Second x iApplicant All Ayes ADDITIONAL BUSINESS The Commission considered a report of the Parks, Beaches 1. &.Recreation and Planning Commission Liaison Committee which recommended an amendment to the Planning'and Zoning Regulations requiring landscaping for all public parking lots. The Commission instructed its staff to work with the Motion City Attorney in preparing proper language to be incor- Second x porated in zoning regulations requiring landscaping in All Ayes public parking lots with the understanding that such re- quirement would not, in any way, reduce the number of parking spaces,required or proposed by the developer. 2. The Commission considered an appeal filed by Burton V. Collins appealing from a decision of the Building Department denying his application for a building permit The Building Department denied the building application plans for the reason that, in their opinion, the struc- ture was designed for 3 dwelling units on an R -2 lot. The Planning Commission, after reviewing the plans and Page 5. CITY OF NEWPORT BEACH COMMISSIONERS N O hearing testimony at the meeting, overruled the decision of the Building Department with the condition that the owners sign a statement, to be prepared by the City Attorney's office and to be recorded, covenanting and agreeing that the playroom and bath area on the first floor, adjacent to the garage area, shall be used only in conjunction with, and as an integral part o£, the Motion x single family dwelling unit located on the front.of.the Second is lot, or the apartment located above the garage.. Planning Commission Amendment No. 109 was initiated in order to hold one public hearing on May 18th, 1961 at 8:00 P.M., in the City Hall Council Chambers for the purpose of rezoning certain properties located on the south side of Coast Highway, between Dover Drive and Motion x Avocado Avenue, from an Unclassified to a C -1 -H, R -3 Second x and R -1 District. The following motion was made by the Commission regarding the extension of Sea Lane to 5th Avenue in Corona del Mar: "The Commission in no way considered that the roadway shown adjacent to the 0. Z. March 15, 1961 advising that on March 13, 1961 the final map of Tract 3660 was approved by the City Council and that the following motion was made by the Council, "It was directed that all interested parties, on inquiry, be informed that no further development can take place north of Fifth Avenue (Corona del Mar) until the water problem Motion x and the drainage problem are solved to the satisfaction Second x of the City," was ordered filed. Miller, President Lake Front Propert Owners Association (in the vicinity of Cherry Lake) pro- testing to the City of Costa Mesa and the City of Newport Beach regarding drainage in subject area, was ordered filed.
