Also, we have been informed by Paul Sobek, the building inspector, that you have continued work, more than the scheduled concrete pour, without the benefit of an encroachment permit. Please send your contractor to obtain said permit by 9 am tomorrow, March l, 2016 or the project will receive a STOP WORK notice. Please note that the City has received a complaint about the work area being messy. Please direct your contractor to clean up the site. FYI, the fee that Susan Mccourt gave CMSD was $6 with everything else waived, including the bond. We have met with the new property owner and discussed an exercise schedule that works with his schedule. The site is ready for footing inspection and we have a memo from the soils engineer. We are working on the other items you have requested. Said encroachment permit will be issued so that the City can inspect the work. The agreement will be processed, now that we know what is being constructed, through our City attorney's office. If the City Attorney's office deems that this item needs City Council approval, staff will prepare the report to submit for approval. If City Council denies the request, you shall remove the structure. 2 Please do not misinterpret the City's willingness to work with you, in issuing a permit. Note that because the work was started without the benefit of an encroachment permit and an encroachment agreement, ALL WORK IS AT YOUR RISK. If any of the existing work that was done, prior to issuance of permit is deemed substandard, your contractor will remove and reconstruct as directed by the Public Works and Building inspectors. As far as the split-faced wall is concerned, please revise your approved plans to show what you are proposing prior to installation. Keep in mind that the split-faced blocks were required as a way to dampen the noise. We need to be insured that removing the split-faced block will not increase the noise output. Please have your contractor reference encroachment permit N2016-0106 and bring in the following: • Encroachment Permit Application • Two (2) sets of the approved plans • Contractor License • City Business License Number • Fee ($3,941.00) If you know when your contractor will be in, please let me know so I can make myself available to assist him. Pursuant to Municipal Code 13.20, all new facilities shall be undergrounded whenever and wherever feasible. However, the Department Director may issue a waiver of the undergrounding requirement through an approved encroachment permit. Staff recommend approval of said project due to the following findings: • The proposed project location is not an underground district and there are other above ground facilities nearby. • There are storm drain lines within the proposed area that would be impacted if the enclosure were to be undergrounded. • CMSD is a utility company that provides wastewater services, an essential utility, to the public. • Said generator will be servicing CMSD's existing pump station located at the corner of Irvine Avenue and 23rd Street and will increase the quality of utility service by providing continuous wastewater service to Newport Beach residents, especially during power outages. By providing continuous service, said generator will prevent wastewater spills into the nearby Upper Newport Beach, an environmentally sensitive receiving body of water. • Said project will promote public health, welfare and safety. • The location of said enclosure is such that the City would be able to install a public sidewalk in the future, if needed. • The project is consistent with Council Policy L-6, section C, item 5. 1 • CMSD has agreed to enter into an encroachment agreement with the City for maintenance of their generator and enclosure. • Plans have been reviewed and approved through the City's plan check process under plan check #0907-2015 (2141 (PS) Indian Spring Lane). Please let me know whether or not you agree. If so, I will proceed with the issuance of encroachment permit and preparation of an encroachment agreement. Earth Load Resistance Lateral load resistance for the spread footings will be developed by passive soil pressure against sides of footings below grade and by friction acting at the base of the concrete footings bearing an compacted fill. An o/lowoble passive pressure of 250 psf per foot of depth may be used for design purposes. An allowable coefficient of friction 0.30 may be used for dead and sustained live load forces to compute the frictional resistance of the footings constructed directly on compacted fill. Safety factors of 2. 