Brown Act. Among other things, the Brown Act requires that the Board of Library Trustees agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Commission and items not on the agenda but are within the subject matter jurisdiction of the Board of Library Trustees. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The public can submit questions and comments in writing for the Board of Library Trustees to consider. Please send them by email to the Library Services Department at LibraryBoard@newportbeachca.gov by Monday, January 19, at 5:00 p.m. to give the Board of Library Trustees time to consider your comments. Laptop Borrowing Policy (NBPL 10) Staff recommends that the Board of Library Trustees review and approve minor revisions to Library Policy NBPL 10, Laptop Borrowing Policy. Vice Chair Castro opened public comment, and there was none. Motion made by Trustee Chase Rief, seconded by Vice Chair Antonella Castro, and carried 3-0-0-2 to approve the revisions to Library Policy NBPL 10. COLLECTION DEVELOPMENT POLICY (NBPL 2) Staff recommends that the Board of Library Trustees review and approve revisions to Library Policy NBPL 2, Collection Development Policy, to be compliant with the California Freedom to Read Act (AB 1825). Secretary Larson stated that she likes the changes made by the State through Assembly Bill 1825. In response to Secretary Larson’s inquiries, Library Services Director Melissa Hartson confirmed that Branch and Youth Services Coordinator Annika Helmuth oversees the children’s collection in accordance with the current policy. She confirmed that staff reviews potential new materials, with the ultimate responsibility falling to the Library Services Director, who gives ordering approval to the Youth Services Coordinator. She reported that the Library has not acquired any new third-party vendors. 5 Board of Library Trustees Meeting November 17, 2025 Page 3 Vice Chair Castro opened the item to public comment, and there was none. Motion made by Secretary Dorothy Larson, seconded by Trustee Chase Rief, and carried 3-0-0-2 to approve the revisions to Library Policy NBPL 2. Review Holidays and Meeting Schedule Staff requests that the Board of Library Trustees review the Library’s holiday and meeting schedule for 2026 and approve as presented. Vice Chair Castro recommended moving the proposed February 17, 2026, meeting to February 23, 2026, due to several schools having a winter break the week of Presidents’ Day and Trustees likely being out of town. Trustee Rief added that the intended December 21, 2026 meeting is also likely during a school break week. Vice Chair Castro and Secretary Larson reported that December 21, 2026, is probably a date when they would be available for a meeting. Library Services Director Hartson stated that she will confirm if a room is available for their meeting on February 23, 2026. Vice Chair Castro opened the item to public comment, and there was none. Motion made by Vice Chair Antonella Castro, seconded by Trustee Chase Rief, and carried 3-0-0-2 to approve the 2026 holiday and meeting schedule with an amendment to change the February 17, 2026, Board of Library Trustees meeting to February 23, 2026. Grant Acceptance from California Library Literacy Services Staff recommends that the Board of Library Trustees accept a grant from California Library Literacy Services to support the Newport Beach Public Library’s Project Adult Literacy program. Library Services Manager Rebecca Lightfoot reported that staff is requesting that the Board accept a grant from California Library Literacy Services to help support Project Adult Literacy. She added that, if the Board accepts the donation, final approval will go to the City Council in January of 2026. 6 Board of Library Trustees Meeting November 17, 2025 Page 4 In response to Vice Chair Castro’s inquiries, Library Services Manager Lightfoot clarified that the City usually receives about 90% of the funds around this time of year, and the remaining 10% comes in March or April of the following calendar year. She clarified that, although the City has received a check from the State, the funds cannot be utilized until approved by the City Council. Vice Chair Castro opened the item to public comment, and there was none. Motion made by Trustee Chase Rief, seconded by Secretary Dorothy Larson, and carried 3-0-0-2 to accept the grant. AYES: Castro, Larson, Rief NOES: ABSTENTIONS: ABSENCES: Kramer, Murray 9. Library Activities Monthly update of library events, services, and statistics. Library Services Director Hartson reported that October saw continuous construction and movement. She stated that a partition has gone up around the café space in the Central Library to begin