No . A-1528 of J. B . Shamel to construct ramp and
float bayward of No. 43 Linda Isle, and recommending
that slip floats not perpendicular to the bulkheads be
permitted bayward of Lots 42, 43, 44, 45, 48, 82, 85,
86, 87, 88 and 89 on Linda Isle .
William Grundy of The Irvine Company spoke from the
audienc e and requested that the lot numbers be
eliminated. Public Works Director Joe Devlin stated
that he had no objection to eliminating the lot numbers.

and slip floats that are not perpendicular to the
bulkheads are to be per mitted bayward of Linda Isle,
subject to the prior approval of The Irvine Company.

ThJs is in reply to your public notice inv iting interested persons to
submit written comments to your office before October 12, 1967, regarding
the application by Southern Cal i fornia Edison Company to install a 12KV
Armored Submarine Power Cable in Newport Harbor.
The Orange County Harbor District has no objection to the proposed loca-
tion for the submarine power cable; however, the District would 1 ike to
see a change in the elevation of the cable. It would be desired to have
the cable place 7 feet below a design channel depth of -15 feet MLLW in
the general navigable water area, and a design depth of -20 feet under the
main channel, for the entire reach between the U.S. pierhead lines . At
present the design channel depth between the main channel and Linda Isle
is -10 feet MLLW . However, with planned development and increased usage
of the water areas, it is possible the design channel depth for this area
would change to -15 feet MLLW.

The Irvine Company has been investigating the desirability of
allowing the installation of reinforced concrete or wooden
cantilevered patio decks on Linda Isle. These decks would
extend from the rear of the house to a maximum of five feet
beyond the bulkhead line. Because this installation would
allow the prospective resident a greater utilization of rear
yard space by permitting use of the presently unused area
between the bulkhead and float construction limits, we have
decided to permit the construction of these cantilevered patio
decks on an optional basis and with certain restrictions. The
purpose of this letter is to present the pertinent features
of this deck to the Public Works Department and with your con-
currence, obtain City Council approval to construct these decks
beyond the bulkhead line.
I have discussed this matter with Mr. Ben Nolan of your office
and he has been provided with copies of the enclosed Exhibit "A",
which delineates the two alternate designs to be permitted and
also with structural calculations to support these designs.
The following pertinent features can be ascertained from this
exhibit and are listed below for clarification:
1. The protrusion of the patio deck over the bulk-
head is five feet in all cases. • • 2. The float construction limit is seven feet from
the bulkhead line in all cases. Therefore, the
five foot cantilevered patio will not affect
boat storage space between the bulkhead line and
pierhead line.
3. The patio decks will have a minimum five foot
side yard setback.

Certain architectural control restrictions will be upon these patio decks and by the Irvine Company. restrictions are listed below:
1, All railings or handrails shall be a maxi-mum of three feet high.
2. All railings or handrails shall be of an "open" design permitting approximately 95% of the area encompassed to be open space.
3. Planters and benches shall not be over sixteen inches in height.
4. No other permanent structures will be allowed except those enumerated above.

As Federal harbor lines are established along the southerly and westerly sides of Linda Isle, work in this area will require no Department of the Army permit unless the work extends bayward of the established lines.
The private channel to the east and north of Linda Isle is not considered a navigable water of the United States, and Department of the Army approval is not required for any work in or over this channel.
