changes are in substantial compliance with the original approval action by the Planning Commission.
The proposed changes are as follows:
Addition of new wireless communication equipment to the Newport Coast golf course
maintenance/wireless communication facility including:
1. addition of one (1) new 63" high x 6" wide x 4' deep cross -polar antenna to an
existing roof mounted pipe•support structure; and,
2. addition of one (1) new ground BTS equipment cabinet located next to an existing
BTS cabinet.

THIS APPROVAL APPLIES TO DISCRETIONARY ACTIONS RELATED TO THE ORANGE
COUNTY ZONING CODE.

Planning Division, and the determination has been made, as authorized by the Conditions
of Approval, that the proposed changes are in substantial compliance with the original
approval action of Changed Plan CP96-0019 by the Director of Planning and CD89-27
conditionally approved by the Orange County Planning Commission.

SUBJECT: CHANGE PLAN APPLICATION FOR PROPOSED MODIFICATION OF EXISTING PACIFIC
BELL MOBILE SERVICES PCS FACILITY (CP96-0019) AT PELICAN HILLS GOLF COURSE.
Dear Bob:
On behalf of Pacific Bell Mobile Services (PBMS), I am submitting this written Change Plan request to modify
PBMS' previous site entitlement (CP96-0019) at the above -referenced location. The subject site is located at
6195 E. Pacific Coast Highway on the Pelican Hills Golf Course in the Irvine Coast Planned Community.
PBMS is proposing to increase the overall height of its existing antennas to a maximum tip height of 35'-0'
AGL. The existing PBMS antennas were initially approved and constructed at a tip height of approximately
23'-0" AGL. The proposed modification does not involve the installation of additional antennas, but seeks
solely to increase the overall height of the existing antennas to improve network quality along PCH and in the
surrounding residential communities. As proposed, the PBMS antennas will remain within the established
height limit for the underlying zone. Further, the proposed modification is consistent with the County's prior
approval (CP97.0113) of a Cox PCS facility on an adjacent maintenance building in which six (6) antennas
were roof -mounted at an overall height of 35'-0' AGL.
The maintenance buildings and existing wireless facilities are set-in amongst the trees and not visible from
PCH or neighboring homes. As currently proposed, the PBMS antennas will remain hidden by the trees and
terrain.
To assist the County in processing the Change Plan, I have enclosed six (6) sets of site plan and elevation
drawings, color photo simulations of the proposed modification, photos of the existing PBMS and Cox PCS
facilities, and fee payment for the Change Plan. Should you have questions or need any additional

PBMS has reviewed the situation regarding Site No. CM-062-00 as identified in
CRQ-042, and provides the following direction.
1) SBA shall continue Site Acquisition services for Site No. CM-062-00.
2) Upon resolution of the situation as identified in CRQ-042, PBMS shall submit a Waiver
to SBA to establish revised Contract milestone dates as mutually agreed upon.
3) The revised contract milestones and schedule dates for this site shall commence upon the
issuance of a PBMS Waiver. All previous dates shall be waived and no longer in effect.
PBMS understands that the Issuance of this Change Order Response does not close out
the subject Change Order Request. Any new situations shall be identified to PBMS
under separate cover, as appropriate.

This is to notify PBMS in advance of the following situations regarding
Site No: CM-62-00.
The property title for Site No. CM-062-01 involved some complicated ownership
issues which required a Title Report for resolution. SBA has just recently
received said Title Report, and is currently reviewing prior to lease processing
as appropriate.
It is therefore requested that PBMS place Site No.CM-062-00 on an "Extended
Site Schedule" in order to allow SBA to provide PBMS with an acceptable leased
site.
A Change Order response is requested by 31 May, 1995.