the tenant improvements for Kit Coffee. She added that café construction should take 8-10 weeks with an opening target for the end of January, 2026. She reported that the Central Library’s public elevator has reopened. She reported that the new Tech Toys for Kids collection was immediately popular on its opening day on October 6, and staff is already looking at how the collection can grow in the future. She corrected her staff report to note that Spotlight on Science will be held on Wednesday, November 19, and not Thursday as written. Trustee Rief recommended waiting until Fiscal Year 2026-27 to expand the Tech Toys for Kids collection with assistance from the Friends of the Library and/or the Library Foundation. Library Services Director Hartson reported that the Tech Toys for Kids collection will be included as an option in their annual Giving Tuesday request. Trustee Rief commended the meeting report included in the Agenda packet by Library Foundation Chief Executive Officer Jerold D Kappel. He reported that the Foundation is rebranding and will soon change its name. He added that fundraising is going well. Secretary Larson reported that the Library Live lecture series is working on authors for 2027. She stated that the current season is going extraordinarily well. 11. Foundation Literacy Liaison Report Trustee update of the most recently attended Foundation Literacy Committee Meeting. Vice Chair Castro reported that they did not meet but Project Adult Literacy’s annual holiday potluck will be held on December 6 at 10:00 a.m. in the Community Room. She encouraged all to attend. 12. Friends of the Library Liaison Report Trustee update of the most recently attended Friends of the Library Board meeting. Trustee Murray’s absence prevented a report. Library Services Director Hartson reported that they did not meet this past month, but did hold a volunteer luncheon. Vice Chair Castro opened the items to public comment, and there was none. My friend and I were trying to find a walkable entrance to the library; however, due to the construction, we were unable to find it. We were just wondering how to get in the library, or if there is a back entrance that we were not aware of. Thank you! Thank you for your message. We have both a first-floor and a second-floor entrance; however, due to current construction, the most visible entrance is on the second-floor near the Civic Green and parking structure. If so, what is the procedure?The Friends of the Library Bookstore accepts donations of CDs and books. The Bookstore is open Monday-Saturday from 10:30 [a.m.]-3:00 p.m. and donations may be dropped off during those hours. I’m interested in attending the Storytellers Writing workshop with author Chris Epting. I read the description for the class and it seems to focus on memoir and social media writing like blogs. However, I wanted to know if there would be any material or lessons for fiction writing. I am an author pursuing traditional publication and I write fiction novels (adult fantasy). Please let me know. I would love to connect with local writers, but I wanted to know if this would be suitable for my type of writing before registering. Thank you so much. Thank you for your interest in the Storytellers Writing Workshop. The class teaches developing stories in first-person narrative which primarily correlates with memoir, however it is a storytelling focus so would definitely benefit all fiction and non-fiction writers. We have many fiction writers who participate. The instructor touches on the publication process along with writing techniques. Please note, this is a high-demand class that typically fills up very quickly (within the first couple hours of registration opening) and then a waitlist starts. I’m wondering if it’s possible to have someone else pick up the items I have on hold for me. Yes, it is okay for someone else to pick up a hold for you, however the item will have to be checked out on the library card of the person who is picking up the item. [Add] new sign in Sound Lab: "Please prepare to vacate when your time is up as a courtesy to next user." Make Sound Lab reservations 3 hrs. 55 min. for buffer and timely exit. The eBranch is promoted as the 24/7/365 resource that is accessible anywhere and at any time. Many patrons take advantage of the services provided under the eBranch. DISCUSSION: Databases and online materials remain essential and well-used resources for the community and staff. The Library is proud to offer over 40 databases that specialize in topics that appeal to all age groups and interest levels. Several databases have over 1,000 uses per month, including NewsBank, ProQuest, Consumer Reports, Morningstar, and Value