0 and 1.5 have been incorporated in development of ol/owoble passive and frictional resistance values, respectively. Under seismic and wind loading conditions, the possive pressure and frictional resistance may be increased by one-third. Lateral Earth Pressures The earth pressure behind retaining walls depends primarily on the allowob(e wall movement, wall inclination, type af backfill materials, bocl<fill slopes, surcharges, and any hydrostatic pressure. The potential pressure components of subterranean walls include a un,rorm surcharge pressures far traffic or surcharges, active and restrained horizontal pressure components, and pressures from compaction effort. Walls below grade should be designed to resist the applicable lal@rcrl earth pressures. On-site soil materials may be used os backfill behind retaining walls; however, these ansite soils are low expansive. Therefore, if these materials are used as bock'fi/1, at-rest earth pressures of 60 pcf and 95 pounds per cubic foot (equivalent fluid pressures) far drained and undrained conditions should be used, respectively. All walls should be designed to support any adjacent structural surcharge loads imposed by other nearby walls or footings in addition to the above recommended active and at-rest earth pressures. Where sufficient area exists behind the proposed walls, imported clean sand exhib/fing a sand equivalent value (SE) of 30 or greater, or pea gravel or crushed rock may be' used for wall backfill to reduce the lateral earth pressures provided these granular backfiil materials extend behind the wails to a minimum horizon to/ distance equal to one-half the wall height. In addition, the sand, pea gravel or rnck backfill materials should extend behind the walls to a minimum horizontal distance of 2 . tei>t .df-'th'l!i5ase of the wall or to a horizontal distance equol to the heel width of the footing, whichever is greater. For the above conditions, at-rest earth pressures equivalent to fluids having densities of 45 p.c.f for drained and 80 p.c. f for undrained conditions are recommended for design of restrained walls supporting a level backfill. Furthermore, as with native soil backfill, the walls should be designed to support any adjacent structural surcharge lo<;ds imposed by other nearby walls or footings in addition to the above recommend~d active and at-rest earth pressures, if the loads fall within a 1: 1 projection of wall foundations. In addition to the above-mentioned lateral earth pressures, subterranean building walls more than 6 feet higher than the opposite wolf should be designed to support a seismic active pressure. The recommended seismic active pressure distribution on the wall is if/ustro(ed in the following diagram with the pressure equoi to 10H pounds per square foat, where H 1s the wall height in feet or the difference in wall height between the building wall and the opposite building wall. Slab on Grode ft is recommended that alt footings should be reinforced with at feast 4 number 5 bars, 2 at the top and 2 at the bottom. The slobs on grade should be at least 5 inches thick and be reinforced with Number 4 bars at 12 inches on center. This should be underlain by a moisture barrier. The moisture barrier should consist of 2 inches of clean, medium to coarse sand placed above a 10 mn poly vinyl chloride sheet or comparable impervious material. AU joints shall be mode so as to preserve the impervious character. Excavation Difficulty Based on our field exploration program, earthwork can be performed with conventional construction equipment. The short--term stability of excavation depends on many factors, including slope angle, engineering characteristics of the subsoil, height of the excavation and length of time the excavation remains unsupported ond exposed to equipment vibrations, rainfall and desiccation. Where space permits, and providing that adjacent facilities are adequately supported, open excavations may be considered. In general, unsupported slopes for temporary constnic:tion excavatidns should not be expected to stand at on inciination steeper than 1; 1 (horizontal: vertical). Surcharge loads should be kept away 'from the top of temporary excavations a horizontal distance of 10 feet or half the excavation depth, whichever is greater. Sloughing or raveling of the surface of the temporary excavatJons may occur and workmen should be adequately pr6tected from_-such _occurrences. Surface drainage should be controlled along the top of temporary excavations to preclude wetting of the soils and erosion of the excavation faces. Even with the implementation of the above recommendations, sloughing of the surface of the temporary excavations may still occur, and workmen should l)e adequately protected from such sloughing. Temporary Shoring Based on the anticipated depths of excavations of approximately 10 feet below ground surface for construction of the basement walls, it appears that there may be insufficient space for, sloped excavations in all areas of the site. In these areas shoring should be used lo support the excavations. Cantilever er braced shoring may be considered at this site. Cantilevered shoring can be utilized where some deflection is acceptable. However, where shoring will support adjacent improvements or facilities and excessive deflection can lead to settlement, braced shoring should be utilized. Settlement of structures or facilities founded adjacent to the shoring will occur in proportion to both the distance between the shoring and the facilities, and the amount of horitantal de'flectian of the shoring system. The vertical seltlemen t wm be a maximum ot the shoring face and decrease os the horizontal distonce from the shoring increases. Beyond a distance from the shoring equo/ to the height af the shoring, the settlement is expected to be negiigible. The maximum vertical settlement is expected to be about 75 percent of the horizontal defieclion of the shoring system. Prior to excavation, it is recommended that wolls, structures, or -portions of structures within d horizontal distance of 1.5 times the depth of the excavation be inspected to determine