade below or adjacent to the planters. Raised planter boxes may be drained with weep holes. Deep planters (such as the palm tree planters) should be drained with below-ground, water~tight drainage lines connected to a suitable outlet.