Line. Staff is always on the lookout for ways to improve database selections, evaluating new databases for possible purchase and existing ones to see if they still meet the needs of the community. eBranch Service Provided Vendor eBooks and audiobooks OverDrive eMagazines Flipster and OverDrive Streaming Video Kanopy Downloadable eBooks and audiobooks: The Library saw an uptick in circulation of eBooks and Audiobooks in FY 2024-25, with a combined total of 189,279 compared to 173,138 in FY 2023-24. In 2012, when Amazon started allowing libraries to circulate Kindle books, eBooks surpassed audiobooks. While audiobooks still have not caught up, they are closing the gap. In FY 2023-24, the difference between eBooks and audiobooks was 14,000 but in FY 2024-25 the difference was slightly less than 5,000. The Library also subscribes to Comics Plus, which offers over 20,000 graphic novels, manga, and traditional digital comic books for readers of all ages. Books checked out through Comics Plus are simultaneous use, meaning there are never any wait times, and more than one patron can check out the same title at one time. Streaming Video: The Library introduced Kanopy, a streaming video service, in December 2017. Kanopy offers access to over 36,000 films, ranging from documentaries to feature films, indie, and foreign films. The Kanopy collection includes titles from PBS, The Criterion Collection, and The Great Courses. In August 2021, Kanopy added major motion pictures from Warner Bros., MGM, and Lionsgate to their downloadable offerings. OverDrive acquired Kanopy, and as of September 2022, no longer offers their own separate streaming movie service. In November 2023, Kanopy moved to a different model, tickets rather than play credits, which allows libraries greater flexibility for allocating funds. In FY 2023-24, there were 35,159 plays, which increased to 41,347 plays in FY 2024-25. Downloadable Magazines: The Library offers a collection of over 5,000 magazines through OverDrive, which are accessible through the popular Libby app. The Library also continues to subscribe to Flipster, another downloadable magazine service, that offers a different range of magazines than OverDrive. At the time of this report, Finance did not yet have the anticipated budget in place so the figures in Attachment A are subject to change. DISCUSSION: Section 708. Board of Library Trustees. Powers and Duties. There shall be a Board of Library Trustees consisting of five members which shall have the power and duty to: (c)Consider the annual budget for library purposes during the process of its preparation and make recommendations with respect thereto to the City Council and City Manager. In accordance with the above statement, staff have prepared the proposed Fiscal Year (FY) 2026-27 operating budget for the Library Services Department (Library). The Library will meet with the Finance Department in early February, to review the following program enhancement requests prior to meeting with the City Manager’s Office for consideration. The circulation of downloadable materials such as eBooks, eAudiobooks, downloadable magazines and newspapers, and streaming videos, has increased significantly over the last few years, around 10% each year. We are projecting an 11% increase in FY 2025-26 over last year. In addition, the cost of database subscriptions has increased, on average, around 14% each year. The databases we offer include resources on genealogy, art, literature, business, statistics, investing, legal information, training, learning languages, journal articles, encyclopedias, and more. These digital resources are well used and highly valued by the community we serve and represent our 24/7 always-available eBranch. We are requesting a $50,000 increase to our materials budget to continue to offer these valuable resources, keep up with the increasing demand for downloadable materials, and reduce hold queue wait times for the most popular items. Library facility maintenance and projects transferred to Public Works (PW) on July 1, 2025. With this restructuring, 95% of the Library's building maintenance budget allocations moved to PW. The Library still incurs costs associated with the upkeep and repair of the buildings that are outside of PW’s purview, such as refuse expenditures and furniture repairs. In addition, IT evaluated and approved new door count systems at the Central Library (Central), Mariners Branch (Mariners), and Corona del Mar Branch (CdM). We are asking for a one-time increase of $16,000 to install the new system at the three locations. These door counters will provide a more accurate picture of how many patrons are visiting by capturing data at entrances that are not