their present condition. For documen totion purposes, photographs should be taken of preconstruction distress conditions and level surveys of adjacent grade and pavement should be performed. During construction, deflection oi the shoring system should be monitored initialiy on a frequent (weekly) basis until it can be demonstrated that no movemer, t is occurring. At that time, less frequent monitoring con be performed. In addition, the structures should be periodically inspected for signs of disfress. Adjacent grade and pavement should be monitored to determine the amount of movement resulting from the construction activities. fn the event that distress or settlement is noted, on investigation should be performed and correction measures token so that continued or worsened distress or settlement is mitigated. Temporary lateral Earth Pressures Cantilever or braced shoring should be designed for the lateral earth pressures shown on Prate "TSS". These values are based on the assumption that (1) the shored soil material is level at ground surfoce, (2) the exposed height of the shoring is fess than 20 feet, (.3) there are no hydrostatic pressures above the bottom of excavation, and ( 4) the shoring is temporary, and will not be required to support the soil longer than six months. Surcharge coefficients of 0 . .3 and 0.5 may be used with uniform vertical surcharges for cant/lever and braced shoring lateral earth pressures, respectively. These surcharge pressures should be added to the lateral earth pressures (Plate "TSS") for design. Soldier Piles and Lagging For the design of soldier piles spaced at least 2.5 diameters on centers, allowable lateral bearing values (passive values) ore provided in Plate "TSS". Soldier i,iles spaced less than 2.5 diameters on center should be designed based upon the allowable passive values recommended for sheet piles in Subsection 9.4.1. Passive resistance should be discounted to a depth of at least one diameter of the soldier plle below the lowest adjacent excavation ievel, as shown on Plate "TSS". The above lateral bearing values incorporote a factor of safety of 2.0. For drilled soldier piles, the portion of the piles below the lowest excavated level should be concreted to provide firm contact between the pile and supporting soils. To develop firm contact between the upper portion of the shoring and the retained soils, the upper portion of the soldier pile excavation should be filled with a lean mix concrete or sand-cement slurry. To limit sloughing and caving of the site soils, it is recommended that lagging or gunite be used between soldier piles. All lumber to be left in the ground should be pressure-treated in accordance with Specification C-2 of the American Wood Preserves Association (AWPA). Grading Prior to the controlled gn,ding operations, the construction area should be stripped of oil vegetation that is present and the debris removed from the site or stockpiled and mulched for later use in the planter areas. The footings must be supported on a pod of compacted soil thai is at least 1.5 feet thick and tested to 90%. All loose, porous, soft and fill soil found during grading must be removed to firm native soil and replaced as compacted soil at 90%. If soft, wet soil pumping occurs it is advisable to bridge !he bottom with o crushed or angular 1-inch rock layer ot least 2 feet thick. Note that in no case should crushed miscellaneous base or washed rounded rock be utilized, A sieve analysis must be run by this office prior to import. The densification of the rock should be ,:,bserved/probed and approved by a representative of this office; in such coses lightweight track equfpmm,t is recommended. Clean on site soils may be utilized as fill material. Imported fifl soil should be predominantly granular, non-expansive ond capable of developing the bearing strength required for the project. Compaction Standard: A.S. T.M. 0-1557-02. Water-soluble sulphate content will be determined at the conclusion of the grading if requested by the client or required by the approving agencies. Because o! the limited spaces that are frequently available for installation, it has become apparent that exception (2) would be beneficial for many residential and commercial installations With that in mind. Generac contracted with an independent testing labora1ory to run full scale fire tests to assure that the Generac enoiosum would not ignite combuslible materials oulside the enclosure. The criteria was to determine the worst case lire scenario within the generator and to determine 1he ignilabili!y ol items outside the engine Bnc1osc1re at various distances. The Generac enclosure fs constructed of non- combustible materials and the results and conclusions from the independent testing lab indicated that any fire within the generator enclosure would not pose any ignition risk to nearby combustibles or structures, with or without fire sen,ice personnel ·response. Based on this testing and the requirements of NFP/1. 37, Sec 4.1.4, the guidelines !or installation of the generators listed above are changed to 18 inchos (457mm) from the back side of the generator to a stalionsry wall or building. For adequate maintenance and ai1tlow clearance, the area above the generator shoold be at least 4 !eetwith a minimum of 3 feet al the front and ends of the enclosure.