presently monitored by our current door count system. Central was built in 1994, and most of the furniture used by the public is over 31 years old and showing wear and tear from three decades of use. Mariners opened in 2006 and is approaching 20 years of use. Funding is requested to replace the aging, worn out, and broken furniture without sacrificing seating or study tables for patrons by removing furniture we cannot replace. Both locations are heavily used, and every seat is occupied at the busiest times. Full replacement of the decades-old furniture is a considerable expense. Staff obtained quotes between $80,000 - $215,000 for partial replacement. Additional funding for consecutive years would allow for strategic replacement of the most deteriorated pieces and refresh areas over the next several years. The Library is asking for an additional $100,000 to fund a furniture replacement project. The Library is requesting a one-time increase of $45,000 in the Cultural Arts Division to fund a Pacific Symphony performance on the Civic Center Green in August 2026. After a seven-year hiatus, Pacific Symphony returned to Newport Beach in August 2025 and saw record attendance at the performance. The City Arts Commission is launching the inaugural Art Week in August 2026 and would like to host the Symphony to kick off Art Week. A symphony performance expands the concert genre offerings beyond cover band performers for the community. The proposed salaries and benefits budgets were not available for inclusion in this report. However, the budget allocations for FY 2026-27 are expected to increase from FY 2025-26 due to negotiated contracts with the employee bargaining units. Revenue projections for FY 2026-27 remain similar to the previous year. The Library anticipates service levels and patron patterns will continue a similar trajectory as the current fiscal year. We are seeing a continued high volume of patrons taking advantage of the Library’s test proctoring service and anticipating revenues in this category increasing. Project Adult Literacy (PAL) held another Literacy/Library tour for a group of ESL students from Mariners Church in Irvine. These students learned about the Newport Beach Public Library (NBPL) and walked through the Central Library (Central) to familiarize themselves with the services offered. Attendees were given the opportunity to sign up for an NBPL card. We are looking forward to continuing this partnership with Mariners Church’s ESL group and hope to offer more tours next year. PAL staff prepped for their Annual Literacy Holiday Potluck scheduled for December 6. PAL held their first Learner Open House, where learners and tutors learned more about classes we offer in our program. Literacy Coordinator Smith attended Career Online High School (COHS) training and will be reaching out to those interested in COHS. Programming In November, the Library presented two new Storytellers Extended classes. These are stand-alone classes that focus on a certain area of writing or publishing. They are an offshoot of the original Storytellers Writing Workshops. Topics presented this month were The Proposal Process: Crafting an Effective Book and Proposal and Writing Technique: Show Don’t Tell. They were well received with lots of positive feedback and appreciation for the valuable resources. The Library also hosted two Genealogy Uncovered workshops in November. These round-table workshops are formatted with a 30-minute lesson, followed by 90 minutes of open discussion where participants can share their research projects, ask questions, and receive guidance. All workshops were well attended. Facilities Library Services Director Melissa Hartson and Library Services Manager Rebecca Lightfoot attended kick- off meetings for upcoming facilities projects commencing in December: the exterior painting of Central and the roofing of Mariners Branch (Mariners). A component on Central’s second-floor drinking fountain broke, causing a leak that was quickly assessed and fixed. Public Works (PW) was alerted to several lighting issues and are working with various contractors to make the necessary repairs. Work also began upstairs at Central on the café in anticipation of Kit Coffee assuming tenancy. ANNIKA HELMUTH, BRANCH AND YOUTH SERVICES COORDINATOR Branch Activities In November, the branches continued to serve families through active youth programs and reading incentives. At Mariners, regular storytimes, LEGO Wednesdays, and BARK: Read to a Dog saw strong attendance. Mariners staff also proctored multiple exams and distributed an increased number of Seed Library packets. Also at Mariners, PW completed multiple facility improvements including restroom repairs, lighting replacement, and technology and security equipment servicing. 24 Report of November Library Activities January 20, 2026 Page 3 Balboa Branch (Balboa) completed its full inventory of the Branch’s collection, with several items transferred across the library system. Also at Balboa, PW staff replaced lighting, repaired a restroom leak, and installed ceiling pans to manage roof leaks during seasonal rain. And at Corona del Mar Branch (CdM), programs included regular storytimes, daily crafts, Sensory Play, Toy Train Tuesdays, and a family open house. Also at CdM, PW addressed multiple restroom plumbing issues caused by flushed debris. Youth Services Youth Services maintained a strong focus on school partnerships, literacy development, and hands-on learning this month. The In-N-Out Cover to Cover Reading Program was again widely used at all locations, supporting recreational reading and family participation throughout the month. Ongoing youth programming included Art Space, STEAM Lab, Book Club, and BARK: Read to a Dog. A new session of Coding for Kids was offered in four fully enrolled sessions serving children ages six to eleven. Participants demonstrated strong skill growth over the course of the program, progressing from beginner skill levels to confident users. Special Programs Storytime Specials expanded to Mariners this month with the successful Animal Shelter Stories, a new community partnership in collaboration with the Newport Beach Animal Shelter. The program featured storytelling, individual pet interaction with a shelter dog, and themed crafts. Outreach In November, Youth Services welcomed multiple school and youth group visits across Mariners, CdM, and Central. Mariners hosted a Paularino Elementary Transitional Kindergarten (TK) class, while CdM welcomed a Girl Scout troop and Eastbluff Elementary first graders. Central hosted visits from Kinetic Academy third graders, Newport Coast first graders, and two Girl Scout troops. Across all locations, students were highly engaged and gained valuable experience using library resources. All visiting students had the opportunity to receive a library card with parent or guardian permission. Personnel Part-time Library Clerk Jessica Levindofske started at Mariners, bringing the Branch to full staffing. CdM Branch Librarian Nadia Dallstream participated in the Library Journal webinar, What Got Us Here Won’t Get Us There: Building the Next Generation of Thriving Libraries. The training explored how libraries use data-driven tools to better understand patron needs. ANDREW KACHATURIAN, ADULT SERVICES COORDINATOR Teen Services The November 12, Young Adult Advisory Council (YAAC) meeting was well attended with 14 members present. Two teens led a presentation on developing active listening, conflict resolution, and useful communication skills. The members played a trivia game designed to facilitate team building and discussed their current favorite books, television, and current films. Here’s a look back at several 2025 highlights: Community Engagement • Saw a notable increase in participation during the 2025 Summer Reading Program, introducing a community-wide program reading goal of 600,000 minutes. Participants far surpassed the goal logging 912,651 minutes read. • Hosted the Pacific Symphony for the first time since 2017, filling the Civic Center Green with attendees of all ages and helping to inspire learning and a curiosity about history, composition, and arts. • Corona del Mar Branch’s (CdM) ongoing participation in the CdM Village 3rd Thursday events reached nearly 900 patrons over the year, providing a high-visibility touchpoint and family- friendly environment that created opportunities for neighbors to connect and participate in their community. • The Corona del Mar Branch Holiday Open House drew record attendance with over 2,100 visits, more than tripling last year’s turnout. Expanded activities and multiple choir performances attracted large audiences and supported steady use of library spaces throughout the day. Adult and Lifelong Learning • Project Adult Literacy (PAL) held its first Volunteer Appreciation Celebration to recognize and honor the 98 tutors and volunteers who committed 3,735.5 hours helping adult learners develop lifelong reading and writing skills. • Two PAL learners won prizes in the 2025 Writer to Writer Challenge, an annual writing competition for adult learners. Those who participated read a book in English and wrote a letter to the author explaining how the book affected them. This program affords learners an opportunity to practice their improved reading and writing skills and share with others the transformative power of books. One learner received second place in the Intermediate Writing Category and the other received third place in the Advanced Writing Category. Demand indicates the service is meeting a community need, with opportunities to expand offerings in 2026. •The film screening of The [M] Factor and Q&A session with Dr. Shelly Coe generated a “sold out” event with 202 in attendance. The audience responded with collective enthusiasm throughout the film with insightful discussion following. Several attendees indicated that this was their first visit to the Library. Youth Programs and Services •The Storytime Specials series expanded with two new partnerships, Books & Badges with the Newport Beach Police Department and Animal Shelter Stories with the Newport Beach Animal Shelter. These programs built on the long-standing success of Fire Station Storytime with the Newport Beach Fire Department, creating a more robust lineup of special events. The expanded series offers families more meaningful storytime experiences while highlighting local helpers and strengthening community engagement. •Pajama Storytime, added in August 2025 at Mariners Branch (Mariners), continues to gain steady attendance as an evening program for families seeking an after-work activity. The use of a galaxy projector and invitation to wear cozy pajamas creates a relaxing environment that supports family bonding and a calm close to the day. •Art Space launched in September 2025 as a monthly artist-inspired program for children with strong family engagement. High-quality projects based on the works of Monet, Escher, Ruth Asawa, and Seurat promoted creativity and art literacy, with repeat attendance and feedback indicating high interest and continued growth potential. •Thanks to the generous financial support from the Library Foundation of Newport Beach (Foundation), a new projector and screen was installed in the Children’s Room at the Central Library (Central), opening up new opportunities to expand children’s events in the space. •Launched a Tech Toys for Kids collection allowing children to create and innovate at home. Made possible by the Foundation. High demand and interest in this new collection was evident with all items either checked out or on hold the first day it was released. •Teen interest in studying for exams at the Library increased with participation in the Teen Snack & Study program more than doubling from 2024. Community Support •The Foundation granted $40,000 to help fund the Balboa Branch’s (Balboa) Opening Day Collection and purchase new public computer chairs at Mariners. In addition, PAL received $22,475 to support new materials, a database subscription, and the International Literacy Day Celebration event. •The Friends of the Library contributed $250,000 to fund core programs such as storytimes, craft programs, Snack & Study, Summer Reading Program, and Sunday Musicales, as well as purchasing new materials in a variety of formats for all ages, with $100,000 going towards Balboa’s Opening Day Collection. 34 Report of December Library Activities January 20, 2026 Page 3 Facility Enhancements • Library facility maintenance and projects transferred to Public Works (PW) in July. Under PW’s management, the following improvements were accomplished at Central: o Completion of elevator modernization o Replaced HVAC air handlers o Installed new carpet in the Children’s Room Systemwide Use • The Library opened 9,208 new library card accounts; • Welcomed 696,228 visitors in its facilities; and • Checked out 1,213,121 items in 2025! Central Library Facility Update PW will begin the Central exterior painting project in the coming weeks. The City worked with Witte Hall’s Robert R. Coffee Architect & Associates to select paint colors that provide a cohesive palette between City Hall and Witte Hall. All white walls on the existing building will be painted with a color to match Benjamin Moore: Spring in Aspen #954. All beige walls will be painted with a color to match Benjamin Moore: Sherwood Tan #1054. The paint will have a matte finish. Forty-seven attendees enjoyed engaging conversation with fellow members of the program and trying foods from a variety of cultures. Literacy Coordinator Christina Smith started ordering new materials for the Literacy Collection after finishing a major weeding project. Coordinator Smith began reviewing the Career Online High School applications and contacting patrons who qualify for the program. Twelve learners participated in the Annual Writer to Writer Program. Programming The popular Storytellers Writing Workship series picked up again in December. Facilities The roof at Central developed a clog in a gutter which caused some minor leaks. PW was able to clear the clog quickly. The roofing project at Mariners began, and the contractors were able to patch some holes and fix some leaks that developed. There were no leaks detected during the heavy rainstorm at the end of December. PW is also working on some lighting issues at Mariners. ANNIKA HELMUTH, BRANCH AND YOUTH SERVICES COORDINATOR Branch Activities In December, Mariners staff focused on Children’s program development and interactive spaces. December also saw high test proctoring numbers. Facility projects included fire and sprinkler inspections, lighting upgrades, electrical repairs, and ongoing roof replacement. At CdM, children’s services remained active with recurring programs and daily activities, while collection maintenance addressed outdated teen materials and low-circulating children’s media. Facility work included restroom fixture upgrades, exterior cleaning, plaque restoration, and routine HVAC maintenance. On-site children’s programming at Balboa concluded in preparation for relocation to Marina Park. Portions of the children’s collection were transferred to other branches to support systemwide access. Facility work addressed a restroom plumbing issue and secured an unsafe floor outlet. Youth Services December youth programs included BARK, Art Space, an author visit, and Crafternoon. The author visit featured a live reading and a short illustrator video, supported by the new A/V equipment in the Children’s Room thanks to the Foundation. All locations took an annual Winter storytime break beginning on December 14. 36 Report of December Library Activities January 20, 2026 Page 5 Special Programs CdM hosted its holiday open house during the annual Corona del Mar Christmas Walk, a community- favorite event, featuring crafts, games, a photo area, seasonal storytime, and multiple choir performances by the Lincoln Elementary Choir, joined by the CdM High School Madrigal Singers, the Eastbluff Elementary Choir, and the Newport Coast Elementary Choir. These performances drew large audiences and supported sustained patron use of library spaces throughout the day. Overall attendance was strong at over 2,100 visits. Outreach On December 2, Central hosted an outreach visit from Newport Elementary School’s first graders, providing students with an orientation to library programs and services, a tour, instruction on catalog use, and a behind-the-scenes look at circulation operations. Personnel At Mariners, Library Assistant Janice Nikula retired after 30 years of service to the City. Also at Mariners, Library Page Elyssa Coon resigned, and Library Page Sara Bert was promoted and transferred to Balboa as a part-time Library Assistant. They played trivia games, joined in a used book exchange, and continued their work on display ideas for the Teen Center at Central. Central hosted three Teen Snack and Study sessions to help our local teens prepare for their mid-terms with light snacks and refreshments. We had a total of 44 teens make use of the Sword Room from Saturday, December 13, through Monday December 15, which was a great turnout. Adult Services The Adult Reference staff have been working on maintaining their collections and getting ahead of a Spring-cleaning effort. The Reference Desk collection has been similarly cleaned up with some older Environmental Impact Reports (EIRs) being relocated to the main Reference collection. Staffing Part-time Library Assistant Ariel Shrader resigned her position for another job in December. We anticipate filling this vacancy from an existing eligibility list. Governance and Management: The January 2026 Board Meeting was held on Monday, January 12. Chase Reif, Library Trustee and Foundation Liaison, and Melissa Hartson, Library Director, attended. a.Kunga Wangmo Upshaw remains on maternity leave returning in early February. b.Because of the construction delay for Witte Hall, with a tentative mid-May completion, neither Witte Hall nor the Friends Room will be available for Foundation programs for the remainder of the season. Consequently, all remaining Library Live and Spotlight on Science, and all Witte Lectures, will be moved to the OASIS Senior Center. Medicine in Our Backyard and the Finance Literacy Workshops will be moved to the Civic Center Community Room. Only the Book Discussion Group, which has less than 45 attendees, will remain in the Friends Room. 2.Rebranding of Foundation: The Library Foundation has filed a d/b/a (in Orange County called a Fictitious Business Name) with the Orange County Clerk for the Library Foundation of Newport Beach business name. The corporate name and EIN will remain the same. The announcement of the d/b/a has been made to City Officials, banking and finance institutions, vendors, and to the press. The Daily Pilot had a front-page article on the change and it was mentioned in Stu News. The new logo is at the top of this memo. a.The Brand Statement, Supporting Discovery and Connection…Beyond Books, is a distillation of the Foundation’s mission. b.Letterhead, envelopes, name tags, brochures, banners, etc., are all in the redesign phase. The web domain name has been changed to LibraryFoundationNB.org and emails will use the same domain name. The past domain address will continue to point to the new domain for the foreseeable future. 44 2 3. Beyond Books Campaign a. The Library Foundation has ended the active phase of the campaign, having raised the necessary funds to meet the 50% commitment to the City of Newport Beach, plus the cost of the video wall increase and seat plates. The Foundation will also assume the responsibility for the redesign of the Witte Hall donor recognition signage and its installation. i. Contributions of $25,000 and more, a benefit of which is inclusion on the donor signage in the Woolsey Lobby, will only be accepted through January 31, 2026. By that date, all names of the donors will need to be forwarded to the sign designer. b. Because of the delay in construction of Witte Hall, the grand opening weekend has been moved to July 10-12, 2026. Coincidentally, this is the same weekend 32 years ago that the Central Library had its grand opening. Revised planning is taking place as the pre- and post-reception will be held in the Stahr Courtyard, not in the Central Library. i. The grand opening program book will now include all Library and Foundation programming that has been scheduled to be held in the Hall through June 30, 2027. c. Sponsorship and program advertising packets for the grand opening weekend are in redesign. Our goal is to raise $100,000 in sponsorship for that weekend and $20,000 in program advertising. 4. Development: A significant change regarding the deductibility of contributions was included in HR 1, the One Big Beautiful Bill. Starting January 1, 2026, taxpayers that do not itemize can make tax-deductible contributions to a maximum of $1,000 for single filers or $2,000 for joint filers. 5. Finance: The FY2025 audit and the public form of the 990 are published on the Foundation’s website under the About/Financial Responsibility tab. The Foundation includes three years of 990s and audits on its website. It has a 4-Star rating from Charity Navigator and is rated Platinum for transparency and accountability by Candid. The Foundation has also passed two privacy and payment security compliance tests for contributions through its website. 6. Programming: All four Library Live lectures sold out. Both Colm Tóibín and Anthony Doerr will be held at the OASIS Center. a. The Witte series has sold 248 total season passes for Friday night and Saturday afternoon. Additionally, a total of 256 single tickets has been sold for the lectures. The first Witte Lecture is February 27-28 with China expert Julian Gerwitz. The promotional sponsor for this lecture will be the World Affairs Council of Orange County. b. The Spotlight on Science continues to have high registration. Spotlight is a free lecture. The April Spotlight is with Dr. Charles Norton speaking about small satellites, 45 3 and the May lecture is with Nobel Prize winner Dr. Barry Barish talking about the evolution of the universe. Both will be held at the OASIS Center. c.Due to the requirements of the Third Amendment of the MOU with the City regarding confirmation of program dates, the Foundation will complete its 2026-2027 season by the end of March. d.The Library Foundation will participate in the Arts and Culture Week with a special Library Live presentation. The speaker will be Tim Grieving who has written a biography on composer John Williams. e.All Medicine in Our Backyard and Spotlight on Science lectures are video recorded and provided free on the Foundation’s website under the Archives tab. Medicine in Our Backyard average views are 110 with a high of 251. Spotlight on Science has average views of 350 with a high of 784. Because of contract paywall requirements with Witte Lectures and Library Live speakers, those videos are only available to Foundation members and for a limited time. 7. Bookmark: The Fall/Winter edition was published the first week of December and mailed to over 1700 households. An additional 500 copies will be distributed through the four branches, OASIS Center, Marina Park, and City Hall. If the Library Trustees would like additional copies to distribute to their friends and colleagues, please contact Shawn Boeker in the Foundation’s offices. The June Bookmark will have a focus on children’s programming of the Library. 46
